Some of the changes will come into force on January 1, 2021. Changes for driver candidates who have expressed a desire to obtain a license are divided into two stages. Thus, from January 1, 2021, a new decree of the Prime Minister removes the restriction on driving lessons on motorways. However, the maximum permissible speed of a car with a student driving will be limited to 60 km/h. In particular, since the beginning of the year, the rules for obtaining licenses for driving trams, buses and trolleybuses have been tightened: now, in order to obtain licenses of categories “D”, “Tb”, “Tm” or subcategory “D1”, the applicant must be at least 20 years old (18 years old – for persons specified in paragraph 4 of Article 26 of the Federal Law “On Road Safety” – when learning to drive a vehicle of category “D” or subcategory “D1”).

4. Persons undergoing military service, after appropriate professional training, are allowed to take exams for the right to drive vehicles of category “D” and subcategory “D1” upon reaching the age of nineteen.

Replacing your license: do you need to retake the traffic rules exam and will there be a new law?

Passing the theoretical part of the traffic rules test is required in a number of cases. This includes the return of the license after deprivation and the first acquisition of the right to drive. At what age is it permissible to learn to drive on public roads?

According to changes to the rules for obtaining a license, students learning to drive must reach the following age:

16 years old – when learning to drive a vehicle of categories “B”, “C” or subcategory “C1”; 20 years - when learning to drive a vehicle of categories "D", "Tb", "Tm" or subcategory "D1" (18 years - for persons specified in paragraph 4 of Article 26 of the Federal Law "On Road Safety" - when learning driving a vehicle of category “D” or subcategory “D1″)”.

Also, government decree No. 1734 dated December 20, 2021 clarifies the procedure for returning a driver’s license after deprivation. So, from January 1, 2021, in order to return the license after deprivation, the driver will in any case have to pay all the fines he owes. Otherwise, the driver will not be able to get his license back.

What will happen if there is a delay in replacing the license?

The same resolution in paragraph 35 tells us that a driver's license is considered invalid and is subject to cancellation if its validity has expired. But there is no penalty for late replacement of rights. There is only a fine for driving a vehicle with an expired license, in which case the right to drive is lost. This fine is regulated by Part 1 of Article 12.7 of the Administrative Code and ranges from 5 to 15 thousand rubles.

In general, you can do whatever you want with an expired license and live as long as you want - the main thing is not to drive.

For which categories of rights is the traffic police platform cancelled?

For persons who want to obtain a license to drive vehicles of the relevant categories or subcategories, the following exams are conducted:

a) for persons wishing to obtain the right to drive vehicles of categories “A”, “B”, “C”, “D”, “M”, “BE”, “CE” and “DE” and subcategories “A1”, “B1”, “C1”, “D1”, “C1E” and “D1E ”, with the exception of persons specified in subparagraphs “c” and “d” of this paragraph - theoretical and practical exams

b) for persons wishing to obtain the right to drive vehicles of categories “Tm” and “Tb” - a theoretical exam

c) for persons wishing to obtain the right to drive vehicles of the corresponding categories or subcategories with any type of transmission , who have the right to drive vehicles of the corresponding category or subcategory with an automatic transmission and have completed professional training programs for drivers of vehicles of the corresponding categories or subcategories with a manual transmission, – a practical exam conducted on a vehicle of the corresponding category or subcategory with a manual transmission

d) for persons wishing to obtain the right to drive vehicles of category “D” , who have the right to drive vehicles of category “Tb” and who have completed professional training programs for drivers of vehicles of category “D” - a practical exam conducted on a vehicle of category “ D" with automatic transmission

When should the practical exam take place after passing the theory?

According to the new rules for obtaining a license, which come into force on October 1, 2021, the practical exam must be held no later than 6 months from the date of passing the theoretical exam. Otherwise, the results of the theoretical exam will be canceled and the candidate driver will have to retake the theory.

For example, if a driver candidate, having passed the theoretical exam, was unable to pass the practical exam within 6 months from the date of passing the theory, he is assigned to retake the theory within 30 days from the date of the deadline for passing the practical exam.

If the candidate driver has passed the specified repeated theoretical exam, he is assigned a repeated practical exam, which is carried out in the general manner in accordance with the basic rules for obtaining a license.

To obtain the rights of which categories and subcategories are exams remaining on the site?

For those who want to obtain a license of categories “A” and “M” and subcategories “A1” and “B1”, the exams will continue to be held at racetracks and indoor venues.

What driving skills are tested for driver candidates for the right to obtain licenses of categories “A” and “M” and subcategory “A1”?

The candidate driver's skills in driving a vehicle of the specified categories and subcategories are tested by performing the following maneuvers:

  • a) moving a motor vehicle in reverse, without turning on the engine, and placing it in a parking place
  • b) control at low speed in a clear corridor
  • c) maneuvering at low speed
  • d) high-speed maneuvering
  • e) braking and stopping when driving at various speeds, including emergency braking
  • e) maneuvering in confined spaces
  • j) when conducting a practical exam for the right to drive vehicles of subcategory “B1”, the candidate driver’s skills in driving a vehicle of this subcategory are tested by performing the following maneuvers:
  • stopping and starting on ascents and descents
  • straight-line reverse movement
  • placing the vehicle into a parking space when moving in reverse with a turn of 90 degrees
  • turning in a confined space using reversing
  • placing the vehicle in a parking space parallel to the sidewalk (edge ​​of the roadway) when reversing
  • f) braking and stopping when driving at various speeds, including emergency braking
  • g) maneuvering at different speeds
  • h) maneuvering in confined spaces

Where will the practical driving test be held from October 1, 2020?

The practical exam for the right to drive vehicles of categories “B”, “C”, “D”, “BE”, “CE” and “DE” and subcategories “C1”, “D1”, “C1E” and “D1E” is carried out on routes that meet the requirements for routes on which practical exams are conducted.

As the Appendix of Government Decree No. 1734 explains, the route that is used to conduct a practical exam for the right to drive vehicles of categories “B”, “C”, “D”, “BE”, “CE” and “DE” and subcategories “C1” , “D1”, “C1E” and “D1E”, must contain a set of elements of the road network, road signs and road markings, and also provide for the possibility of the candidate driver performing mandatory actions on the instructions of the examiner in compliance with the Traffic Rules.

The traffic police authorities, when conducting a practical exam, which from October 1, 2021 must include maneuvers previously tested on the site, must conduct the following test of driving skills:

  • a) placing the vehicle in a parking space while moving in reverse with a turn of 90 degrees
  • b) placing the vehicle in a parking space parallel to the sidewalk (edge ​​of the roadway) when reversing

  • d) turning a vehicle in a limited space (with a limited width of the roadway) using reversing
  • e) stopping and starting movement on an ascent and descent
  • f) driving through a controlled intersection (if any)
  • g) driving through an unregulated intersection of equivalent roads (if any)
  • h) driving through an unregulated intersection of unequal roads
  • i) left and right turns
  • j) turning at the intersection and outside the intersection (for vehicles of categories “BE”, “CE” and “DE” and subcategories “C1E” and “D1E” if it is possible to make a turn)
  • k) passage of a railway crossing (if any)
  • m) changing lanes on a section of road that has 2 or more lanes for traffic in one direction (if any) n) overtaking or getting ahead of them
  • o) driving at the maximum permitted speed
  • o) passage of pedestrian crossings and stopping places for route vehicles
  • p) braking and stopping when driving at various speeds
  • c) placing the vehicle parallel to the sidewalk (edge ​​of the roadway) when moving forward
  • r) stopping for safe boarding or disembarking of passengers (for vehicles of categories “D” and “DE” and subcategories “D1” and “D1E”)
  • s) coupling and disengaging or disengaging and re-coupling a trailer with a tractor (for vehicles of categories “BE”, “CE” and “DE” and subcategories “C1E” and “D1E”, with the exception of articulated buses)

When will they introduce and will they even introduce exams for replacing licenses?

There are two reasons for the initiative to retake the traffic rules every 10 years (excluding the financial benefit of the driving school union itself as the initiator):

In what cases are the results of driving tests subject to cancellation?

The new rules have also been supplemented with a number of clauses that regulate the procedure for canceling driving license exam results. Here is a list of reasons why results may be invalidated:

  • a) if the driver candidate’s complaint about the test result was satisfied
  • b) if documents are recognized as forged (counterfeit) in accordance with the established procedure - identity card, driving school documents, medical certificate, etc.
  • c) in case of receiving information from the competent authority of a foreign state about the absence of information on the issuance of a foreign driver’s license - in case of exchange of a foreign driver’s license
  • d) if the exam was conducted in violation of the requirements established by the rules for conducting exams for obtaining a driver’s license.

“The Government of the Russian Federation adopted a resolution that approved changes to the Rules for conducting examinations for the right to drive vehicles and issuing driver’s licenses, as well as the Traffic Rules of the Russian Federation.

The resolution, in particular, changes the procedure for conducting practical exams in terms of testing the candidate driver’s skills only in real road conditions.

For these purposes, the initial on-site driving skills practical test is eliminated, while the on-road practical test is supplemented by testing the basic skills currently tested on the test site.

Conducting examinations on predetermined routes is excluded. Exam routes will be a list of roads and territories on which practical exams are held, which will eliminate the possibility of driver candidates memorizing them.

Shifting the focus of testing a candidate driver’s driving skills during a practical exam from closed areas to traffic conditions, eliminating the obligation to conduct a practical exam on predetermined examination routes will make it possible to determine the degree of preparedness of a candidate driver to drive a vehicle in real conditions. , constantly changing road conditions.

The practical exam for the right to drive motor vehicles remains in its current version - on sites closed to the traffic of other vehicles and pedestrians.

The minimum and maximum terms for conducting repeat exams for persons who have not passed the relevant exam are specified. Thus, a repeated theoretical examination is envisaged no earlier than 7 and no later than 30 calendar days, and a repeated practical examination no earlier than 7 and no later than 60 calendar days from the date of the previous relevant examination.

A procedure for canceling exam results has been introduced. If a driver candidate’s complaint about the result of the exam is satisfied, the documents submitted by the driver candidate are declared to be forged (forged), information is received from the competent authority of a foreign state about the lack of information about the issuance of a foreign driver’s license, or violations are established during the examination, the results of such an exam are subject to cancellation.

These changes come into force on October 1, 2021. The delayed entry period is necessary to bring the regulations of the Ministry of Internal Affairs of Russia into compliance with changes in the rules for conducting exams, to finalize the information systems of the Ministry of Internal Affairs of Russia, as well as to prepare for changes in examination departments and driving schools.

In addition, a number of provisions come into force seven days after the day of their official publication.

Thus, in relation to foreign citizens, the extraterritorial principle is implemented; they will be able to apply to any unit of the State Traffic Inspectorate, regardless of their place of stay on the territory of the Russian Federation.

The list of grounds for refusal of admission to exams and the issuance of a driver’s license is expanding. If an official of the State Traffic Inspectorate unit has information that the educational organization does not have the appropriate license during the period the candidate driver undergoes vocational training, admission to take the exam will be denied. Also, a citizen who was previously deprived of the right to drive will be able to open a new category only after the return of the driver’s license that was confiscated from him.

This resolution also introduces changes to the Traffic Rules regarding the implementation of training driving. The ban on driving training on motorways is lifted.

The age at which a driver learner can be allowed to take a driving lesson is specified. Thus, those learning to drive a car or truck must be at least 16 years old, and those learning to drive a bus must be at least 20 years old,” said official representative of the Russian Ministry of Internal Affairs Irina Volk.

Where should the testing of driving skills that were previously tested on site take place?

From October 1, 2021, due to the cancellation of on-site exams, initial driving skills will be tested as part of a single practical exam in the city. To do this, the traffic police will test these skills using closed areas and race tracks (if possible). Also, testing of driving skills can take place on a paved area, which has restrictions for the movement of other vehicles and pedestrians. For example, for this purpose, the law allows the use of sections of roads with low traffic, dead-end sections of roads, mainly outside residential buildings.

Routes are developed for categories and subcategories of vehicles for the right to drive which the division of the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation conducts practical exams, and contains a list of roads (their sections) and territories on which practical exams are held.

Approved routes must be published on the official website of the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation on the Internet information and telecommunications network.
