    One of the largest state fees in monetary terms will have to be paid when registering a car with the traffic police, but only if you receive new license plates - for example, for a new car or if the previous owner decided to keep the plates when selling you his car. In this case, three state fees are paid: for issuing new license plates, for issuing a new registration certificate (SoRTS) and for making changes to the PTS.

    It also happens that the PTS runs out of space or it was lost, then you will have to pay a state fee not for making changes to the PTS, but for issuing a new PTS.

    By the way, what many call a “registration passport” (a pink A5 plastic card) is correctly called a vehicle registration certificate (VRC). Technical passports were abolished several years ago, but many drivers still call this certificate a technical passport (and we will be in this article).

    To replace the PTS, you must provide a package of papers approved and published on the websites of the State Traffic Safety Inspectorate and State Services. It includes:

    • Russian citizen passport or driver's license;
    • a notarized power of attorney, if the procedure is executed by an unregistered car owner;

    • vehicle passport with completely filled out lines in the owner's column;

    • vehicle registration certificate;

    • any document certifying ownership, as an option - a purchase and sale agreement;
    • compulsory MTPL insurance policy.

    Required package of documents

    In addition to filling out an application for a replacement and issuance of a duplicate passport for the car, the owner must collect the necessary package of documents, which are subsequently submitted to the territorial department of the traffic police:

    • vehicle registration certificate (VRC)
    • civil passport of the owner of the vehicle;
    • OSAGO policy;
    • documents confirming the purchase of the vehicle;
    • an explanatory paper drawn up in the name of the head of the Interdistrict Registration and Examination Department (MREO), which explains all the circumstances that led to the issuance of a duplicate passport for the car;
    • a completed application in a regulated form, with the obligatory absence of errors, blots, corrections and unnecessary punctuation;
    • a power of attorney, which involves granting the rights and interests of the car owner through a third party (in the absence of the ability to carry out the corresponding actions independently by the owner of the vehicle);
    • a document received from the city department of internal affairs confirming the completion of the case of document theft (in the event of a criminal case being initiated based on the theft of a paper);

    If the SoRTS or PTS has become unusable, lost or stolen, then replacing them will also cost money. In this case, the total amount of state fees will, of course, be lower than for registering cars or motorcycles.

    In what cases is it necessary to replace the PTS?

    There are only two such cases:

    • change of owner (donation, purchase and sale, purchase of a new car);
    • The space on the vehicle registration form has run out.

    If you are faced with this situation, you will have to change your PTS. An exception to the rule is that a new PTS will be issued in the event of loss or theft. But here a duplicate PTS will be issued, with the appropriate note.

    The vehicle passport form allows you to enter up to 6 owners of the vehicle.

    Important point: it is strongly not recommended to store the vehicle passport in the car. This could lead to illegal transactions being made with your vehicle if your vehicle is stolen.

    Pay close attention to storing your vehicle’s passport. The issued duplicate has full legal force, but may become an obstacle to the sale - a lost title may unexpectedly “pop up” and lead to difficulties for the buyer.

    What is needed to replace the PTS

    To replace the PTS you will need to provide these documents:

    • current vehicle passport;
    • passport of a citizen of the Russian Federation;
    • vehicle registration certificate (VRC);
    • receipt of payment of state duty;
    • MTPL insurance policy.

    If you act as a proxy, take a power of attorney. There is a caveat - the owner of the car is registered, but does not plan to use it (for example, it is a gift from parents to children or from a husband to his wife) - a compulsory motor liability insurance policy may not be provided. Employees of government agencies require compulsory motor liability insurance, but an important point in the law 40-FZ “On compulsory civil liability insurance of vehicle owners” (Article 4) is the wording “when using vehicles.” The donor does not plan to use it, but is only the owner, and is not required to have such a policy.     Methods for making changes to PTS

    There are a number of situations when there is no need to replace the vehicle passport; it is enough to make changes. The most common is a change in the owner’s data, change of surname or place of residence.     In order for the information in all documents to be uniform and not cause disagreement, changes need to be made. In 2021, the state duty for making changes to the passport of a technical device is set at 350 rubles. (remember about the discount - when paying through State Services - 245 rubles).

    It is important to make changes in a timely manner, and the traffic police stimulates this process. If the data does not match, the motorist faces a fine of 1500-2000 rubles. (if more than 10 days have passed since the data was changed). After replacing the vehicle title, the insurance must also be changed so that the data is uniform and there are no disagreements.

    Please note that the application will be sent to the department only after payment of the state fee for replacing the vehicle title. It takes 3-7 days to deposit funds.     Payment is not made on time - the application is automatically cancelled. If you need to resolve the issue, you will need to start a new one.

    There must be compelling reasons to make adjustments to the PTS. These are the following circumstances:

    • change of a person’s registration;
    • transfer of ownership of a car to another person;
    • detection of typos or other inaccuracies in the form.

    As already mentioned, if the PTS is lost, you need to order a duplicate of the corresponding paper. If it is stolen, you will also have to work hard.

    In general, the procedure for re-issuing a technical passport remains the same. The difference will be that before visiting the traffic police with a statement, the citizen must contact the local branch of the Ministry of Internal Affairs. There, the owner of the car reports in writing about the theft or loss of the title. Only after this can you contact the traffic police for a duplicate of the technical passport.

    Important: if the vehicle title is stolen, the procedure for replacing the documentation will take a long time. This rule is enshrined at the legislative level.
