What are the benefits of the Disabled Badge and who is it issued to?

The Disabled person sign on the car window gives you the right to park in disabled spaces. These places are specially marked in the parking lots of all public places: at supermarkets and government agencies.

A special parking space is allocated as close as possible to the entrance to the building. If a car is parked in this place and has a special identification mark on the glass, no one has the right to tow it or fine it. Which disability groups can drive a vehicle?

According to legal regulations, all persons with disabilities can drive a car. However, it is worth making a reservation that a list of diseases has been established, in the presence of which a person is deprived of the ability to drive a car. These diseases are associated with mental disorders, vision problems, etc.

Before a person is allowed to drive a car, he needs to undergo an examination at a medical organization, based on the results of which it can be concluded that he can drive.

When a person has a driver's license and has received the necessary certificate from a doctor, he can drive a car, regardless of the disability group.

According to the legal norms in force in Russia, the appearance of the sign installed on the cars of people with disabilities is described. Decree No. 1990 indicates which category of persons can install the sign in question on a car.


No special sign has been developed for children recognized as disabled. Law enforcement officials, if there is a minor in the car, recommend installing a “Child in the car” sign.

Technical parameters of the sticker

Where is it issued?

In the Russian Federation, the type of sign in question is not issued by traffic police officers. This means that a person has the opportunity to purchase a sticker for a car or make it themselves. Stickers are available for free sale; they can be purchased at any auto store; they can also be sold in supermarkets and other retail outlets.

How to install correctly

The basic provisions for permission to operate a machine state that the plate must be located on the glass located at the front or rear. There is no specific location where the sign should be located.

Attention! Installing a sign is the right, but not the responsibility of the motorist. If there is no sign, the person will not be held accountable.

It must be placed in such a way as not to interfere with the driver. The Code of Administrative Offenses of the Russian Federation provides for punishment for those motorists who installed stickers on the front window in violation of the norms. The optimal places are:

  • upper/lower corner of the rear window on the left;
  • upper corner of the front window (to the right of the driver).

Regarding rear windows, specific instructions for sticking signs have not been developed, which means that they can be placed at the discretion of the driver. The main condition is that they do not block the view and other motorists can notice them from afar.

The traffic rules provide for two types of signs that have a yellow background:

  • "Deaf Driver";
  • a sign that applies to persons with disabilities.

The legislator made adjustments in 2021, according to which the absence of a sign indicating that a deaf person is driving will result in a fine of 500 rubles.

The Disabled Badge can also be used by those who do not have their own car. The law does not prohibit this, and what is not prohibited is permitted by default. It turns out that a person with a disability has the right to hang this sign on any vehicle that transports him. This also applies to cars that transport disabled children.

Let us remind you that amendments to the law on persons with disabilities, as well as the order of the Ministry of Labor on the procedure for issuing such signs, have come into force. The RG correspondent has already received the corresponding sign.

What does this require? You must come to the medical and social examination office, provide a photocopied certificate of disability and write an application. All this took the correspondent 15 minutes. Within four days he received the corresponding signs. Although, according to the order, the bureau has a month to issue the sign. However, such a quick receipt is due to the fact that so far there are few people willing to receive these signs.

Meanwhile, the government is awaiting signature on a resolution that will amend the Traffic Rules. These amendments provide that individual signs are installed on cars transporting disabled people. These signs have the number of the sign itself, the certificate number, first name, last name, patronymic and disability group.

It is expected that these signs will remove those who occupy them illegally from parking spaces for the disabled. After all, such signs cannot be purchased. And if a car is not equipped with an individual sign, then it cannot occupy a parking lot for the disabled.

However, the inspector will again be able to determine the authenticity of the sign and the driver’s competence to occupy the parking lot only through personal communication with the driver. A unified database of vehicles transporting disabled people would help to simplify the administration of such cases. By the way, a similar instruction was given to the Ministry of Labor, but there is still no such database. The issuance of individual signs could just be the reason for creating such a base. After all, it is much easier and cheaper to enter data from scratch than to digitize archives. True, now these signs are not tied to cars, but specifically to disabled people.

But when the changes to the rules come into force, car owners of cars occupying seats for disabled people without individual signs will begin to be held accountable. Therefore, you need to take care of receiving such signs now. After all, when they start to fine people for their absence, the queues to receive these signs at the bureau of medical and social examination will increase significantly. And then you will really have to wait a month to receive them, and before that, leave the car in paid parking lots.

Let us remind you that amendments to the traffic rules, which are awaiting signing, will allow this sign to be installed also on cars that transport disabled people of the third group. Now these signs can only be placed on disabled people of the first and second groups, as well as when transporting disabled children.

According to Rosstat, at the beginning of 2021, 12.1 million people of all disability groups were registered in Russia. This is more than eight percent of the country's total population. There are 4.4 million people with disabilities of the third group in the country, 5.6 million people of the second group, 1.47 million people of the first group. There are about 700 thousand disabled children in Russia.

Where can I get a Disabled Person badge and what is needed for this?

A special sign for vehicles can be obtained from the ITU office. You can get a card at a city or district branch, regional office or at the Federal Bureau. The easiest way to do this is at your place of residence.

To obtain a sign, you need to submit a written application (the forms will be provided to you at the bureau). It is necessary to include personal data in the application - full name, passport and insurance policy details. You will have to provide originals of your passport and disability certificate. The Bureau is obliged to issue you a badge within a month after submitting your application.

What requirements must the sign meet?

Clause 8 of the “Basic provisions for the approval of vehicles for operation and the responsibilities of officials to ensure road safety” specifies the parameters of the sign: a yellow square with a side of 15 cm and an image of the road sign symbol 8.17 (see traffic rules) in black on the front and back Vehicle. This is what the “disabled person” sign should have been like. The new rules significantly expanded these requirements. The margin of the sign on the front side indicates:

  • identification details;
  • expiration date or “valid indefinitely.”

The margin of the sign on the reverse side indicates:

  • Full name of the disabled person (disabled child);

  • series and number of the disability certificate;
  • disability group or entry “disabled child category”;
  • the period for which the disability was established;
  • date of issue.

This information can be entered by hand or on a computer and is sealed with the signature of the head and the seal of the ITU bureau that issued the sign. Simultaneously with the registration of the Mark, an ITU act is drawn up without additional examination (clauses 10, 11 of the Order). The sign can be installed on a vehicle that transports a disabled person (i.e., it does not matter who owns the car). If a disabled person is not being transported in a vehicle during a particular trip, the sign must be removed.

Whereas before the sign simply looked like a yellow card with a black outline applied, a lot has now changed. The sign acquired a serial number, as well as printed information about the owner, including date of birth and disability information. In addition, the name of the region and expiration date appeared on the sign.

There is no penalty for losing a sign. The only trouble that awaits you is the month-long procedure for obtaining a new card. Only the second time the sign will have an o, which means that the lost original will be considered invalid.
