The Road Traffic Regulations allow people with disabilities to drive a vehicle. Informing all traffic participants that a disabled person is driving a car is done using a special “Disabled person driving” sign.

Installation of a sign - who is authorized to do this?
In other words, a sign is attached to a car if a person uses the rights belonging to a category of the population such as people with disabilities. But not in all cases a disabled person can drive, and not all disabled people enjoy state benefits when driving a car. Therefore, the installation of a sign has features that will be discussed in this article.
A disabled person is a person who has limited physical capabilities. In our country, this category of citizens receives a variety of types of support from the state, one of which is automobile benefits. Disabled people as road users are identified on the road in a special way. To do this, a special warning sign is installed on the car, which falls under traffic regulations.
The “Disabled” sticker is attached under the glass and is an identifier that the driver is a person belonging to a category of the population that needs special social protection and support. The sign is allowed to be installed only by car owners who are ready to document the right to use the benefits of disabled people on the roads. However, not everyone has the right to install this sign.
The traffic rules directly indicate the categories of citizens who can do this:
- drivers with various concomitant diseases, having 1 or 2 disability groups;
- owners of cars in which disabled people of the above disability groups are transported;
- parents (adoptive parents or guardians) of children who are disabled in the above groups.
These citizens have the right to install such a symbol in a corner on both sides of the car: on the windshield - the sign is attached at the bottom right, and on the rear window - the sign is attached at the bottom left.
Group 3 disabled people do not have the right to use such a sticker. By law, the sign must be an identifying yellow color. The pictographic sign itself is applied to it in black.
Some advantages of legal holders of the “Disabled Driving” sign
The requirements of traffic rules and the Code of Administrative Offenses are mandatory for all road users, but do not apply to disabled people:
- deprivation of a driver's license (except for cases of driving while intoxicated, refusal of examination or leaving the scene of a traffic accident);
- administrative arrest.
Road signs with benefits
Traffic regulations give drivers with limited mobility the opportunity to ignore the ban on five road signs.
- 3.2 movement is prohibited;
- 3.3 movement of mechanical vehicles is prohibited;
- 3.28 parking is prohibited;
- 3.29/3.30 Parking is prohibited on odd/even dates.
To take advantage of this preferential opportunity, starting from January 29, 2016, the “Disabled Person” identification mark on the car must be clearly visible. This rule has worked before. It was introduced for the convenience of citizens with limited mobility when approaching various institutions. Some people with a low moral level, taking advantage of gaps in the legislation, also allowed themselves to ignore signs 3.2, 3.3, 3.28 - 3.30. Since February 6, 2021, law enforcement officers have the legal opportunity to punish such unscrupulous people.

Types of "Disabled" sign
According to the legislation of the Russian Federation, there are two types of stickers indicating that a person whose capabilities are limited is driving:
- The square sign is a square of yellow background with parameters of 15x15 cm, inside of which there is symbolism that characterizes a disabled person (a clear schematic image of a disabled person in a wheelchair is visually visible).
- The round sign is correctly called "Deaf Driver". It looks like a circle with a diameter of 16 cm with a yellow background. Inside there are three black circles, each of which is 4 cm in diameter. They are located so that they form a triangle. The sticker is affixed to the vehicle of a deaf-mute citizen.
There are no special traffic rules when transporting disabled children. Parents or other legal representatives simply attach two stickers to the car: “Caution, there is a child in the car” and next to it is a “Disabled person” sign.
Sign “disabled person driving”
According to the traffic rules, people with disabilities have the right to drive a car, provided that their condition allows them to do so. In order to inform other road users that this vehicle is being driven by a disabled person, special information signs are used - “Disabled person driving”.
This is a yellow square with a side length of at least 15 centimeters. We see a schematic representation of a man in a wheelchair.
Only disabled people of the first and second groups have the right to hang this sign on the windshield or rear window of their car. It is also allowed to be used by those persons who are not classified as such, but who have to transport disabled people, for example, members of their family.
It is also worth paying attention to the “Deaf Driver” sign. It is a yellow circle with a diameter of at least 16 centimeters, with three black dots located at the vertices of an imaginary triangle. This sign marks those cars driven by deaf or deaf-mute drivers.
Where to install the “Disabled Driving” sign?
The basic provisions for the approval of a vehicle for operation only indicate that such plates can be installed on the front or rear window.
An important point is that this can only be done at the request of the driver , that is, it is not necessary. The specific location is not specified.
That is, in this case we can start from a simple rule - any stickers on the front or rear glass must be installed so as not to reduce visibility. In addition, you need to remember that there is Article 12.5 of the Code of Administrative Offenses, according to which a fine is imposed for stickers on the windshield that are hung in violation. From this we can conclude that the most optimal places to install these signs are:
- upper right corner of the windshield (driver's side);
- upper or lower left corner of the rear window.
In principle, these signs can be hung anywhere on the rear window, since there are no direct instructions regarding their placement location. The main thing is that they do not block your view and are visible from afar by other road users.
The same applies to the “Deaf Driver” sign.
Is the “Disabled Driving” sign required?
In the same rules for admission we find that the installation of the “Disabled person driving” sign is carried out solely at the request of the owner of the car.
There are no penalties for its absence.
If we talk about the “Deaf Driver” sign, then it is one of the mandatory signs. However, many drivers neglect this requirement, since there is also no liability for its absence. Although the driver will not be able to undergo a scheduled technical inspection without this sign.
Benefits for disabled people driving
We see that the sign “Disabled person driving” is not mandatory - no one has the right to force a person to openly demonstrate to others that he has any health problems.
But do not forget that it is the presence of the “Disabled Driving” sign that allows the driver to enjoy certain advantages over other drivers. First of all, such signs as: “Movement of mechanical vehicles is prohibited”, “Movement is prohibited”, “Parking is prohibited”. In any city you can see all these signs in combination with a sign - “Except for disabled people,” that is, this does not apply to disabled people.
Also, according to the law, at least ten percent of parking spaces in any parking lot must be reserved for people with disabilities. special vehicles are meant . But since such cars are not produced in our time, but only the controls in vehicles are re-equipped, the presence of a “Disabled person driving” sign is sufficient for parking in places for the disabled.
It must be said that many quite healthy drivers, citing the fact that there are disabled people of the first or second group in their family, hang up this sign and enjoy all these benefits. Here we are faced with a very difficult question about the legal justification for installing this sign. If previously there was an order from the Ministry of Internal Affairs stating that the corresponding mark was placed in the STS, today this requirement has been canceled.
In this case, one must proceed from the moral qualities of the person himself.
There is a superstition among drivers - if you take a disabled person’s parking space, then it’s possible that after a while you yourself will have to put such a sign on your car.
Thus, the disabled sign is not mandatory. Moreover, many disabled people consider it offensive and, on principle, do not hang it. In this case, they lose all benefits, and if they are fined, they have to prove in court that they have an ID. Installing a sign “Disabled person driving” immediately removes all these problems.

Characteristics of a square sign
The square disabled traffic rule sign is presented in a standard form. This is an adhesive sticker with a yellow background. The symbol itself is printed on the surface in black, visually confirming that there is a wheelchair user in the car. Thus, the yellow base and the sketchy wheelchair user inside it are the identifying features of this sign.
Government Decree No. 1990 clearly regulates the design requirements for this sign.
The features of the sign are as follows:
- parameters 15x15 cm;
- yellow reflective tone;
- black pictogram;
- Mounting on the front and rear window of a car.
You don't have to buy a sign. It will be enough to print it in the appropriate colors and the required size, laminate it and then attach and use it. In this case, the sign should not interfere with the view while the car is moving.
Purchase and installation
You can buy a disabled car sign for installation on a car at any auto parts store.
However, no documentary proof of disability status is required for purchase. Another issue is its use, since this requires special documents. In addition to a special information sign, the driver can issue and use a special parking certificate, which entitles him to various benefits. This includes free parking in special parking spaces.
A parking permit can only be obtained if a certain package of documents is collected, which includes:
- Passport.
- A document confirming the preferential status of a citizen.
- Statement of relevant content.
To obtain a parking license itself, the collected documents must be submitted to the Social Security Administration.
What is needed for this:
- contact the MFC;
- use the services of the State Services website;
- go to the official website of the city hall in the appropriate category of the online service;
- personally visit the State Services center called “my documents”.
An entry is made for one car, which is considered property:
- a disabled person or his legal representative;
- legal representative of a child who is disabled.
The sign is issued for a vehicle transporting a person with disabilities.
There is no need to pay a state fee for a public service; registration is carried out on an extraterritorial basis, no matter where the applicant is registered. Do not forget that disability of the 1st group is issued indefinitely until the end of life, and the second group requires confirmation annually after passing a medical commission.
Shape and size of disabled sign for car
The appearance of the table has also changed. The table now contains information about its owner. The form of the sign is similar to that used before 2021:
The sign is in the shape of a yellow square with sides fifteen centimeters (15 cm) long. There is a black image in the center of the sign. No other color may be used. The form of the sign is defined in RF PP No. 1090, clause 8, subclause 8.17.
Contents of a disabled sign for a car
The front side must contain the following information:
- Identification details; serial number;
- ITU Bureau number;
- Number of the region of the Russian Federation that issued the table;
- Year the table was provided;
- Expiry date of use;
The reverse side must contain the following information:
- Initials and surname of the person receiving the badge. They must have the nominative case. You may not write your middle name if it is not indicated in the documents. If the applicant is a disabled child, a birth certificate is required;
- Applicant's date of birth;
- Data on the ITU series and number, the name of the disability group or the definition of “disabled child”;
- Expiration date of the certificate issued by ITU;
- The time for which the sign is issued;
All data must be written down manually with a black or blue pen or printed on a special device. The data must be certified by representatives of the ITU branch or other authorized persons. The conclusion must be affixed with the seal of the organization that issued the sign.
Communication with inspectors
To use the benefits of disabled drivers, a citizen must confirm his right to belong to this narrow category of beneficiaries. Moreover, you need to be ready to confirm this at any time while driving, since at any moment the car can be stopped by traffic police officers.
There are some peculiarities. Thus, the traffic rules do not provide specifics regarding what documents should be provided by a disabled driver for inspection by an inspector.
Therefore, experts point out that when resolving this issue, one should be guided by the section in the traffic rules, which outlines the main responsibilities of the driver:
- If there is a sticker on the car indicating that a person with disabilities is driving, the inspector may require documentary evidence of the disability.
- If a disabled person drives a vehicle himself, he must have the appropriate medical documents with him.
- If a disabled person is a passenger, he must also have appropriate medical documents.
Having doubts about the authenticity of the submitted documents, the inspector exercises the right:
- check documents if there is information about a violation or illegal use of them;
- the inspector can make a corresponding request to the medical institution that issued the documents.
Modern driver's licenses do not include a clause indicating a person's disability.
After passing the medical and social examination, the corresponding decision of the commission and a certificate are issued. They can be shown to inspectors. The main document for benefits today is considered to be a pension certificate. If there is an existing disability group, a corresponding mark is placed there, according to which the pension will subsequently be established and assigned.
Inadmissibility of using a mark without supporting documents
Unfortunately, not only real disabled people get behind the wheel, but also scammers who unlawfully use this sticker to receive benefits. Any auto store offers to purchase this sign to any person without specifying its status. Sellers simply do not realize that additional benefits are provided only to disabled people, which means that the use of the mark by other persons is impossible and illegal.
By law, a driver does not have the right to affix a sticker if he is not disabled and does not carry one on his vehicle. For violating this rule, a fine may be imposed on the driver. To avoid a crime, you need to be careful about what signs you put on your car.
Traffic police officers carry out special checks and raids on permitted signs. For illegal installation of a sign, the violator will be held administratively liable. A protocol is written against him and a fine is issued for payment. The decision to prosecute can be appealed to the relevant authorities. But it makes sense to appeal the inspector’s actions only if the driver has documents confirming his disability group.
Validity area of the “Disabled” sign: Traffic rules
If there are markings on the asphalt, then a person with disabilities can park in the place where the boundary lines are marked. The same applies to the situation if road signs are placed on the side of the road, pedestrian paths or tram tracks. If in one place or another there is only a “Disabled Person” sign without corresponding markings on the asphalt, then in this case a person with disabilities can still stop in this area.
However, you need to understand that if the necessary markings are not applied nearby, then it is considered that its installation was not carried out in accordance with the rules. However, in this case, it is not the disabled person himself who will be punished, but the one who carries out the markings. The fact is that the owner of a certain land bears full responsibility for improper registration of parking spaces.
Fines for violation
If the inspector reveals the unlawful use of the “Disabled Person” sign, the driver will be held accountable, in accordance with clause 2 of Article 12.4 of the Code of Administrative Offenses of the Russian Federation.
The driver will be fined. However, its size depends on the driver’s status:
- An individual faces a fine of 5 thousand rubles.
- For an official - 25 thousand rubles.
- For a legal entity – 500 thousand rubles.
In this case, the sticker is confiscated by traffic police officers. As a result, the offender cannot reuse the sticker unless he buys a new one.
As for parking, the driver who parked the car in a parking space for disabled people is also subject to administrative liability. This is considered illegal parking, because in a place where only disabled people have the right to park, parking of other road users is prohibited. In this case, penalties will also be imposed on the driver, but in accordance with clause 2 of Article 12.19 of the Code of Administrative Offenses of the Russian Federation. Thus, a driver who commits a violation will have to pay a fine of 5 thousand rubles.
It should be noted that the system for monitoring and recording violations is not fully debugged. Photography and video recording devices do not recognize front signs, and verifying the fact of illegal parking in the absence of a driver nearby is also an almost impossible task.
If a disabled person has been fined, but the fact of holding them accountable is illegal, then you should take the necessary documents with you and apply to challenge the fine at the address indicated on the form.
What difficulties may arise in practice?
In practice, the disabled sign, in addition to special rules for installation on a car, also has certain features of use. Most often, drivers simply forget to remove it if there is no disabled person in the car. As mentioned above, benefits when transporting a disabled person are enjoyed by persons who drive a car. At the same time, installation of a sign is permitted if a disabled person nearby is ready to provide the relevant documents. If a disabled person gets out of the car and the driver continues driving, then the right to install the sign is lost.
Another situation is related to car parking. If the car is parked within the coverage area of the corresponding sign, the camera can record this. As a result, the driver will be fined. This is due to the fact that the identification mark on the recording is not visible, which means that the situation will have to be resolved by providing supporting documents.
When the transport is entered into the database, the permit is easily checked by employees in the registry and no questions should arise.
