  1. A driver's license corresponding to the category of the vehicle.
  2. A technical inspection certificate or, more recently, a diagnostic card. You can obtain this card from an accredited vehicle inspection operator. The card contains a list of identified and corrected faults; it is also the basis for issuing a compulsory motor third party liability insurance policy.
  3. OSAGO insurance policy, insurance is mandatory and the absence of a policy may entail, at a minimum, an administrative penalty. When registering with the traffic police, you generally cannot do without a policy; they simply will not accept it. You must also carry the original policy with you and present it to traffic police officers upon request.
  4. A power of attorney (certified by a notary or handwritten by the owner, which must include his signature and date of execution) if you are not the owner of the vehicle. According to the new law, it is enough that the driver is simply included in the MTPL policy.


Registration of the car after receiving the title

After purchasing a new car at the dealership, the owner needs to go to the traffic police department, where they will issue him a vehicle registration certificate. PTS and STS

Many drivers often think that PTS and STS are two completely similar documents. Although in fact this is far from the case and there are many differences between both forms, despite the fact that they complement each other. Both papers do have similar clauses and functions, but you still need to understand the main distinguishing features between these copies so as not to get confused when receiving or re-issuing each of them.

How to find out STS number

By PTS number

How to find out the STS number from the PTS? It is not difficult. The series and certificate number match up to the last digit with the PTS number.

Since the numbers are the same, it is not necessary to carry your PTS with you all the time.

Also, using the PTS, you can quickly restore a lost STS. You just need to contact the traffic police, present the car and its passport.

A car may be needed, since sometimes it is necessary to verify the VIN and other individual vehicle numbers.

Why are the numbers the same? This way the traffic police checks the information on the car faster.

Where can a stranger see the STS number of a car? And can he, without having the documents for the car in hand, find out the details for it?

  • such information is not made publicly available;

Checking a car using STS

You can find out the car number by the vehicle registration certificate number on the website www.gibdd.ru in the “Vehicle check” section.

You need to enter the VIN number, you can also check the car using the STS, while requesting the registration history from the traffic police. Here you can see whether the driver of this car was involved in an accident, and whether the vehicle is wanted. On the FNP website you can find out whether the car is pledged.

If your PTS is lost

You need to write a statement at the nearest traffic police department. This is necessary so that the finder or the thieves do not have time to use the document to obtain a loan, drive a stolen car, or provide the vehicle as collateral according to the documents.

Afterwards the car owner will receive a notification coupon.

Now he is protected from various suspicions, even if illegal actions using a stolen car or PTS are revealed.

For restoration, you must personally provide an STS, a civil passport, and an MTPL insurance policy.

The new passport will have a new series and number. After changing the PTS, you will have to change the STS to ensure that the numbers in both documents are identical.

You will have to pay 350 rubles for issuing a new STS, and 500 for changing your PTS.

If all documents are lost

You should not always carry all documents with you. The process of document recovery will be long and troublesome. First you need to restore your civil passport.

Then you should go to the traffic police, the insurance company and restore the documents in order:

  • PTS;
  • vehicle certificate;
  • driver license;
  • OSAGO policy;
  • maintenance ticket.

If a car was also stolen along with all the documents, you will have to call the police and follow the procedure recommended by law enforcement officers.

Recommendations:

  • have copies of PTS, STS, which will help restore documents in a short time;
  • do not leave a case with documents in the back seat of the car (theft can be committed even while stopped at a traffic light);
  • keep folders with documents in the glove compartment or other secluded place;
  • always take your documents with you, even if you leave the car for a short time;
  • do not leave a bag with documents on a store counter or a chair in a cafe;
  • do not continue driving the vehicle if the documents have been stolen or lost.

If your documents are stolen, call the police immediately. Documentation is usually restored after the criminal case is closed. Until closing, the driver can use duplicates.

This ensures a faster check of the car by traffic police officers and easier restoration of the vehicle if the car owner loses it.

What to do if the STS is lost?

If the SRTS is lost, then if you have a PTS, restoring the loss will not be difficult. Where is this possible?   • STS is positioned as an exclusively non-political channel, but, nevertheless, before the presidential elections in the Russian Federation at the beginning of 2012, the TV channel launched the sitcom “The Eighties”, which, according to the Communists of St. Petersburg and the Leningrad region, promoted a negative attitude towards the USSR, which caused their negative reaction .

PTS for a car


This is the most important document for a car, put into circulation by Orders of the Ministry of Internal Affairs No. 496 and Federal Customs Service No. 01-11/39997. It is sometimes also called a technical passport, which is completely incorrect. Technical passports were abolished along with the USSR; of the modern documents, STS is closest to them.

The form of this document is unified, that is, the same for all vehicles, from a personal car to a bus or tractor. PTS is also issued for trailers.

Reference. For cars manufactured in Russia, the PTS is issued at the manufacturing plant.

For imported goods, they are cleared by customs after all duties and fees have been paid. But for car buyers at car dealerships, these details are unimportant ; they receive any car already with a registered title.

If you have made major changes to the design of the car, or assembled it yourself, a PST will be issued to you at a special enterprise whose main activity is the re-equipment of vehicles.

If you bought a car through a bank car loan program, or took out a loan secured by a car, the bank has the right to seize the title from you and keep it until the debt is fully repaid. You will be given a certified copy if you ask.

Important lines in the document

  • VIN code. Vehicle identification number recorded according to international standards.
    It consists of 17 letters and numbers that encrypt the most important information. The first three characters encrypt the country and manufacturing plant, the next six - technical specifications and production date, the last - personal number. If you are buying a foreign car, be sure to check it using this code. There are many sites on the Internet that allow you to determine, by the entered code, whether a car with that number is wanted.

  • Country and factory of manufacture. If they do not coincide with those encrypted in the VIN code, this will tell a specialist a lot.
    The title may be fake, the car, if imported, may be smuggled into the country, and other violations are possible. If you find such a discrepancy in your car, it is better to contact the traffic police yourself, without waiting until the first careful check reveals such a violation. This discrepancy will be legal only in one case - if the car is assembled from parts of different cars.

  • Owners. As many as six sections are allocated for them, one for each. If a new car has changed owners too often, this should alert you.
  • Special notes. If the title of the car you are buying says “Duplicate”, be sure to find out what’s wrong with the original. It may be held by the bank as collateral for the loan, and then the transaction may become problematic.

Reference. A title is required for purchase and sale, renting, leasing and simply borrowing, to transfer ownership of a car.

You do not need to carry your PTS with you in your car. On the contrary, it is best to keep it at home, in a safe place, along with other documents - this way there is less risk of losing it.

How does PTS differ from STS?

A vehicle passport (PTS) and a vehicle registration certificate (VRC) are two different documents.

The PTS is the main document for the car, which is not strictly tied to the current owner of the vehicle. It lists the technical specifications as well as all – including previous – owners of the car.

PTS allows you to find out how often a car was sold, how many owners it had, how long a particular person owned it.

The STS is issued in the name of the current owner; no information about previous owners is indicated in it. The certificate confirms that the car is registered to the person indicated in the document.

Why do we need PTS and STS?

STS confirms that the car is legally registered with the State Traffic Safety Inspectorate and the driver has legal grounds for using it.

“STS is required to register a vehicle. It contains all the information about the car, its permitted load, ownership, environmental class and, accordingly, about all numbered units.

PTS is a document that is required only for registration with the traffic police.

Without a vehicle passport, it will be impossible to register a car with the traffic police,” says auto expert Alexander Meltsev.

Unlike the PTS certificate, you can keep it at home; it is not required by traffic police inspectors when checking documents. You must always carry the certificate with you along with your driver’s license. Without it, you may face a fine of 500 rubles or the car being towed to an impound lot.

Who issues PTS and STS?

The PTS is issued by the manufacturing company if the car was produced in Russia, in the case of a foreign car - by the customs service. In case of loss or damage to the document, the PTS can be obtained from the traffic police department. STS is issued by the local traffic police department during registration.

The vehicle passport is passed from hand to hand every time the owner of the car changes. When ownership is transferred, the document is submitted for re-registration to the State Traffic Inspectorate, where the surname, first name and patronymic of the new owner are entered into it. Information about the previous owner is marked with a special seal and a note stating that the car no longer belongs to him.

STS is confiscated upon sale. The new owner receives a new certificate.

Concept and nuances

In order to understand the functional meaning of documents and their differences, it is necessary to initially understand for yourself what PTS and STS of a car are, the concept of the legislative meaning of which predetermines the need for their receipt and further operation. Initially, you need to know that both documents act as identifiers of strict accountability and are prepared on special, certified forms equipped with multi-level security elements. A vehicle passport, regardless of its category and class affiliation, today, as many years ago, is the main document containing information about the technical parameters of the vehicle, its model, individual identifiers, color, and chronology of ownership. A technical passport is automatically assigned to the vehicle at the manufacturer’s factory and is supplied to the buyer as a kit, provided that the vehicle is purchased through official suppliers. When the purchased product is of export origin, technical documentation is drawn up at the customs authorities, and if the car undergoes a major modification, the organization carrying out the conversion must issue the consumer an updated passport of the standard form established by law. To avoid confusion with the documentation, PTS are numbered in the order established by regulatory rules; each form has an individual encryption, which is a series and number. The most important points in the form are the following information:

  1. Vehicle identification code or VIN code, registered according to international standards and containing the main data about the car.
  2. Country and manufacturer, which mainly duplicate the data encrypted in the code. The only exceptions can be situations when the car was combined from components of different cars. Otherwise, discrepancies in data should alert the buyer, since the origin of the car may be illegal.
  3. All vehicle owners. This makes it possible to trace the history of the car, and too frequent changes of owners should alert a potential buyer, since such a situation may indicate the fact of certain problems with it.
  4. Distinctive marks.

The registration certificate is considered one of the primary documents of the car owner, allowing to carry out legal transactions with the property, namely to register, sell, put into use, approve a loan or leasing. STS, which is interpreted as a vehicle certificate, is an equally important document, issued to the car owner directly by the traffic police when registering the car. The document is drawn up by the car owner within ten days after the acquisition of movable property.

What is PTS

The basis for registration of the STS are the papers issued to the buyer during the purchase and sale transaction and the passport of the purchased car. After the client fills out the application, checks the documents by authorized persons, verifies the information with databases and coordinates all the nuances for the presence of inconsistencies, the car owner receives a registration certificate issued directly to the owner of the car. The certificate contains data that is duplicated from the title, as well as current information about the actual owner of the car. Its registration and execution takes place in accordance with the internal order of the Ministry of Internal Affairs of Russia “On the procedure for registering vehicles,” with serial number 1001, which regulates the possibility of tracking the number and specifics of sales of movable property, creating an up-to-date register of vehicle owners.

Obtaining a certificate for a used car

When purchasing a used car, you must also register in accordance with the established procedure. An application to the traffic police and provision of documentation received during the acquisition is required. Receive a new certificate for the car as follows:

  • submit documents for the vehicle;
  • required papers: PTS, car registration certificate, passport of the future owner, application, as well as receipts for paid fees;
  • internal authorities will check the vehicle for criminal history;
  • diagnostics of documents, visual inspection, verification of engine and body numbers are in progress;
  • after some time, a new registration certificate is made and adjustments are made to the PTS;
  • After the purchase, new insurance is issued to the new owner.

Information contained in the certificate of registration

The certificate includes information about the vehicle and its owner. This is necessary to create an effective base of car owners, monitor sales taxes, and so on. List of basic data:

  • state registration license plate of the vehicle, changing during registration (not always);
  • VIN number;
  • vehicle make/model, body type (sedan, station wagon);
  • year of manufacture, model, engine and chassis number (if any);
  • engine power (Kilowatts and horsepower), working cubic capacity of the engine;
  • permissible and curb weight;
  • series/number of the passport of the owner of the vehicle entered into the police database.

Purpose of STS

We will not go into legal casuistry, finding out why such a document exists and what its benefits are. Let's consider, so to speak, the everyday benefits of a vehicle registration certificate. The presence of this document allows its owner or a person who temporarily uses this same vehicle not to carry with them a vehicle passport, or, more simply, a technical passport. The technical passport is the main identification of the vehicle. And using it, you can easily restore STS. The reverse procedure, when the registration certificate is restored on the basis of the registration certificate, is impossible. Therefore, you carry with you, along with your driver’s license, technical inspection card, compulsory motor insurance policy, the vehicle’s certificate, and the registration certificate lies in a safe place, without being in danger of being lost or stolen. And this is the main benefit for motorists that STS brings.

It should also be noted that obtaining a registration certificate is not a complicated procedure at all, however, it is mandatory. Moreover, if you are stopped by a traffic police inspector, and you do not have a vehicle with you, you will be fined, and your vehicle may be impounded. Therefore, every time you go somewhere, make sure that all the necessary documents are available.
