How to register a trailer for a passenger car and how much it costs

Owners of passenger cars are required to register not only their cars, but also their trailers. In many ways, the rules of procedure are similar, but in relation to towed devices they are less complex. When do I need to register a trailer?

According to clause 1.2 of the Traffic Regulations of the Russian Federation, a trailer is recognized as a vehicle without an engine, intended for driving on the roadway. Accordingly, the procedure for registering such a vehicle is subject to the registration standards set out in Decree of the Government of the Russian Federation No. 938 (dated 08/12/1994) and Order of the Ministry of Internal Affairs No. 399 (dated 06/26/2018).

According to paragraph 6 of Order of the Ministry of Internal Affairs No. 399 dated June 26, 2018, the vehicle is subject to registration within 10 days:

  • After acquisition by any means (by inheritance, under a sales contract or deed of gift).
  • When a trailer for a car is brought from abroad and has gone through the customs clearance procedure.

Category 02 should be understood as the mass of a loaded trailer and vehicle up to 3.5 tons in total. If the weight parameters exceed these values, the driver will have to open a new additional category “E”, as well as category “C” in the driver’s license.

Where can I register a passenger trailer?

Depending on the type of trailer and the motor vehicle with which it will travel, registration is carried out:

What do you need to register a trailer?

Registering a trailer for a passenger car with the traffic police is not a complicated procedure. It is similar to registering a car. The only difference is that the trailer does not need to take out a compulsory motor liability insurance policy and undergo a technical inspection. There are a couple of exceptions to this rule. Maintenance is necessary if the weight of the device is more than 3.5 tons. This rule applies to owners - individuals (Clause 4 of Article 32 of the Federal Law of the Russian Federation No. 170 of 07/01/2011).

After acquiring ownership of a trailer for a passenger car, the new owner has 10 days to register it with the MREO (clause 6 of Order No. 399 of the Ministry of Internal Affairs dated June 26, 2018). Do I need to register a trailer with the traffic police?

How to register a trailer for a car with the traffic police?

The procedure for registering a trailer is in many ways similar to that for cars. The owner needs to go through several stages:

The law does not prohibit making a trailer yourself, registering it with the traffic police and operating it on the roads. However, it does not have a factory title and before registering a homemade trailer you need to obtain a certificate guaranteeing the safety of the design. The document is issued on the basis of a survey conducted by a specialized certification center that has permission for this type of activity.

How to register a trailer for a car without documents and without a license plate?

The most difficult thing to register a passenger trailer is if it is owned without documents confirming the fact of its legal acquisition. To do this, you will need to restore at least a minimum set of certificates for the device.

First of all, you need to draw up a purchase and sale agreement for the trailer and have it certified by a notary. It is better to involve someone close to you as a “seller” (brother, sister, mother, father or friend), because de jure, this agreement will be fictitious, and then it will have to go to court.

Then you will need to find operating instructions for the existing type of trailer at home or online. If you find it on the Internet, you should print it out.

Then you need to pay the state fee in the general manner and go to the traffic police with an application for registration. The procedure is most likely denied, because The applicant does not have a certificate-invoice. You should receive an official written refusal, which states that the owner cannot be identified based on available data.

The next stage is filing a claim with the magistrate’s court at your place of residence. It is advisable to entrust the preparation of the claim to a professional lawyer.

On the appointed day, the judge will hear statements from the plaintiff and the “seller,” who must confirm the fact of the sale of the trailer for the car. Here we can say that the former “owner” purchased it a long time ago and did not use it, so the documentation was lost.

Then the judge will make a request to the traffic police regarding the possible registration of this trailer earlier. You will have to wait about a month for an answer. If the response contains information that the trailer has not been previously registered and there are no legal obstacles to its operation, the court will recognize the plaintiff as the legal owner.

The court decision will come into force in a month. Next, the owner applies to the traffic police department with an application for registration, presenting the following documents:

  • A copy of the court decision.
  • Contract of sale.
  • Vehicle operating instructions.
  • Copies of general passports of both parties to the transaction.

The procedure for registering a passenger trailer with the traffic police is otherwise standard.

How to register a homemade trailer?

If the car owner did not buy the trailer, but made it himself, it is also necessary to register the object. You will first need to obtain a Safety Certificate. It must be ordered from the Certification Center, which has the appropriate license from RosAccreditation.

Center specialists will conduct an examination. During the procedure, it is determined to what extent the presented mechanism meets the requirements for the safety of wheeled vehicles (contained in the technical regulations TS TR TS 018/2011).

How to register a trailer with foreign license plates?

For trailers with foreign license plates, the rules applicable to vehicles that have not undergone customs clearance apply. This means that such a trailer can be on the territory of the Russian Federation for a limited period of time (Decision of the CU Commission No. 311 of June 18, 2010):

  • For citizens of the Russian Federation, this period is no more than six months.
  • Foreign citizens can import vehicles into the Russian Federation for the duration of their temporary stay, but not more than a year.

The period can be extended a maximum of two times by the customs authority that issued the temporary permit for operation.

If a citizen wishes to register a trailer with foreign license plates on the territory of the Russian Federation, he will need to go through the customs clearance procedure. Upon completion, registration of the trailer with the MREO takes place on a general basis.

Documentation

To prepare documents for a car trailer, you must first submit an application to register it with the traffic police. The vehicle must be registered with the traffic police at your place of residence. It is important to register within ten days from the date of purchase. Next is to check the license plate, identification of the color of the sides and year of manufacture. It must match the year indicated in the vehicle passport. All data must match the instructions in the PTS:

  • brand;
  • model;
  • body and frame number;
  • an identification number.

The traffic police inspector must attest to the completion of such a check. Next, the state fee for registration is paid. To do this, you need to prepare the necessary documents. What does it include?

List of documents for registering a trailer:

  • purchase and sale agreement;
  • acceptance certificate

  • receipt of payment of state duty;
  • vehicle passport;
  • owner's passport.

After checking all the documents, the trailer will be registered, and this will be stamped in the vehicle passport.

Some subtleties in the documentation

In different situations, when purchasing trailers, certain documents are required.

If the trailer has not yet been purchased and is owned by the plant, then you need:

  • PTS (vehicle passport);
  • manual.

The trailer was purchased by the first buyer, but was not registered with the State Traffic Safety Inspectorate, then a Sales and Purchase Agreement with a Transfer and Acceptance Certificate is added to the list.

If the trailer is purchased and already registered with the traffic police, then the following are added to the vehicle title and operating manual:

  • certificate of registration with the traffic police;
  • certificate of sale;
  • contract of sale;
  • act of acceptance of transfer.

Liability for a trailer without registration

The use of a passenger trailer that has not been registered with the traffic police will entail administrative punishment for the violator in accordance with Art. 12.1 Code of Administrative Offenses of the Russian Federation. It provides for a fine of 500 rubles. up to 800 rub. If the violator is prosecuted again for a similar illegal act, the fine will increase to 5 thousand rubles. In some cases, the car owner faces a ban on driving a vehicle for up to 3 months.

Violations when registering a trailer will entail administrative punishment under Art. 19.22 Code of Administrative Offenses of the Russian Federation. It provides for the imposition of a fine on the violator in the amount of 1 thousand 500 rubles to 2 thousand rubles. for individuals. Officials will have to pay from 2 thousand rubles. up to 3 thousand 500 rub. If the violator is a legal entity, the fine increases and ranges from 5 thousand rubles. up to 10 thousand rubles

Certification of trailers

To register the OTTS, you must contact an accredited certification agency and provide its employees with all the necessary documentation, in particular, information about the vehicle under control and information about the manufacturing company, technical documentation according to which the trailer is manufactured. Next, an independent expert inspection of transport will be carried out. Trailers will be checked for:

  • Efficient control using the steering wheel;
  • Weight and dimensions;
  • Fire safety;
  • Presence of a splash protection mechanism;
  • Controllability and stability of the product;
  • The noise level produced by tire rolling;
  • According to other indicators.

If the trailer passes the test and meets all the standards of the TR CU, then it will be issued a OTTS for a period of up to three years.

Nuances

Registering a trailer for a passenger car if all the documents are available is not costly in terms of time or money. The procedure is carried out according to the rules provided for car registration. If the trailer belongs to an individual, it will be listed as registered at the location or place of residence of the owner. If the owner is an organization - at the place of registration of the legal entity.

Individuals are not required to take out insurance for a trailer and undergo a technical inspection if the weight of the vehicle does not exceed 3.5 tons. This standard does not apply to individual entrepreneurs and legal entities. They take out insurance and undergo maintenance.
