What is a vehicle inspection?


After the inspector accepts the application and checks whether all documents are in place, the citizen will go to the observation deck. Reasons for refusal

During the examination of a vehicle, it is possible to identify a number of violations that will become an obstacle to state registration.

These include:

  • “roaring” engine;
  • low landing;
  • increased tinting of windows;
  • non-compliance with factory assembly;
  • non-compliance with legislation;
  • car theft;
  • other shortcomings, innovations.

How to get a car checked?

Sometimes traffic police officers try to conduct a technical inspection of a car right on the side of the road. They ask to see a fire extinguisher, a first aid kit, try to find expired or missing medications in it, check the operation of turn signals, headlights, look for play in the steering wheel, etc. Remember, this action is not legal on the part of the inspector, since, according to Decree of the Government of the Russian Federation of November 5, 2011 No. 1008, technical inspection is carried out by operators or persons accredited for this purpose.

Technical inspection is carried out by technical inspection operators accredited in the prescribed manner to conduct technical inspection in the field of accreditation corresponding to the categories of vehicles provided for in Appendices No. 1 and 2, as well as by organizations specified in Part 7 of Article 32 of the Federal Law “On Technical Inspection of Vehicles and on amendments to certain legislative acts of the Russian Federation" (hereinafter referred to as technical inspection operators).

But if, nevertheless, the inspector requires such a “technical inspection” to be carried out on the spot, then require him to draw up an act of conducting such a “technical inspection”, and do not forget to indicate in the act that you warned the inspector about the illegality of his actions and that you will write a complaint to the appropriate authorities. After this, even the most meticulous traffic cop will most likely let you go.

During the inspection, all passengers and the driver must leave the vehicle and will be under the control of the inspector.

To conduct an inspection of a vehicle, a protocol must be drawn up. If any evidence is found indicating the presence of an administrative offense event, then, in this case, a case of administrative offense will be initiated.

Also, a fairly common phrase that we hear from traffic inspectors is “open the trunk.” Often, a traffic police officer says that this is precisely an inspection of a car, and not an inspection of it, but the law does not give such an interpretation as an inspection, but gives a clear definition of an inspection of a car in Part 1 of Article 27.9 of the Code of Administrative Offenses of the Russian Federation.

An inspection of a vehicle of any kind, that is, an examination of a vehicle carried out without violating its structural integrity, is carried out in order to detect the instruments or objects of an administrative offense.

And these are not empty words, the inspector must have real reasons for the inspection, this is the detection of weapons, drugs or illegal transportation of goods. The traffic police officer must inform the reason for the search of the car, otherwise all his actions are illegal. During such an inspection, a protocol must be drawn up, a copy of which must be given to you. All of the above fully applies to the personal search of the driver and passengers. If the traffic police inspector did not find anything during the inspection, then he did not have a legal basis to conduct the inspection and his actions can be considered illegal and appealed.

In what cases can an additional examination be ordered?


After purchasing a car, the new owner must register the car. If it is new, then there will be no problems, but when buying a used one, you can discover an unpleasant past.
