The need to register mopeds (scooters) up to 50 cc with the traffic police

When and who needs to register equipment with the traffic police?

The owner must register the motorcycle. An alternative is a trustee to whom the owner provides a set of documents.

The legislation sets a period of 10 days within which documents for the vehicle must be provided for registration.

It is calculated for motorcycle:

  • purchased within the Russian Federation - from the moment of purchase, recorded by the store’s cash receipt or purchase and sale agreement;
  • imported into the Russian Federation from outside - from the moment of passing through customs and processing customs documents.

Motor vehicles classified as sports equipment do not require registration. These are 2- and 4-stroke motocross motorcycles, as well as pit bikes. A special feature of this category is the absence of rear-view mirrors and turning lights, therefore, according to the rules, such equipment cannot be driven on public roads.

Enduro motorcycles and sportbikes can be registered if the owner plans to travel to the city. Scooters with an engine capacity of more than 50 cc must also be registered. cm, capable of reaching speeds of more than 50 km/h.

Procedure for registering motor vehicles

To register a motorcycle, you will need to follow the standard procedures for all public vehicles. The procedure includes:

  • collection of documents;
  • filing an application;
  • payment of state duty;
  • bike inspection;
  • delivery of papers.

Registering a motorcycle with the traffic police does not include the process of reviewing documents. 10 days are allocated exclusively for submitting all papers to the appropriate MREO authority. At the same time, the department today does not necessarily have to correspond to the place of residence of the owner of the equipment. You should contact a specific institution only if you want to keep the registration numbers of another region.

Registration process

The registration procedure consists of several stages:

  1. Submission of documents.
  2. Inspection of the motorcycle by an inspector on site.
  3. Obtaining a registration certificate and numbers.

Collecting a basic package of documents is not difficult. The exception is the MTPL policy. If the motorcycle is new, i.e. issued no more than 3 years ago, you do not need to undergo a technical inspection to obtain a policy. Otherwise, the insurance company will require the owner to conduct diagnostics.

The cost of verification in 2021 is 200 rubles. (in the absence of a registration certificate, the motorcycle must be transported for diagnostics by a tow truck). To apply for the MTPL policy itself, you do not need to bring the motorcycle to a transport company: the technical inspection data is entered into a single electronic database.

Documents can be submitted by the owner in person at any traffic police department or by appointment through the State Services portal. If the vehicle is not registered by the owner himself, a power of attorney will be required.

For inspection by an inspector, the motorcycle must be delivered to the traffic police department. This must be done in a trailer/body or with the help of a tow truck.

At the site, the inspector checks:

  • actual VIN numbers and compares them with the data in the vehicle title;
  • technical condition: operation of turning lights and brake system.

At the inspection site, the owner will not need to get behind the wheel: the inspector will carry out all the necessary actions himself. The procedure takes from a few minutes to half an hour.

After submitting documents and inspection by an inspector, a certificate is issued and license plates are issued. This stage usually takes less than an hour. The owner has the right to ride a motorcycle without the danger of breaking the rules from the moment the license plates are installed on the vehicle.

Registration data is entered into a single electronic database and is used by traffic police inspectors during road inspections.

Late registration of a motorcycle with the traffic police

The procedure is regulated by the resolutions of the Government of the Russian Federation “On the introduction of vehicle passports”, “On the state registration of motor vehicles”, “On state registration plates of vehicles”.

After reading the text of the above documents, you can understand the principles and procedure for registering deliveries, find out what documents are needed, and learn about fines for late registration. On the territory of the Russian Federation, motorcycle registration is carried out by the State Road Traffic Safety Inspectorate (hereinafter referred to as the State Traffic Safety Inspectorate).

According to the law, all motorcycles that were purchased after January 1, 2012, no matter new or used, first undergo a technical inspection. Such an inspection is carried out at a specialized diagnostic station or at a technical control point that is certified and authorized to provide this type of service.

We invite you to familiarize yourself with: Registration of ownership of an apartment according to the DDU: list of documents

During maintenance, the brake system, steering, lighting, wheels and other structural elements are checked.

After a successful technical inspection, a maintenance ticket is issued. With this coupon, the owner must contact the insurance company and take out a compulsory civil liability insurance policy (hereinafter referred to as OSAGO). You won't be able to get a policy without a maintenance coupon. Fortunately, there are a lot of representatives of insurance companies who are ready to help solve this stage.

How to register a motorcycle with the traffic police?

Having a maintenance coupon and an MTPL policy, you can contact the MREO to register the vehicle and obtain license plates. Just keep in mind that a maximum of 10 days must pass from the moment of purchase to the moment of registration, otherwise there will be a fine.

Failure to register a vehicle according to the deadlines established by the state may result in a fine. The amount of the amount is determined by law. In 2018, it was necessary to pay about 1,500 rubles. However, in case of failure to register, it is better to clarify the information with the traffic police, since the situation could change in 2021. The best option is to resolve the issue within the first 10 days after purchase.

If you want to save time and not have to do everything yourself, then we will help you solve all the problems associated with setting up and registering a motorcycle with the traffic police at optimal costs.
Nowadays you can find many craftsmen who are able to assemble a unique vehicle with their own hands, including motorbike. Some vehicles turn out to be of very high quality, so the question arises of how to register the result of technical creativity with the traffic police. It should be noted right away that this procedure is complex, requiring certain financial investments, but quite feasible. To do this, after completing the assembly of the motorcycle, you need to go through the following steps:

  1. Contact the certification center of the territorial body of Rosstandart and provide the motorcycle for testing and establishing its safety.
  2. Receive a referral from the State Traffic Safety Inspectorate to the forensic examination center to verify the origin of the vehicle.
  3. Contact the FSUE NAMI certification and standardization center in Moscow to obtain a VIN number. There is no need to bring a motorcycle here. All you need to do is send scanned documents by email.

The procedure for legalizing a motorcycle that is the result of technical creativity is the same as in the case of other home-made machines.

Documents for registration

To complete the registration procedure, the following documents are required:

  • statement;
  • receipts for payment of state fees;
  • owner's passport;
  • motorcycle technical passport (PTS);
  • fact of compulsory insurance (MTPL policy in paper or electronic form);
  • a document on the basis of which ownership can be established (sale and purchase agreement, store receipt, customs certificate, etc.).

Additionally you may need:

  • transit numbers;
  • customs documentation if the motorcycle was purchased abroad;
  • STS and documents for old numbers, if you plan to keep them;
  • certificates from law enforcement agencies if the motorcycle was wanted after the theft.

Ways to prevent a fine

Wait out the statute of limitations

In accordance with Article 4.5 of the Code of Administrative Offenses of the Russian Federation, Part 1, a resolution in a case of an administrative offense cannot be made after two months from the date of its commission. The statute of limitations for bringing to administrative responsibility for offenses for which the obligation provided for by a regulatory legal act was not fulfilled by a certain deadline begins from the date of the specified deadline.

Thus, you can contact the MREO 2 months 11 days after the transfer of ownership and avoid imposition of a fine due to the expiration of the statute of limitations for the offense.

Renew PrEP

This option is also possible, but doing this every ten days for several months is not entirely legal, and forging the signature of the previous owner may threaten you not with administrative, but with criminal liability.

Obtain a document confirming that the vehicle is unfit for use due to technical faults

If the motorcycle you purchased is in a faulty condition, then if the registration is overdue, you can write an explanatory note and attach a certificate from the service confirming its fault, according to which you cannot operate the vehicle while it is being repaired.

You can stipulate in the contract that the motorcycle is not running and is not currently suitable for use.

Carry out the procedure by proxy without the presence of the owner

This option is possible, but will require additional financial costs from the owner. There are special companies that deal with these issues. The new owner of the vehicle must prepare the necessary documents, pay the state fee and enter into an agreement with a company that has the right to provide such a service (is it possible to register a motorcycle with the traffic police without documents?).

It is necessary to issue a special power of attorney, according to which a company representative on your behalf will be able to register with the State Traffic Inspectorate, receive registration numbers and a PTS issued in your name.

Such companies will help deliver the vehicle to the traffic police for registration and, upon completion of the necessary procedure, leave it in a specialized parking lot or bring it to your place of residence for further storage if operation is not possible during the given season.

When buying a vehicle, it is important not to forget that in Russia there is a statutory obligation to register motor vehicles with the State Traffic Inspectorate. It is equally important to know how to register and within what time frame, as well as what are the nuances of deregistering a motorcycle.

All stages of the procedure

Now that we have familiarized ourselves with the general information about registering a motorcycle, let's talk about how to do it all literally step by step.

Maintenance and insurance

The first thing you need to do after you have entered into a purchase and sale agreement and thereby acquired ownership of the vehicle is to undergo a technical inspection and issue a compulsory motor liability insurance policy. It is important to know that if you purchase a motorcycle in a store, riding it to the inspection point is prohibited. It can be transported in the back of another car or on a tow truck. Therefore, think about this issue in advance.

At the MOT base, the operation of the side lights, turn signals, and the brake system of the motorcycle will be checked. After receiving the appropriate coupon, you need to go to the nearest office of the insurance company, provide the coupon, as well as your category A license, pay the cost of insurance and receive the corresponding document.

traffic police

The following is the direct procedure for registering the vehicle with the traffic police. There, as noted above, you go there with the entire package of documents. If you want to save time, it is better to choose the option with electronic recording. Today you can do this through the State Services portal, where you yourself choose the appropriate day and time. In addition, there will be no need to stand in line. In addition, you will receive a 30% discount on state fees.

After all this, you go with the documents to the traffic police, wait until they call you, hand over all the documents, including the application, to the inspector, and you and the motorcycle go to the observation deck. The traffic police inspector will check the actual data of the motorcycle with the credentials in the application and PTS. After the inspection, the employee makes a note in the application (details about whether it is possible to register a motorcycle without having one and whether it is necessary to register it in winter can be found here).

If you registered through State Services, then first your motorcycle will be inspected, then you will hand over the documents, and after about an hour you will receive a certificate of registration and numbers.

By the way, about the numbers. You can keep the plates of the previous owner if you buy the motorcycle second-hand. If the purchase is made in a store or you want to get new numbers, then make a corresponding entry in your application.

How much does the procedure cost and how do I pay the state fee?

When registering a motorcycle, you will need to pay a state fee for a vehicle registration certificate, as well as state fees for issuing license plates and making changes to the title. The cost of these services in 2021 is 500 and 1500, and 350 rubles, respectively. At the same time, if you use the State Services portal, you receive a 30 percent discount. That is, the cost of the three specified state fees will be 1,645 rubles.

The payment procedure is simple. On the Gosulug portal you can fill out an electronic application, which includes the details of your passport, document of ownership of the vehicle, insurance and PTS. Next, you make an appointment, and after receiving notification of an agreed date, pay the state fee with a 30% discount. On the appointed day, come to the traffic police and go through the procedure described above.

You can also pay the state duty in the traditional way by taking the details and a receipt from the traffic police. However, this will cost you more and require an additional visit to the department.

How to register a motorcycle without documents?

The registration procedure without documents is possible, but it is labor-intensive and can take significant time.

  • In the absence of a vehicle title, it is necessary to indicate the reason for the incident (for example, loss) and provide primary documents certifying the fact of acquisition.
  • If there is no original documentation, the case is considered in court.

Registration of a homemade motorcycle

A motorcycle that does not meet factory specifications can also be registered.

  • If the changes do not concern modifications to the design of the motorcycle (installation of panniers, airbrushing, fastening of protective frames and sliders), additional actions are not necessary.
  • If significant changes are made (installation of forward flow, non-standard headlights), the inspector has the right to demand that they be eliminated or carried out through a certification laboratory.
  • A motorcycle made from scratch with your own hands must undergo certification tests in a special laboratory to ensure it meets the requirements for safe operation.

New rules for re-registration

What a future motorcycle owner needs to know:

  • You can now buy license plates not only from the traffic police, but also from specialized companies with licenses to operate in this area;
  • The owner of a motorcycle cannot be a person under 16 years of age;
  • Data on the class of technical equipment is entered into the STS according to the classification of the Customs Union. The dimensions of the certificate also changed - they were made equal to the driver’s license;
  • State license plates are issued in the region where the owner is registered;
  • The owner himself applies the numbers to the body or other places if the previous ones have been erased. Information about this is indicated in the STS;
  • The vehicle will not be registered if the owner himself has made changes to the design of the motorcycle.

Penalties

Untimely registration of motor vehicles (delay of 10 days established by law) leads to a fine of up to 2,000 rubles. The statute of limitations for this violation is 2 months.

For driving an unregistered motorcycle, the driver is punished:

  • for a primary violation – a fine of up to 800 rubles;
  • for the second time the amount will be 5,000 rubles;
  • In case of regular disobedience, the driver may be deprived of his driving license for 4 months.

Registering a motorbike is a standard procedure that guarantees the owner compliance with the law. Registration is not difficult; you just need to spend a little time collecting documents and preparing equipment.
