But if you are caught again (within a year after full payment of the fine for the first violation), then you will face a more severe punishment - a fine of 5,000 rubles or deprivation of rights for 1-3 months.
In addition, the 50% discount does not apply to such fines.

Why is a fine of 500 rubles established?
The amount of 500 rubles is the minimum penalty for administrative violations. It is established for committing minor offenses. These include, for example:
- lack of state registration - if the actual owner of the car is in no hurry to register his vehicle within the 10 days established by law, then he will be subject to a fine of 500 rubles. In subsequent cases, a penalty of 5 thousand rubles or temporary deprivation of rights for up to 3 months is established;
- failure to pass a technical inspection - every 2 years there is a need to undergo a technical inspection. This allows you to identify damage, breakdowns or other defects of the vehicle. If a driver neglects to check his car, he is subject to a fine of 500 rubles. By decision of the traffic police officer, the fine may be increased to 800 rubles;
A technical inspection is carried out to identify deficiencies that impede the operation of the vehicle.
- driving a disabled vehicle;
- slight speeding;
- exceeding the number of passengers in the car;
- failure to comply with the rules when turning;
- lack of documents;
- improper use of seat belts;
- violation of rules on railway tracks;
- transportation of dangerous goods, etc.
Why is a fine of 800 rubles established?
In 2021, a fine of 800 rubles is rare, so not every driver knows about it. Penalties are established in individual cases depending on the type of offense committed:
- Stop line. A traffic light signal prohibiting movement obliges drivers to stop until there is a special marking. Crossing the stop line is considered an administrative offense. The driver must be fined in the amount of 800 rubles without alternative sanctions.
- Lack of insurance. Motorists must enter into an agreement with an insurance company. It is allowed to issue an MTPL policy electronically, and information about the conclusion of the contract is transferred to the database. If the driver does not have a paper document in his hands, this is not considered a violation. Collection is made if there is no information about insurance in the information base.
- Not stopping at the request of a traffic police inspector. Situations often arise when a traffic police officer stops a car. If the driver does not react in any way, a fine is imposed on him. Many motorists believe this requirement is illegal, but they are wrong. Any traffic police inspector has the right to stop a vehicle, as well as check the documents of its owner.
Why is a fine of 1 thousand rubles established?
According to the Code of Administrative Offenses of the Russian Federation, offenses for which a fine of 1 thousand rubles is established include:
- driving a vehicle without wearing a seat belt;
- speeding from 40 to 60 km/h;
- crossing railway tracks in the wrong place or at a closed barrier;
- failure to comply with highway traffic rules;
- traffic movement at a red traffic light;
- creating an obstacle for other cars while driving;
- stopping movement in a prohibited place;
- transporting passengers in the trunk of a car or in a trailer.
For which a fine of 2.5 thousand rubles is established
The reasons for imposing a fine in the amount of 2.5 thousand rubles are the following administrative violations:
- high-speed traffic exceeding the established limit by 60–80 km/h;
- improper parking or stopping of a vehicle in federal cities;
- transportation of dangerous goods without permission;
- no emergency card;
- driving the wrong way on a motorway;
- violations of traffic rules that led to slight harm to human health.
Why is a fine of 3 thousand rubles established?
Penalties are established by traffic police officers for a number of offenses in which the amount of the fine will depend on the severity of the offense committed, for example, for:
- transfer of a vehicle to a person who does not have a driver’s license;
- driving a vehicle outside of markings or in violation of road signs;
- parking on a pedestrian crossing or sidewalk;
- car parking on tram tracks;
- stopping a car less than 5 meters from a pedestrian crossing;
- transportation of children without provided seats.
Why is a fine of 5 thousand rubles established?
A fine of 5 thousand rubles is established, for example, for:
- missing or altered license plates;
- transportation of passengers or luggage without a license;
- installation of flashing lights and/or sirens without special permission;
- lack of the right to drive a vehicle;
- speeding by more than 80 km/h;
- prohibited or repeated movement across railway tracks, through a closed barrier or red signal;
- prohibited overtaking;
Driving into a lane intended for oncoming traffic in violation of traffic regulations is punishable by a fine of 1,000 to 1,500 rubles
- stopping transport in places intended for disabled people;
- causing harm to health;
- intentional damage or pollution of roads.
Is advertising allowed on the rear window of a car?
Car owners are often interested in whether they need permission to place advertising on their car. On the roads you can always find vehicles with advertising stickers. For most, this is an additional way to earn money. Today, this method of earning money is available to owners of all cars, except:
- Russian Post cars;
- ambulance vehicles, the Ministry of Emergency Situations and law enforcement agencies;
- trucks transporting dangerous goods;
- cars with sirens, light signals and sound alarms.
Advertising on transport is not subject to registration with the traffic police. You also do not need to obtain a license or special permission to do this.
However, do not forget to enter into a service agreement with the advertiser.
Fine 5,000 rubles for missing or altered numbers
The same amount of fine is imposed for driving a car with hidden (including with the help of special materials or equipment - curtains, etc.) license plates, for driving without license plates (in this case, if license plates have been issued for the car and must be installed, and not in cases where you can drive without license plates in a car that is not registered with the traffic police) and for license plates installed in the wrong place.

Strange traffic police fines of 5,000 rubles. To whom and why are they sent?
Motorists began to complain about strange fines of 5,000 rubles received in Moscow. In all cases, the photographs attached to the fines show that the car is in motion. Most often, the action takes place on the Moscow Ring Road, and cars are driving in traffic. But at the same time, fines come for violating the rules of stopping and parking.
Drivers were outraged by several inconsistencies. The most important thing is that at the moment of fixation they were still in motion, which can be seen even in the resolutions. In addition, according to Part 4 of Art. 12.19 of the Administrative Code “Violation of the rules for stopping or parking vehicles on the roadway, resulting in the creation of obstacles to the movement of other vehicles,” such an offense is punishable in Moscow by a fine of 3,000 rubles. But in all cases with “parking” on the Moscow Ring Road, the orders came for 5,000 rubles.
“I received a notice of a fine for stopping/parking in a prohibited place, but in the photograph my car is driving in the middle of the highway,” motorist Polina Nazarova was indignant.

“I recently received a message from my bank’s app about a fine of 5,000 rubles received. It turned out that he was for stopping or parking in a prohibited place. Judging by the terrible photos that were provided to me, and what I was able to make out from them, this happened on the Moscow Ring Road, when I was moving slowly in a traffic jam. It is striking that there is no information about this fine on the official website of GIBDD.rf. I have already written a complaint, there are 67 days left for payment. Who else has encountered this?” — driver Alexander Ilyinsky asked for advice on social networks.

Several more similar fines were sent to the editorial office of Autonews.ru by lawyers and other motorists.

The majority have already sent complaints to the State Traffic Safety Inspectorate and the Moscow Automobile Inspectorate (MADI) demanding the cancellation of what they consider to be erroneous decisions. But it turned out that everything is not so simple and in fact the error here is only in the wording: the drivers received fines for a completely different administrative offense. As the Moscow Administrative Road Inspectorate (MADI) explained to Autonews.ru, these are fines for violating the self-isolation regime. Thus, according to the Code of Administrative Offenses of Moscow, during the pandemic and the declared state of high alert, driving a car without a issued pass was punishable by a fine of 5,000 rubles. The access regime was in effect until June 9. However, many drivers have only just now noticed strange regulations - those who checked debts on third-party resources found strange wording in the regulations.
How to June 23, 2021 I received a fine for violating the self-isolation regime. How to appeal?

“The fact is that such incorrect information is provided by third-party resources on which fines can be checked. It’s better to check fines on the Autocode or mos.ru portals - the information there is correct,” noted MADI.

Fine 5000 for causing minor damage to the health of citizens
One of the most serious violations of the law. Every car owner is responsible for his car and the harm it can cause to others. Separately, the issue of causing harm to the life and health of other citizens is considered here.
If someone was slightly injured, they will have to pay from 2,500 to 5,000 rubles. Since we are talking about the life and health of other people, it is extremely rare that someone determines the amount of payment at the minimum rate as a punishment.
If someone suffers to a moderate or severe degree, the death of a person occurs, then the punishment will be much more serious, up to the definition of punishment under the criminal code.
Light damage is considered:
- temporary inability to do something
- temporary disorder
More on the topic: What awaits the driver for using special signals on a car: fines and deprivation of rights

Article 12.33 regulates this issue.
Possibility of reducing the penalty value by half
In some cases, if a fine is paid within a certain period, a discount may be made on it, which will create conditions under which the amount of payment will be halved. Such fines include the following offences:
- if a citizen has removed license plates or modified them with or without the use of other items
- if a person decided to make money by giving rides to other citizens, and did not have a license that allows such activity
- if the car was driven without an official document permitting such driving;
- special signs were used without official permission (symbol of a disabled person, identification signals of the police, ambulance, etc.)
- for driving at the wrong speed, failure to comply with the rules indicated by the road sign. Important! The discount reduction is not used if the violation occurs under Part 7 of Art. 12.9 of the code
- if the driver again moved along the railway rails in the wrong form
- when overtaking other drivers. The penalty value is reduced if the violation is recorded only for the first time
- if you were driving on a one-way road, especially with a truck. Only those drivers who violate this rule for the first time receive a discount
- when leaving the car in places intended exclusively for those who have a disabled person's sign
- in case of damage to public roads or their pollution
These are key fines; they will be imposed by law enforcement officers on citizens who do not comply with traffic laws . They will be imposed on all offenders in the form of money or in the form of deprivation of a driver’s license (as an alternative), this should always be remembered in order not to fall under unpleasant sanctions. It is recommended not to forget that if there is one fine, then a repeated fine for it is not excluded and, most often, a monetary discount does not apply to it.

Fine 5000 for causing minor bodily harm in a car
As the owner of a high-risk vehicle, the driver is responsible for causing harm to health through his own fault. Thus, for causing minor harm to health, the punishment will range from 2,500 to 5,000 rubles, but most often when assigning a fine, the maximum level is chosen.
But for moderate or severe harm to health, as well as the death of the victim, the driver will already bear responsibility from administrative - from 10,000 to 25,000 rubles - to criminal.
Here the level of harm to health should be clearly distinguished. If the harm led to a short-term health disorder or a slight temporary loss of ability to work, then this is a minor harm to health. If the harm caused a permanent loss of health for a long period of time, but not life-threatening, or led to a general loss of ability to work by more than 1/3 (determined by doctors), then this is average harm.
