Paid parking is already firmly established in many large cities of Russia. But some categories of citizens can leave their vehicles in such parking lots without paying a fee. Their list is fixed by law. The categories of beneficiaries include:

• disabled people;
• large families;
• residents.

To obtain a resident parking permit, you need to prepare a set of documents and send them to the authorized body.

Who are the residents

A resident permit gives a citizen the right to park his vehicle in a paid parking area without paying a fee. Parking lots located in the area of ​​residence are available for him.

Residents for paid parking are:

• apartment owners;
• tenants under a social tenancy agreement;
• citizens living in office premises.

The benefit is issued for a period of one to three years. It gives you the right to park for free from 8 pm to 8 am. A resident can apply for preferential parking not only for his own car, but also for the vehicle of a permanently registered family member.

Admission to free parking is carried out according to the principle of two spaces per homeowner. That is, if the apartment is registered as shared ownership for several people, then each family member has the right to 2 residential parking spaces.

Attention: Only car owners who have no debts on car fines can apply for a parking permit at their place of residence.

When re-executing a document, the application must be submitted no earlier than 60 days before the expiration of the previous permit. In this case, the new permit comes into force from the date of expiration of the old one.

Validity period and registration procedure

When applying for a resident parking permit, the motorist can choose the period of its validity - for one, two or three years.

Payment for a two-year or three-year document can be made immediately, or annually. If the driver chooses the second option (payments in installments), and after a year, due to certain circumstances, forgot to pay, then he will be given 2 weeks to complete this action.

It must be remembered that no notifications are sent to car owners about the impending expiration of the paper. Therefore, you need to carefully monitor the allotted deadlines in order to renew the document on time.

According to the established procedure, one apartment requires 2 documents. Also, upon receipt, the vehicle should not have any unpaid traffic fines from the State Traffic Inspectorate.

If it is necessary to renew a document, it is recommended to prepare an application in advance - no later than two months before the expiration of the current one. Once a new paper is received, it will take effect from the expiration date of the previous one.

Required documents

To register for residential parking, you must prepare a package of documents:

• statement;
• copy of the passport;
• STS for a car;
• rental agreement (for the tenant);
• an extract from the Unified State Register or a certificate of ownership of the property.

When submitting documents through third parties, a power of attorney will be required. If the owner of the vehicle is not the sole owner of the apartment, then the consent of the other owners must be additionally submitted, which must be notarized.

How long does it take for the applicant’s data to be entered into the permit register?

After submitting your request, your data will be entered into the Moscow register of residential parking permits in no more than 6 working days, in accordance with clause 2.12 of Appendix 5 to Resolution No. 289-PP.

Online registration

After this, you need to go to the “Catalogue” section. The screen will display the most popular services, among which you should select “Personal transport”, and then “preferential parking permits”.

From the list provided, select “Resident Parking Permit”. The section contains several services:

To obtain a permit, you need to click on the “get service” button.
