What are MADI fines in 2021
What are they fined for? MADI fines for non-compliance with regulations in Moscow:
- stopping and parking under prohibitory signs;
- parking in green areas, in particular in parks;
- transporting citizens and transporting hand luggage in taxis;
- loading and unloading at night.
When drawing up decisions, the service refers to federal and Moscow laws. For example, in the Code of Administrative Offenses of the Russian Federation (CAO RF) there is nothing about parking in the “green zone”. And according to the Moscow Code of Administrative Offenses, parking in such a place requires a fine of 5,000 rubles.
How violations are recorded. In all cases, except for non-compliance with the law on taxi transportation, violations are recorded by cameras. The devices are installed on MADI special vehicles or attached to the clothing of foot service workers. Any citizen can complain about a deviation from the rules - for example, about a running engine and turned on headlights during the hours of night unloading of a truck.
About the Moscow Administrative Road Inspectorate

If administrative offenses arise on the road, the inspectorate obliges you to pay a fine. Payment is available through any online service or bank card. If an erroneous enrollment occurred or the proceedings on the case were terminated, it is possible to appeal the fine to MADI, returning the money paid. To return evacuated vehicles, you should contact MADI service centers located throughout Moscow. You can challenge decisions on decisions on administrative offenses on the Autocode website or directly through the Government’s electronic reception desk.

This window shows which agency issued the resolution. This reflects the name and first digits of the UIN
How to properly file a complaint
According to the law, a complaint is made in free form. But to ensure that your request is not denied, it is advisable to draw up an application using a template and indicate:
- addressee. Position and name of the MADI employee to whom you are writing;

How to determine the structure that imposed the fine
MADI imposes fines for non-compliance with parking or stopping rules in Moscow and some other offenses. The most common penalties are:
- for stopping under signs 3.27 and 3.28 (“Stopping is prohibited”, “Parking is prohibited”) located on public roads;
- for failure to comply with the requirements for the transportation of passengers and luggage by passenger taxis;
- for parking on the lawn;
- for violating the rules for loading/unloading goods at night in residential areas.
MADI employees are provided with official cars and the necessary technical equipment to perform their duties.
There are many organizations in Moscow that are authorized to issue fines for non-compliance with traffic rules. In this regard, drivers often do not understand where to go when imposing a penalty. The answer to this question can be found in the executive document itself.

To do this, you need to study the UIN (unique identification number) of the resolution. Using this code, you can clarify the status of the penalty, the date it was assigned, as well as the organization that recorded the violation.
- If the resolution number consists of 20 digits and begins with the combination 782, then the fine is imposed by MADI.
- Also, decisions of this structure may have a 25-digit number starting with 03560430.
- If the UIN begins with the numbers 780, then the collection was ordered by the AMPP service.
- A number starting with combination 188 indicates a traffic police fine.

How long can you challenge a MADI fine for illegal parking?
To file a complaint against a MADI fine, the driver has 10 days by law. The period is counted from the date of the decision.
If you received a decision after this deadline, you can submit a petition along with the complaint to have the deadline extended. This requires a good reason - for example, that the post office took a long time to deliver the letter or the driver was sick or was away. Attach a notice from the post office, a certificate, and tickets to your application.
Such a petition must be sent to MADI if the 10-day deadline for appeal is missed
What happens if you don't pay the fine?
The outstanding fine will be forwarded to the bailiffs. Here's how it happens:
- A citizen breaks the rules and is fined by MADI. 70 days are given for payment;
- if the driver misses the payment date, MADI transfers the case to the Federal Bailiff Service;
- service employees issue an enforcement fee - at least 1,000 rubles - and warn the driver that proceedings will soon be opened against him;
- If even then there is no payment, the bailiffs issue a new order. Now the driver owes the previous traffic fine, plus a fee. Payment term - 70 days;
- If these deadlines are missed, the bailiffs will take the case to court. He will decide to withdraw money from the account, revoke the license or send the offender to compulsory work for up to 50 hours.
The actions of bailiffs are the same when dealing with traffic police and MADI fines. Read more about bailiff sanctions in the article about FSSP fines for non-payment of traffic police fines.
Checking fines by decree
The MADI structure notifies violating drivers about the assignment of a fine by sending receipts printed on paper. Each of them is assigned a unique number tied to a specific resolution. To check the fine, you can independently come to the nearest branch of the Inspectorate, indicate your full name and other personal data, as well as the number specified in the MADI resolution. After this, an employee of the organization will immediately give you the requested data.
Reference! You can also check the fine by sending an SMS to number 733, indicating in the text the technical passport data, license number and the word “Fine”.

Refund of erroneous fines
It is possible that the payment was made incorrectly. In this case, you should contact MADI for their return. You can receive money under the following circumstances:
- The previously paid fine was canceled.
- The payer transferred more money than required.
- The details for sending the payment were incorrect.
As for the attached package of documents, it depends on the basis on which the money is returned. The personal identification data of the payer and the details of the bank account to which the receipt is planned will be required.
The Moscow Administrative Road Inspectorate is a relatively new agency that has a number of shortcomings, but has already shown its effectiveness. Employees record fines that previously the traffic police simply did not have enough time for. You can contact MADI either by mail or by visiting it in person.
Also, for communication with the institution, there is an “autocode” portal, where you can find out about fines, as well as pay and appeal them. Making an appointment for an inspection is also possible through this service.
Appealing a MADI fine via autocode
Article 1.5 of Part 3 of the Code of Administrative Offenses of the Russian Federation states that a person who has violated a traffic rule must independently prove his innocence, and for this he can use all available methods of recording data. For this purpose, special functions were created and, starting in 2017, Russians were given the opportunity to use the Autocode service to challenge fines.
To submit an application in electronic format, go to the official Autocode website in an Internet browser using the link https://avtokod.mos.ru/ and take the following steps there:
- Log in to your personal account by entering your login information.
- Go to the “Appeals” section.
- Select the “Appeal MADI fines” section.
- Enter the resolution number indicated on the received document. The system will automatically find the required fine.
- Indicate the reason why the applied penalty is unlawful. Options will be provided in a drop down list.
- Upload scanned versions or high-quality photographs of all required papers.
- Provide your personal information and click on the “Submit” button.
After this, the complaint is submitted to the State Public Institution "AMPP" (Administrator of the Moscow Parking Space). It takes up to 10 days to study and review it. Using Autocode, citizens have the opportunity to track the status of a complaint. You can send her through this portal only for 10 days. Otherwise, it can be submitted at another time only if there is a good reason.
Consequences of non-payment of the MADI fine
In practice, quite often, violating drivers refuse to pay the fine. So that they are not tempted to “spit” on the fine, the legislation provides for several punishments.
They are described in Article 20.25 of the Administrative Code:
- The amount of the initially assigned fine is doubled (but not less than 1 thousand rubles).
- The violator is placed under arrest for 15 days.
- Corrective labor is awarded for a total of 50 hours.
Note! The third note of the above article states that it is impossible to take a violator into custody if the fine was awarded by MADI on the basis of video material.
It is not uncommon for a violator to pay off a fine, but the data about this was not entered into the database in a timely manner and the law enforcement agency has already begun to take measures to recover money from the person. To prevent this situation, present a receipt for payment of the debt.
