What is car registration?


Car registration is the registration of a vehicle with the traffic police. It is prohibited to operate a vehicle that is not registered. Driving such a car is a violation of traffic rules. The punishment for this act is very severe - up to deprivation of rights and confiscation of the car.

  • end of the limited period for vehicle registration;

In the case of the purchase and sale of a car, Order of the Ministry of Internal Affairs of the Russian Federation dated June 26, 2018 No. 399 “On approval of the Rules for state registration of motor vehicles and trailers for them” sets the deadline for re-registering the vehicle to a new owner. Within ten days, the former owner must contact the traffic police to deregister the vehicle. After this, the new owner applies to the traffic police to re-register and register the same car. Sometimes the new owner himself deregisters the vehicle, and the old owner only needs to inquire that the car is no longer registered with him. If the buyer does not re-register the car, then all taxes and fines will go to the name of the former car owner.

It is strongly recommended not to delay the registration procedure. This is explained by the fact that driving without license plates is a serious offense that carries administrative liability. Moreover, the age of the vehicle in this case does not in any way affect the punishment. For lack of registration, a fine is issued to owners of both new and used cars.

  4. Vehicle inspection. The driver needs to bring the car at the appointed time. You must have with you a package of documents, including technical and civil passports, a purchase agreement, an insurance policy, and a receipt indicating that the duty has been paid.

It is important to know! The examination usually lasts no longer than an hour. After this, if no problems are identified and the owner has all the necessary documents, the registration certificate and license plate number will be provided on the spot.

For most drivers, the relevant question is how long you can drive without license plates in a new car in 2021. To register the vehicle, its owner has 10 days. After this period, it is no longer possible to legally drive the purchased vehicle. Order of the Ministry of Internal Affairs of Russia dated December 21, 2019 N 950 regulates the maximum period within which the new owner must re-register the car in his name. This period is 10 days.

It would seem that everything is simple: a car enthusiast can drive a car for 10 days without registration . However, another problem arises: you cannot drive without a vehicle registration certificate (VRC), and there is a fine for this.

The situation is resolved this way: you need to have a purchase and sale agreement with you, it indicates the date when the transaction took place and the car passed to the new owner. On the 11th day, the car must be unconditionally registered to the new owner. Even if the former owner transferred his STS to the new one, this does not change anything, because its validity is canceled at the time of sale of the car.

The former owner, if the car was not re-registered immediately in his presence, is recommended to visit the traffic police MREO within 10 days after the sale and find out whether the sold car has been deregistered or not. If it is necessary to dispose of a car, the owner writes a statement and gives the traffic police officer the documents for the car and its license plate. You can no longer drive such a car; the owner has the right to deliver the car to the recycling point only with a tow truck . What is the penalty for driving an unregistered vehicle?

If the driver is stopped and it is discovered that his vehicle is not registered, the initial fine will be from 500 to 800 rubles. A repeated stop may result in a fine of 5,000 rubles or deprivation of rights for a period of one to three months.

According to Article 19.22 of the Administrative Code, violation of the rules of state registration of a vehicle is punishable by a fine:

  1. Individuals – in the amount of 1,500 to 2,000 rubles;
  2. Officials – from 2,000 to 3,500 rubles;
  3. Legal entities – from 5,000 to 10,000 rubles.
