How to register a car through State Services after purchase and will it be necessary to visit the traffic police department?

In 2011, the traffic police announced the beginning of full interaction with the state Internet portal. Thanks to this, car owners were able to sign up for vehicle registration with the State Traffic Safety Inspectorate through State Services directly from home. And on the appointed day and time, visit the MREO to complete documents. Remote communication between citizens and authorities has its advantages and disadvantages. Many people welcome the online application form. And some remain dissatisfied with the remote service. However, it is necessary to delve into the intricacies of the Internet portal. There are many cases when traffic inspectors in the regions do not accept citizens without an appointment. (Although this is illegal.)

In 2021, the 100 millionth user registered on the State Services portal. More than 62 million people have a verified account.

Pros and cons of registering a car with the traffic police through State Services

Remote service in government departments has its advantages and disadvantages. Despite various problems in the operation of the web service, for which it is annually famous, the advantages of pre-registration are noted by many car owners and experts.

Table 1. Positive and negative aspects of using the State Services portal

prosMinuses
1. You choose the date and time of your visit yourself. 2. Fill out the application at home. 3. You can correct the application before visiting the traffic police. 4. You receive notifications about the progress of your application. 5. Reduce bureaucratic delays. 6. Avoid corruption risks. 7. The time for visiting the MREO is reduced to 1 hour. 1. A stable Internet connection is required. 2. You cannot submit an application without full registration on the portal. 3. You need to be able to work with a PC or mobile device.

The negative aspects of registering a car with the traffic police through State Services are quite insignificant. However, poor internet or citizens lacking a computer are still common in some localities. Therefore, you can visit the traffic police department on a first-come, first-served basis. Although there are cases of service failure. Mainly in the regions. Such a boycott of a car owner by an MREO inspector is considered illegal. The threat to write a complaint to the prosecutor's office quickly brings him to his senses.

According to statistics, more than 80% of Russian car owners confidently use the Internet.

General procedure for registering a car

Registration and deregistration of vehicles is carried out in accordance with Government Decree No. 938 “On State Registration of Motor Vehicles...” and Federal Law No. 283-FZ “On State Registration of Vehicles...” To carry out legal actions, you will need a full package of the following documents:

  1. Passport.
  2. Vehicle registration certificate.
  3. Vehicle passport.
  4. Contract of sale.
  5. OSAGO insurance policy.
  6. Receipt for payment of state duty.

You can choose to register your car with the traffic police through State Services, MFC or in person. The state allows 10 days for registration. If you ignore this requirement, you will be fined 1,500–2,000 rubles. according to Part 1 of Art. 19.22 Code of Administrative Offenses of the Russian Federation.

It happens that the Internet portal crashes or does not work well. However, technical problems are not accepted by the traffic police as an excuse. If you cannot sign up online, then submit an application through the MFC or visit the MREO in person. You must be accepted. After registration, you will receive a new SRTS and an updated PTS with your details. In some cases, you will be given other numbers if this is indicated in the application.

Registration of a vehicle with the State Traffic Safety Inspectorate through State Services is possible, but in the absence of restrictions or leasing. In order not to waste time and money, check the vehicle in advance using departmental databases or through the services: Autocode, Autotek and others.

Random number

Let us remind you that random assignment of numbers when registering a car has so far been used only in Moscow. Thus, they tried to avoid the corruption component associated with the purchase of beautiful rooms. The essence of this method is that the number is assigned by a computer, choosing it randomly from all those available. The inspector does not know until the last moment which number will be assigned to this or that car. This practice will now become mandatory for all registration units.

In addition, the storage period for registration plates has been doubled, that is, up to 360 days. Many motorists, when selling their car, want to keep the license plates in order to transfer them to a new car. Some people like the combination of letters and numbers, but for others it is a necessity, because all passes to various territories are issued for the old number. It is easier to keep the registration plate than to change the entry documents. At the same time, the period of 360 days automatically applies to those signs that are already in storage at the traffic police. This period will definitely be enough to purchase a new car and register it.

It is noteworthy that signs can be deposited even if the registration has been cancelled. Let us remind you that termination of registration is possible not only for criminal reasons. If changes are made to the design of the vehicle that do not meet safety requirements, it may also be cancelled. For example, a winch or kengurin was installed on the car. Even homemade gas equipment installed can be considered a dangerous modification to the design. You definitely won’t get any safety certificates for it.

By the way, the procedure for entering information about the replaced car engine has been simplified - if it was the same type and model as the previous one. Until now, it was also necessary to obtain a design safety certificate. Although, in fact, there were no changes to the design. Now such a certificate will not be required. It is enough to present the car for inspection, based on the results of which information about the engine number will be entered into the vehicle passport and information systems of the State Traffic Inspectorate.

Let us remind you that registration is also canceled if it becomes known about the death of the owner of the vehicle or the termination of the activities of the legal entity that owned the car.

Previously, the draft document stated that cancellation does not apply if the car has been registered for more than five years. For example, a car was registered using forged documents and remained registered for five years. After these five years, the car would be considered legalized.

This item has been removed. After all, there are no clear deadlines for the investigation. The period may be interrupted. Therefore, even if after ten years it turns out that the car was registered using forged documents, its registration may be terminated. But the document also spells out the procedure for canceling the cancellation, which was not the case before. So, for example, if changes in the design have been eliminated, the car owner has received a certificate of compliance with safety requirements, he applies to any registration department and receives a new registration certificate and new plates, if he has not left the old ones for storage.

The procedure for terminating registration in the event of the theft of a car or the owner’s refusal to claim the insured property has also been simplified. The first was done because now it is difficult for a person whose car was stolen to get rid of it on paper. Without a car, he has to pay taxes on it.

The second concerns accidents. A person got into an accident, the car was written off. But in order to receive more money from the insurance, he must transfer its remaining balance to the insurer. How, then, can you get rid of property on paper? Now this order is spelled out.

Let us remind you that termination of registration is often used by those who sold their car, but the new owner did not register it within the required 10 days. After all, fines continue to come to the old owner. Therefore, he could contact the traffic police and stop registering the car that was still registered with him. However, only he himself could restore the registration. Let's imagine: the new owner simply did not have the physical ability to register the car in his name, and when he came to the traffic police, he found out that he could not do this because the registration of the car had been stopped. And he has to look for the old owner again, go with him to the traffic police, restore the registration and then register the car in his own name.

Now the new owner himself will be able to restore the registration after its termination by presenting documents on ownership of the car. As a rule, this is a contract for the purchase and sale of a car.

By the way, vehicle registration is now possible not only at the address indicated in the passport, but also with a registration certificate at the place of residence issued by the registration authorities.

Quite big problems arose for those motorists whose car was stolen, its license plates were changed, and then the car was suddenly found and returned to the owner. It was difficult to sell such a car. After all, the documents only indicated that the numbers had been changed. And for any registration actions, a visit to a criminologist was necessary. Now the life of owners of previously stolen but returned equipment has become much simpler. All changes to the vehicle's markings will be indicated on the registration certificate in the "Special Effective" column.

However, the new document does not completely eliminate the issuance of paper PTS. If the owner of a previously registered car has lost or damaged his car passport, but for some reason does not want to receive an electronic one, he will be able to take a paper duplicate of the PTS from the traffic police.

No one will be forced to exchange paper passports for electronic ones. True, if someone suddenly wants this, he has the right to do it. But we must keep in mind that the paper one will be considered invalid from the date of registration of the electronic one.

The procedure for registering a car with the traffic police, registered through State Services, is as follows. Bring the car directly to the inspection site. Before doing this, wash it so as not to waste time - yours and the traffic police officers. The expert will make notes on the reconciliation of license plates and colors. At the same time, he will check the car for changes in design. Then take the documents to the MREO inspector. He's waiting for you.

Since August 2021, the State Traffic Safety Inspectorate has amended the registration rules, according to which cars can only be equipped with certified luggage racks, towbars and other devices. Otherwise, the inspector will force you to remove additional equipment. (Technical Regulations of the Customs Union “On the safety of wheeled vehicles.”)

Registration of a car with the State Traffic Safety Inspectorate by appointment through State Services is an expedited procedure for servicing citizens. Plus it’s profitable - you reduce costs by 30% when paying state duty. This format of application significantly saves your time and relieves traffic police officers. There are almost no negative aspects to using the State Services portal. Sometimes technical problems arise when completing an application. But after trying again, I still manage to get the service.

How to get a ticket from the traffic police?

If you decide to take a traffic police ticket to register a car directly at the department, you should arrive in advance, preferably before the opening of the station, since their number is limited. You can only make an appointment this way for the current working day.

Important! The vehicle is registered within 10 days after purchase, or 30 if the car was imported from another country. Car owners who violate the deadlines are fined. To avoid fines, prepare in advance for registration steps by making an appointment.
