Electronic PTS for trailer. What is it and what are its advantages?

On November 1, 2021, the countries of the Eurasian Economic Union began a gradual transition to electronic vehicle passports, but due to technical difficulties, the full transition to EPTS was postponed to November 1, 2021.

The new electronic passport is uniform for Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia.

EPTS is an electronic vehicle passport that contains all the information about the trailer: for example, the location and structure of the VIN number, the permitted maximum weight, as well as the technically permissible maximum load on the fifth wheel, the address of the manufacturer, etc. EPTS is issued and stored in an automated electronic passport system.

EPTS is issued when purchasing a new trailer from the manufacturer or when purchasing Expedition trailers from any dealer - in this case, EPTS is issued in advance by the factory and provided to the dealer. The EPTS number is indicated in the purchase and sale agreement. After registration of the EPTS, it is assigned the status “Valid” - this is a prerequisite for registering the trailer with the traffic police.

The owner will be able to receive an extract from the EPTS to his email address if information about him as the owner of the vehicle is indicated in the EPTS.

Those who already own a trailer do not need to change their title. The validity period of already issued PTS is not limited; replacement is required only in case of loss, damage, or if there is no free space for adding new owners. If you wish, you can also obtain an EPTS from inspection operators or the traffic police. As soon as a vehicle has an electronic PTS, its paper vehicle passport is considered invalid.

The electronic passport database has a high degree of protection, similar to the protection of bank cards. The number of organizations with access to the database and the right to make changes to the EPTS is limited: these are government agencies, car manufacturers, dealers, inspection operators, insurers, testing laboratories, etc. Moreover, each of them can make changes only to that part of the EPTS that relates to his area, and any change is accompanied by an electronic signature, so you can always track who made the change and when.

Benefits from the introduction of Electronic Vehicle Passport Systems for citizens:

  • It is impossible to lose an electronic passport and you will not have to restore it;
  • any number of owners can be entered into an electronic passport, while a paper passport must be changed when it runs out;
  • the ability to receive up-to-date information about the presence of restrictions/encumbrances on the vehicle (legal purity of the car/trailer);
  • the ability to track the entire history of a vehicle from the moment of its manufacture until disposal or removal from the territory of the Customs Union;
  • a reliable vehicle history can be requested electronically at any time if necessary (for example, when buying or selling a trailer);
  • the ability to enter additional information about your trailer into an electronic passport.

In general, the transition to electronic vehicle passports does not change the usual logic: trailer owners still have a purchase and sale agreement in their hands and, after registration with the State Traffic Safety Inspectorate, a vehicle registration certificate (VRC). At the same time, the transition to EPTS is intended to make all operations with trailers and cars as transparent as possible.

Registration of a homemade trailer

This is not the most promising business from an economic point of view; sometimes legalizing a homemade trailer costs the same as buying a new one. There is only one legal way to register a homemade product, but according to the most conservative estimates it will cost around 20-75 thousand rubles.

We buy an old used trailer with documents, register it and obtain permission for conversion from the State Traffic Inspectorate. After this, you need to undergo vehicle certification and obtain a safety report. Only a few institutes, certification funds and NAMI are engaged in these procedures. If all the tests of your homemade trailer are successful, you can register it, or rather, register the changes and drive with it without violating legal requirements.

There are no other ways to register a homemade product

Fines for driving with a trailer without documents

In addition, when contacting the State Traffic Inspectorate to register a vehicle, the negligent driver will be fined for late registration.

If you don’t have documents for the trailer at all, you will have to pay 500 rubles. and he will be taken to the impound lot (Article 12.3 Part 1 of the Administrative Code). As you understand, without a PTS you will not be able to pick it up from there and you can forget about it. Therefore, such a ride will be expensive.

Liability for an unregistered trailer

If you operate a homemade trailer that is not registered in accordance with the established procedure, you can get a fine.

Important! the first violation is punishable by a fine of 800 rubles, the next one can be punished with a payment of 5,000 rubles. And if this does not help, they may be deprived of the right to drive a vehicle for a period of three months. The main criterion when choosing a punishment will be the size and maximum permissible weight of a homemade vehicle operated without documents.
