At what age can you start learning theory?
No one limits the age at which you can start learning the rules of the road. The theory will be useful even for schoolchildren; at a minimum, it will allow them to navigate the roadway even better. To master traffic rules, you don’t need to go to a driving school or hire teachers. The book with the rules is sold in almost every newsstand, and it is also freely available on the Internet. Various websites offer interesting training programs that make the rules easy to remember.
In addition to the traffic rules themselves, it is rational to study the current exam tickets before obtaining your license. The tasks in them change regularly, but it is this variety that will help you consolidate the material you have learned, and in the future pass the traffic police exams with flying colors. If you approach the issue of training responsibly, you can get your license quickly and without problems.

Completing training at a driving school provides the basis for passing exams at the State Traffic Safety Inspectorate with subsequent “enrollment” as a driver, but not at any age. The traffic rules describe the step-by-step process:
- Having reached the age of 16, each person can enroll in a driving school and undergo a full course of theoretical and practical classes (together with an instructor) on driving a passenger car, the maximum permissible weight of which does not exceed 3.5 tons.
- You can gain access to exams at the State Traffic Inspectorate no earlier than you are 17 years old.
- And only at the age of 18 is it possible to become the owner of a driver’s license and legally drive a car.
Situation in other countries
Russia can safely be called the state in which the age restrictions for driving land transport are the strictest. In some countries of Europe, Asia, and America the situation is radically different.
- In the USA, in some states you can drive a car from the age of 15, in others - from the age of 16. True, only if there is an adult and experienced driver nearby. In some states, it is prohibited by law from driving other youth for the first 6 months after obtaining a license (with the exception of siblings).
- In some German states, from 17 years of age, but only when accompanied by an adult.
- In Iceland, rights are given at 17 years old, but they are temporary and valid for 2 years, then they change.
- In the Mariana Islands and El Salvador, you can drive a car from the age of 15.
- In Estonia, Israel, France, you can legally drive without fear at the age of 16, but only if accompanied by a parent.
Typically, the minimum driving age is chosen based on a person's ability to take responsibility for their actions. Therefore, the greater the danger from technology to other people, the higher the minimum driver age.

At what age is it legal to ride a motorcycle?
At what age can you ride a motorcycle? What are the age limits for moped and scooter drivers? What driver's license is required in this or that situation? Read on.
Required driving age
Before proceeding with the establishment of age restrictions, it is necessary to determine which vehicle is a motorcycle and which category motorcycles of various types belong to.
In accordance with Article 1 of Government Decree No. 1090, which defines the Rules of the Road, a motorcycle is a two-wheeled vehicle with or without a side trailer (sidecar) with an engine capacity of more than 50 cm³ (in the case of an internal combustion engine) or capable of reaching a speed of more than 50 km/h (regardless of engine type).
Motorcycles also include scooters with similar performance parameters, tricycles and ATVs with a motorcycle seating position and a handlebar of the appropriate type, if:
- vehicle weight excluding the weight of batteries is 400 kg (550 kg for vehicles intended for transporting goods) effective power up to 15 kW
A moped is a mechanical vehicle that has two or three wheels, the design speed of which cannot be more than 50 km/h, and the engine, depending on the type, has the following power:
- up to 50 cm³ (internal combustion engine) 0.25 kW – 4 kW (electric motor)
Mopeds also include:
- ATVs that meet the declared characteristics of a scooter with similar performance parameters
In accordance with Article 25 of Federal Law No. 196:
- Motorcycles belong to category A, and there is an additional subcategory of vehicles of this type - A1 - which defines light motorcycles with an internal combustion engine up to 125 cm³ and a power of up to 11 kW.
- Mopeds and scooters belong to the M category.
Motorcycle
Age restrictions when driving a particular type of vehicle are established by Article 26 of the Federal Law on Traffic Safety (Federal Law No. 196).
Ordinary
Persons over 16 years of age are allowed to drive motorcycles belonging to category A1, and 18 years of age to drive a motorcycle of category A.
Sports
Riding a motocross motorcycle (pit bike) is also permissible from the age of 16 or 18, depending on the power.
With stroller
To operate a motorcycle with a sidecar, category A is required. Therefore, the minimum driver age is 18 years.
Moped
Mopeds belong to the M category, which allows you to drive this type of vehicle from the age of 16.
Scooter
If the scooter belongs to categories A1 or M, then in accordance with the traffic rules the driver’s age is 16 years or older. If a more powerful scooter (category A) is used, then you can get a license only when you reach 18 years of age.
At what age can you carry a child in the back seat?

It should be taken into account that the transportation of minor passengers is carried out according to special rules that ensure the maximum level of safety. Article 22 of the traffic rules states that it is prohibited to transport children under 12 years of age on the back seat of a motorcycle.
Do you need rights?
So, to drive a motorcycle, moped and scooter, you need an appropriate driver’s license, which you can obtain when you reach a certain age.
To obtain a license for a motorcycle (moped) you must:
- obtain a medical certificate that allows you to drive this type of transport, take a training course at a driving school (as a rule, training requires no more than 2 months) pass qualifying exams, consisting of certain exercises in a closed area and an exam in real conditions when driving around the city

In accordance with the traffic rules in force in Russia, it is not necessary to obtain an additional category M if the driver has any other category open (A, A1, B, C, and so on).
Category A, opened by the driver, also allows you to drive vehicles belonging to categories A1 and B1. However, category A1 does not allow you to drive a motorcycle classified as type A.
Punishment for violations of driving motor vehicles
What is the penalty for driving a motorcycle without a license? In accordance with Article 12.3 of the Administrative Code (CAO), the absence of documents on a motorcyclist, provided they are available in the database, is punishable by a warning or an administrative fine of 500 rubles.

Special punishment is provided for not wearing a helmet while driving. According to Article 12.6 of the Administrative Code, the punishment is a fine of 1,000 rubles.
At what age can you get a driving license?
There is no age limit for starting to learn traffic rules. We have already mentioned that experts believe that the earlier a child begins to learn the “culture of driving” and study the rules of the road, the more competent a driver he will be. However, paragraph 21.4 of the Traffic Rules states that persons over 16 years of age are allowed to learn to drive a vehicle. You cannot get a category B license until you reach adulthood.
Driving motorcycles and mopeds is an eternal passion of many young boys and men. Japanese, Chinese, German and even domestic manufacturers produce so many motorcycles and scooters that fans of extreme motorsports are literally running wild.
We propose to consider the smallest equipment and find out at what age you can learn to get a moped license. Despite the fact that mopeds are considered the simplest equipment, the engine capacity of which is 49.9 cubic meters. see, the series of lectures on traffic rules required to obtain a license follows the same strict scheme as for obtaining category A and B licenses.
A license for a moped is called a license of category M. You can study in a driving school for this category from the age of 14, and you can get a license at the age of 16. As a rule, it is after receiving a driver’s license for a moped or scooter that a young driver begins to retrain for a license of a higher category. This form of training is gradual and, from a methodological point of view, effective, although quite expensive financially.
Motorcycle license
Many modern mopeds are actually copies of motorcycles. The only difference between the motorcycle is the larger engine capacity and, accordingly, greater weight and speed. Moreover, modern mopeds are much more powerful than those produced in the 70-80s. last century. The power of many 49 cc devices is 4-7 horsepower, and the speed reaches 120 km/h.
Let's figure out at what age it is possible to obtain a category A license. Based on the above, it becomes clear that the line between a moped, scooter and motorcycle is increasingly blurred. The conditions for obtaining a license are the same: study from the age of 14, obtaining a certificate from the age of 16. Many people believe that this is why there is no particular point in category M, because the owner of a license with category A can safely ride both mopeds and motorcycles.
Category “B” licenses are considered, in a sense, “basic”, since the vast majority of future drivers strive to obtain them. At what age can you learn to drive a car? Is it possible to pass your license at the age of 16 and start driving before you reach adulthood? It is allowed to take the exam at the State Traffic Safety Inspectorate until the age of 18, however, obtaining a category B license for a car is allowed only after the specified age. Category B driving lessons are permitted after 16 years of age.
As for other categories (trucks, buses, trucks with trailers, etc.), there are also age restrictions on driving licenses. For example, category D licenses are issued only to those persons who have reached the age of 21.
Teenagers aged 16 are allowed to drive a motorcycle or moped. Therefore, it seems possible to obtain categories A, categories M and A1 for a motorcycle, moped, scooter, and ATV from this age.
It turns out that you can pass exams for vehicles of the specified categories, and you can get a license at the age of sixteen.

If a teenager drives a motorcycle or moped without the appropriate license, he will face a fine of up to fifteen thousand rubles. The owner of the vehicle will be punished much more severely - thirty thousand rubles.
Therefore, it is not recommended to drive a vehicle before obtaining the right to drive it.
What type of equipment does not require a license?
In addition to the indicated vehicles, our country has equipment that does not require a driving license
Bicycles
They are very popular all over the world. Ideally, special paths should be equipped for them, but this is rare. Usually in our country they move along the sidewalk. Although according to the rules they are required to move on the same road as cars and follow the rules intended for drivers of passenger cars.

Other means
The list includes the following wheeled vehicles - wheelchair, unicycle, Segway, lawn mower. Many will be surprised that lawn mowers were included in the list; the thing is that many modern models are made in the form of small cars and can be used to travel quite long distances.
According to Russian rules, a license is not needed during competitions, so drivers of sports cars and motorcycles can even be under 16 years old.
In our country there is also a list of wheeled vehicles that can be driven without a driver’s license. Let's look at the main types of technical equipment that can be operated by any person, regardless of age and without any documents.
- The bicycle is one of the most popular means of transportation not only in our huge state, but also in other countries of the world. It should be understood that the traffic rules state that the vehicle - a bicycle - and its driver must comply with traffic rules, just as motorists do.
If, of course, you obey the law, then cyclists have the right to move only on bicycle paths, but this rule is difficult to observe in our state, since not all road surfaces are equipped with lanes for bicycles. By the way, today there are special electric motors for bicycles that will allow you to turn your two-wheeled friend into a mini-electric motorcycle.
- Other wheeled vehicles. Also, the legislation of our state allows citizens without driver's documents to use a medical wheelchair, unicycle, Segway, and lawn mowers. Interestingly, today there are lawn mowers in the form of mini-cars, and you can easily travel long distances with them.
- Motorsports. The traffic rules of the Russian Federation allow the use of sports equipment on sports grounds without any driver's document. That is, in fact, a racing driver may not have a license at all. That is why you can even meet teenagers under 16 years old at motocross races, although according to the law they cannot be issued licenses at all.
