If the migrant only has a temporary residence permit, then, as we have already noted, this procedure is impossible for him. In this case, you will have to wait the time required by law, obtain a residence permit, and only then apply for a Russian license.
Please note that if the existing license does not meet international requirements, then in any case it will not be possible to exchange it for a license in the Russian Federation.
Is it necessary to change your license to Russian?
It is impossible to give a definite answer. Everything again will depend on the situation. And here you need to know a few important points.
It is mandatory to exchange a driver's license from another state for a Russian document for those who work in the Russian Federation under an employment or other contract or are engaged in business by registering as an individual entrepreneur.
It is assumed that such migrants will use the car for work purposes, whether it be transportation services on corporate transport or business trips in a personal car.
The corresponding resolution was adopted back in the fall of 2014, after which the final deadlines for processing documents were repeatedly postponed. The last time the new law postponed the issuance of driver's licenses for foreign citizens until June 1, 2021. This is the date that visitors who are officially employed in Russia should be guided by.
Moreover, for persons with a residence permit, registration of new rights must be carried out within 60 days from the date of issue of a permanent residence permit or from the date of entry into the Russian Federation (if the residence permit was obtained earlier, at a consulate outside Russia).
If it turns out that the driver’s license of a foreign country was not replaced with a Russian one, and the visitor still uses the car on the territory of the Russian Federation for work purposes, then either the migrant himself or his employer will be subject to an administrative fine.
The reason for this legislative innovation was the numerous accidents involving foreign drivers with extremely poor knowledge of local traffic rules. Especially those migrants who provide passenger and cargo transportation services.
The question remains whether a foreigner who has received a residence permit but does not work in Russia or uses the car only for personal purposes needs to change their driver’s license. In these cases, replacement of the control unit is not required. There is also no need to change your license when the vehicle is used to operate on international routes.

Initial issuance of rights to CIS citizens
If a foreign person arriving from the CIS countries and temporarily staying in the Russian Federation legally needs to obtain a driver’s license, but does not have national rights, he can apply for the necessary document on a general basis.
At the same time, we should not forget that the license will be issued for the period during which the registration documents of the person confirming his right to temporary stay in the Russian Federation are valid. Driving lessons
Thus, a foreigner will have to undergo a course of theoretical and practical training. In order to enroll in a driving course at a driving school, he must have a passport.
Some schools take into account the situation of persons arriving from the CIS and include them in study groups even without presenting the original passport. They enter into the documentation the passport data named by the foreigner.
Passing a medical examination
Also, upon admission to training, you must present a medical certificate for permission to drive and photographs necessary for the preparation of documentation confirming the completion of driving courses.

Taking an exam at school
At the time of passing the final exam, a foreigner will be required to have an officially issued temporary registration.
After successfully passing the final exam on the territory of the organization conducting driving courses, the person receives a certificate of completion of the driving school and a driver’s card.
Passing the traffic police exam
Admission to the exam
To pass exams in the traffic police, a person must go through the procedure for admission to examination tests. The period for making a decision on admission should not exceed 15 days.
To obtain a permit, the candidate must provide the traffic inspectorate with:
- Standard statement.
- Passport.
- Medical certificate.
- Receipt for payment of the duty.
- Registration document.
- Certificate of completion of training at a driving school.
Denial of admission
Refusal of admission may be motivated by the provisions of the Decree of the Government of the Russian Federation of September 14, 1999 No. 106.
In accordance with Russian legislation, the following cannot be allowed to take the exam:
- Foreigners who have unpaid fines for traffic violations.
- Persons on the wanted list.
- Foreigners with a valid category B driver's license.
- Citizens of foreign countries who have been deprived of the right to drive a car by court order.
- Persons whose licenses were confiscated by traffic police officers.
- Foreign citizens with medical contraindications.
Exam
At the traffic inspection, a foreign citizen will have to undergo computer testing, which is aimed at determining the level of his knowledge of traffic rules.
After completing the theoretical test, the person goes to the race track. On the court he will need to perform several practical exercises.
After performing the maneuvers, the candidate for a Russian driver's license undergoes a driving test within the framework of a city route, the direction of which is developed by officials of the registration authority.
Here the focus will be on the applicant's knowledge of the rules for complying with road signs and markings, as well as his ability to navigate the road in real conditions.
Issuance of rights
Russian licenses are issued to a foreign citizen who successfully passes all examination tests. The period for issuing a license should not exceed 7 days from the date of passing the exam.
Documents for replacement
If it is necessary to exchange rights, a foreigner must provide officials of the registration authority with the following package of documents:
- Passport.
- National driving license.
- Medical certificate of the established form.
- Documents on registration on the territory of the Russian Federation.
- A migration card, which is issued to persons upon entry into the Russian Federation.
- Permission to carry out labor activities within the Russian Federation, which is issued by the Federal Migration Service.
Based on the results of consideration of the submitted papers, the traffic police authority makes a decision on replacing the rights. At the same time, the foreign citizen is given back his national rights.
Temporary stay:
There are no exceptions when foreigners are in Russia under the temporary stay regime.
These persons can drive a car on the basis of an international or foreign license.

This document has legal force only in certified form. Official certification of the translation of a driver's license from a foreign language into Russian must be carried out by a notary in the manner prescribed by law.
