Trucks with a maximum weight of more than 7 tons are not allowed to enter the Moscow Ring Road, trucks heavier than 12 tons are not allowed to enter the Moscow Ring Road.

Why is there a ban on freight transport?

The reasons for establishing a road sign prohibiting or restricting the movement of large vehicles are obvious and are determined by the purpose of freight transport. The main goals of limiting or completely banning the participation of this type of vehicle in traffic are as follows:

  • prevent the creation of blocking situations on the road, traffic jams caused by large vehicles;
  • limit the release of harmful substances into the environment;
  • minimize the noise level on a certain section of the road;
  • increase the shelf life of asphalt pavement;
  • prevent the occurrence of emergency situations.

It is worth noting that the ban applies to certain models of transport.

What signs block trucks from entering?

When the passage is completely closed, a sign will be placed:

“Truck traffic is prohibited.” If the road services indicated the weight on the sign - for example, 5, 6 or 8 tons, trucks heavier than this are not allowed to move. If nothing is written, the default is 3.5 tons.

The “No Freight Traffic” sign sometimes works temporarily. Then there will be a sign under the sign indicating the time of entry into the city.

"Time of action". This sign indicates that the sign under which it is located is only open on weekends from 8 a.m. to 5:30 p.m.


"Type of vehicle." This is a signal to the driver that the signs are higher for him

What will be the fine if freight traffic is prohibited? Maneuvering against this prohibitory sign entails a financial penalty in the form of a fine for driving under the sign, the movement of freight transport is prohibited - 500 rubles ( Administrative Offenses Code, paragraph 6, article 12.16 ). In case of repeated violation, the amount of the penalty does not increase .

ATTENTION Exceptions include capital cities - Moscow and St. Petersburg . For violating the rule, the driver on their territory will have to pay a bribe 10 times more - 5,000 rubles ( Administrative Offenses Code, Part 7, Article 12.16 ).

How to avoid getting a fine

In short, get a pass to enter a prohibited area. They are in Moscow and St. Petersburg. Below are detailed instructions.

Select a pass. There are two varieties:

  • • one-time – valid for up to 5 days;
  • • long-term – valid for up to a year.

The pass will have an area within which the truck can move. If “point B” on the route sheet is constantly changing, it is better to order several one-time passes. Applicants can be individuals, individual entrepreneurs and legal entities.

To come to Moscow, you don’t have to collect any papers - make a pass remotely on the mos.ru website. The camera compares the license plate number of the car with the register of issued passes. If there is a gap in the system, no fine will be issued.

A pass to enter St. Petersburg can be obtained on the city administration website. Based on the validity period, St. Petersburg passes are divided into types:

  • • daytime - from 7 to 23 hours;
  • • night from 23 to 7;
  • • 24/7.

What types of transport does the sign apply to?

The ban applies to all types of transport falling under the category of “freight vehicles”. Moreover, if the sign has a number, then only cars exceeding this mass are subject to the ban. In the absence of one, the ban applies to all trucks weighing more than 3.5 tons. In addition to the general rule, there are a number of restrictive signs addressed to truck drivers - 3.3, 3.4, 3.7. The coverage area of ​​sign 3.3 limits the movement of all trucks in its areas. Signpost 3.4 does not allow certain specific trucks on the road. The coverage area of ​​sign 3.7 prohibits the flow of trucks with trailers.

There are exceptions to this rule for some types of transport. Thus, the effect of the mark does not apply to:

  • transport of the state postal service;
  • large vehicles of public utilities serving populated areas;
  • trucks owned by enterprises located in the area covered by the sign;
  • Vehicles intended for transporting people;
  • vehicles that transport disabled people of disability groups I and II.

How to challenge a fine that was issued by mistake

You have 10 days to do this. Write a complaint to the head of the inspector who issued the fine. The resolution contains the telephone number of the department where the inspector works. Call and ask for the manager's name. Please attach the following documents to your complaint:

  • • agreement with the driver, if you are a manager;
  • • OSAGO;
  • • waybill;
  • • explanatory note from the driver.

Scope of action of signs prohibiting the movement of trucks

Article 12.16 of the Code of Administrative Offenses of the Russian Federation includes several measures affecting drivers of both cars and trucks. The norm concerns violation of the requirements provided for by established signs or markings. Parts 1-4, 6 apply throughout the country, parts 5,7 - only for St. Petersburg and Moscow. With regard to the prohibition of driving under these signs, parts 6-7 apply.

This sign is not always available 24 hours a day. To indicate periods when it is not working, an additional sign is usually hung with the permitted hours.

If a truck driver needs to deliver the cargo being transported as quickly as possible and drives under a sign during a prohibited time, he will need a special permit. It is purchased based on the weight of the filled truck, not the empty vehicle. If an overload is detected during the inspection, an administrative fine will be imposed.

What to do with a fine if the truck is registered to a legal entity

Sometimes a breakdown occurs on the road, due to which the driver has to break the rules. For example, if the refrigerator's electrical system fails and frozen food may spoil, the driver finds a place to ship it, but drives through a prohibitory sign. Decide who is responsible for the violation and choose how to proceed.

Here are three options to take when a company truck driver receives a ticket.

Appeal the fine. You have ten days to do this. Here's a sample. Write down the reason why the driver of your organization drove through the prohibitory sign. If technology or force majeure is to blame, the fine will most likely be cancelled.

Withhold the fine from the driver's salary. Within a month of paying the fine, issue a collection order. According to the law, more than 20% of the amount cannot be deducted from one salary. If the fine was not collected in the first month, ask the employee for written consent to compensate for the damage. If he refuses, compensation can only be obtained through the court.

Pay the fine from the legal entity's account. Sometimes the driver is not to blame for receiving a fine. For example, a refrigerator broke down on the road and the entire cargo could have spoiled - this would result in thousands of losses. The driver took action and saved the cargo. In this case, the employer is to blame - he did not service the car on time. Then the employer must pay the fine.

What is permissible weight?

To understand the intricacies of driving under the “No trucks allowed” sign, you need to find out what the permissible maximum weight is? In traffic regulations, this term refers to the mass of the vehicle when fully loaded, that is, the sum of the weight of the vehicle and the carrying capacity. Both values ​​are indicated in the technical passport for the car.

Thus, when the weight of the vehicle during a trip is less than 3500 kg, but according to the passport the curb weight is higher than the permissible norm, you also cannot drive the car in the area covered by the sign - remember this!

The driver also needs to take into account the fact that the actual weight of the vehicle should not be more than the permissible maximum weight. If, according to your passport, the maximum weight of a loaded car is 3 tons, but in reality it was loaded up to 4 tons, you cannot drive your car under the sign. In addition, the driver will be additionally fined for overloading.
