The certificate confirms the fact that the car has been registered and legally driven. A fine is not issued for loss; this is stated in the Directive of the Ministry of Internal Affairs No. 13/5-77.

You cannot drive a car until you receive a registration certificate. If the document was lost, be sure to indicate this fact in the explanatory note to restore the document. In this case, a criminal case is initiated, sometimes for several months. According to the rules, the driver will not be able to be issued a new certificate at this time. Replacement procedure
The restoration of the certificate is carried out by the State Traffic Safety Inspectorate; to obtain the document, you need to take the following steps:
