When might a license need to be replaced?
Replacing rights may be required for various reasons. These include:

The presence of registration does not affect the procedure for submitting an application, subsequent registration and receipt of a driver's license (VU). An examination by a psychiatrist is carried out in specialized medical organizations of the state or municipal health care system at the place of residence or place of stay of the driver of the vehicle (candidate driver of the vehicle) undergoing a medical examination (hereinafter referred to as the witness), who have a license to carry out medical activities to provide services ( performance of work) in “psychiatry” and “psychiatric examination”
An examination by a psychiatrist-narcologist , including determination of the presence of psychoactive substances in the urine, as well as qualitative and quantitative determination of carbohydrate-deficient transferrin (CDT) in blood serum, is carried out in specialized medical organizations of the state or municipal health care system at the place of residence or place of stay of the person being examined, having a license to carry out medical activities to provide services (perform work) in “psychiatry-narcology” and “laboratory diagnostics” or “clinical laboratory diagnostics”
Therefore, anyone who is not registered at the place of residence and who wants to pass a license, leaving the locality where he is permanently registered, must take care in advance to undergo a medical examination for a driver’s license.
Additionally, in 2021, at the traffic police department, if you want to pass a license other than your registration, they will require:
- a certificate stating that the document was not previously issued and the citizen was not deprived of it for gross violations of traffic rules (issued only at the place of registration of the citizen);
- a copy of the temporary registration document.
A person temporarily residing in any city in Russia must have either a permanent residence permit or a temporary one. Therefore, regardless of the time of stay in another city, a citizen must obtain a temporary residence permit and apply with it to obtain rights.
This also applies to foreign nationals who are required to register in Russia and submit other documents with a temporary registration document in order to pass the driver’s license exam. They need to contact the traffic police department at the place of temporary registration.
