    If a citizen wants to restore his rights after deprivation, a knowledge test of traffic rules is carried out (Article 32.6 of the Code of Administrative Offenses of the Russian Federation). The essence of the procedure is to pass a theoretical exam.     There are exceptions for 2021. If a person has been deprived of his license due to the presence of medical contraindications to driving a vehicle, but subsequently the body was able to be brought back to normal, a retake is not carried out. It is enough to present a certificate confirming the absence of health problems.

    If the ability to drive a car has disappeared due to the expiration of the license, the document is replaced without retaking the exam. The above rules follow from paragraph 1.4 of Article 32.6 of the Code of Administrative Offenses of the Russian Federation. It says here that a person is required to demonstrate knowledge of traffic rules after any deprivation of a license related to a violation of traffic rules.

    Retesting a license in 2021 applies to persons who have lost the ability to drive a car as a result of criminal prosecution. However, if the violation was committed before September 1, 2013, there is no need to retake the theory (Article 1.7 of the Code of Administrative Offenses of the Russian Federation).

    Retaking the theoretical exam after deprivation of rights

    Is it possible to take the exam in another city?

    In 2021, driver candidates who permanently reside in the Russian Federation have the right to take exams and obtain a license in any traffic police department that provides such services. This means that you can apply to any MREO of any city, regardless of your registration - they will definitely accept your exams.

    Conducting examinations for persons permanently residing in the Russian Federation, issuing Russian national and international driver's licenses and exchanging foreign driver's licenses are carried out in the departments of the State Traffic Inspectorate at the place of application of these persons.

    If you are staying in the Russian Federation temporarily, apply for your license only at the MREO of your region.

    Is it possible to retake the exam at another MREO?

    Let's say you've already passed the theory and motor racing test at one traffic police department, but your registration for city driving is booked several months in advance, and you don't want to wait that long. Or you urgently need to move to another city, and coming to the old MREO for an exam is too expensive. Is it possible to sign up for the last exam at another traffic police department and not have to take it all over again?

    Unfortunately, there is no definite answer here. Some MREOs accept previous exam results, and some force you to take them again. Therefore, do not rush to sign up for another examination department of the traffic police until you are sure that the results of your previous successful attempts will be accepted there.

    If the new traffic police department does not mind accepting you with the old results, you must:

    • Take the exam sheet with the results of the exams you passed from your previous MREO;
    • make an appointment at the new traffic police department and submit all documents for issuing a license + examination sheet;
    • pay the state fee for issuing a license to a new MREO.

    Do I need to return to driving school if I fail my exams?

    Once you have received your certificate of completion, you are no longer dependent on the driving school. You decide for yourself whether to take exams at the traffic police together with your group or on your own, rent a car from the school or take it for free from the MREO. If a driving school imposes services that you do not need (additional lessons with an instructor, paid registration for a retake, etc.), you have every right to refuse them.

    The certificate of completion of training at a driving school has no expiration date, and no one can force you to study again, even if you failed the traffic police exams 20 times in a row.

    Do I need to go to a driving school again if I have lost my certificate?

    A certificate of completion of training from a driving school is a document without which it is impossible to obtain a license. Keep this document carefully until you receive your driver's license. Remember that the certificate is only needed to obtain a license for the first time - you do not need to present it to replace or return it after deprivation.

    What to do if the certificate is lost:

    1Apply for a certificate to the driving school that previously issued it.

    2Tell the driving school all the information you remember - what group you studied in, what year you graduated, etc.

    3Wait until the driving school finds your certificate in the archive.

    If a lot of time has passed since completion of training at a driving school and the school has long been closed, unfortunately, it will not be possible to obtain a certificate without repeated training.

    Who is accepting the driving retake in 2021?

    Not every State Traffic Inspectorate employee can act as an examiner. According to the rules for conducting exams, only those traffic police officials who:

    1Have reached 25 years of age and have a higher education.

    2Have the rights of the category for which the exams are taken.

    3Obtained a driver's license at least 5 years ago.

    Exams are conducted by authorized officials of the State Traffic Inspectorate units, who, in accordance with the official regulations (job description), are assigned official responsibilities for conducting examinations (hereinafter referred to as examiners), who have reached the age of 25 years and have: higher education; the right to drive vehicles of those categories or subcategories for which practical exams will be held; At least 5 years of experience driving vehicles.

    Thus, there are requirements not only for driver candidates, but also for those who examine them.

    Passing the driving test in 2021

    The exact number of attempts is not established by law, but the time frame is indicated. After successfully passing the theoretical part of the exam, the student is given exactly six months to complete the practical block.

    Considering that after the first and second failure you can come back for a retake in seven days, then subsequent ones are allowed only after 30 days. Taking into account the time intervals of retakes, it turns out that the student has a maximum of 8 attempts left.

    Taking the test again in the city is possible only after a positive assessment of the driver’s actions at the race track. The number of attempts, as in the previous case, is not limited.

    The main thing is to have time to complete the exam before the expiration of the theoretical assessment. Otherwise, you will have to completely retake all three exam blocks.

    Until recently, the student had to pay a state fee for each attempt, but in 2021 all additional fees were canceled. Therefore, any fears that the amount will increase exponentially with each new attempt are unfounded.

    Those wishing to obtain a driver's license will only have to pay for the registration of the license itself:

    • paper “crust” – 500 rubles;
    • plastic ID – 2000 rubles;
    • document of international standard – 1600 rubles.

    Russian legislation clearly defines the categories of citizens who will never be able to drive a vehicle. Usually these are people whose presence on the road can create danger not only for themselves, but also for others.

    The main reasons why a driver’s license may be denied:

    1. Age. In Russia, driving a vehicle is prohibited until the age of 18 (moped or scooter - from 16 years old), so until this moment you should not think about your rights. Elderly people who, due to age and medical conditions, are unable to drive a car may encounter this problem.
    2. Incapacity. Obtaining rights by a person who has been declared incompetent is prohibited by law. The only way to change the situation is to go to court to have the disability lifted and, if the result is positive, submit a new application to the traffic police.
    3. Diseases.

For example, when vision deteriorates, a person loses the ability to adequately assess the situation on the road and can be dangerous not only for himself, but also for other drivers. A person who has completed a course of treatment and eliminated the problem can restore his right to obtain a driver’s license.

    A few months ago, officials decided to change the exam procedure for obtaining a driver's license. However, quarantine intervened and it was decided to postpone the innovations, because... During the expected period of training of future drivers under the changed rules, isolation was introduced. Therefore, driving schools did not function, therefore, the next students did not have time to prepare for the test according to the new rules.

    Every year more and more people want to obtain a driver’s license, while the complexity of the exam process regularly increases. About 10 years ago you had to spend very few hours to get the required volume, but now the number of practical classes has increased.

    Now the time has come to introduce yet another new rules for passing exams to obtain a driver's license. The main innovation is the elimination of a separate test of driving skills on site. In fact, the ability to use a car can be tested in real traffic conditions in the City exam. What was previously tested on the racetrack will now be assessed immediately while driving in real traffic conditions.

    Statistics confidently indicate that recently the number of accidents involving inexperienced drivers has increased significantly. The number of accidents that occurred due to the fault of drivers with less than 2 years of experience increased by 10 thousand incidents in 2021 alone, which amounted to 1.1% of the total number of accidents. At the same time, the total number of accidents for the year fell by 2.2%.

    At the same time, the total number of examinations conducted increased. In total, the number of examinees increased by 5% in 2021, but not everyone made it to the driving test. In particular, only 38% of students passed the theory the first time, and only 29 percent of drivers immediately “succeeded” in driving in the city. Obviously, most students had to take the exams again.

    In 2021, the procedure for obtaining rights has undergone some changes. New conditions are stipulated in the Decree of the Government of the Russian Federation No. 1097, published in the 2021 edition.

    It is worth saying that the verification of the necessary knowledge and skills has become somewhat stricter. The test is divided into theory, initial driving skills and driving a car in urban conditions.

    Self-preparation is prohibited - testing is carried out only after completing the appropriate course at a driving school.
