How to find out how much a title for a car costs? Tax calculation parameters, amount and method of payment of state duty

The concept of the subject

For motor vehicles, the duty is charged:

  • for registering a car;
  • for issuing a Russian and/or international driving license;
  • for issuing documents, including duplicates of documents;
  • for issuing license plates, including transit plates;
  • for making changes to the vehicle passport.

Payers of state duty are:

  • individuals who are owners of movable property;
  • legal entities whose balance sheet contains movable property registered in accordance with the established procedure.

The amount of state duty collected for performing any actions is established by Article 333.33 of the Tax Code of the Russian Federation.

Payment of the fee is made by property owners before contacting the traffic police or other organizations.

Reasons for replacing a document

So, the vehicle title is the main document required for:

  • car registration;
  • sales, donations, inheritance, rent, etc.;
  • issuing an MTPL insurance policy.

The absence of a PTS does not allow the owner to perform these actions. If the document is missing for some reason, then you need to obtain a duplicate.

A duplicate PTS is issued for the following reasons:

  • The original document was lost by the owner. Many car owners carry their title with them, which leads to its loss;
  • the original PTS was stolen;
  • the document has become unusable due to wear and other factors. The information specified in the document cannot be read;
  • There are no free fields in the vehicle passport to indicate the registration data of the new car owner when the owner of the movable property changes.

Changes are made to the PTS (that is, the document is not replaced with a duplicate, and additional information is indicated in special marks), under the following circumstances:

  • making any changes to the design of road transport. For example, when replacing an engine, installing xenon headlights, and so on;
  • when changing the surname or changing the address of the owner.

If necessary, the PTS can be replaced at the registration department of the traffic police after providing the following documents:

  • a written statement indicating the reasons for changing the title. The application can be submitted directly to the traffic police (on a first-come, first-served basis or by appointment) or online through the government services website;
  • passport of the car owner or passport of the representative of the car owner. If an application is submitted by a representative, a written power of attorney is additionally required;

If the owner of the car is an individual, then the power of attorney is certified by a notary. If the owner of the car is a legal entity, then the power of attorney is signed by the manager.

  • registration certificate for the car, issued after registration with the traffic police;
  • a copy of the PTS (if preserved) in case of loss or theft of the document and the original vehicle passport in all other cases;
  • a valid compulsory car insurance policy;
  • a receipt confirming the advance payment of the state duty in accordance with the Tax Code of the Russian Federation.

Causes

A vehicle passport is the main document for a car, containing all technical information about it and information about the owner (including previous ones).

When performing any legal actions with a car, all information specified in the PTS must match the real car and the owner’s data. Therefore, it is important, when changing the vehicle or driver’s data, to make appropriate changes to the passport.

Changes are made to the vehicle passport in the following cases:

  • when changing the owner's surname;
  • when the owner of the car changes;
  • change of place of registration;
  • when painting a car or changing its components (replacing a body, engine, etc.).

As soon as any of the above has happened, you should collect a package of documents and go to your district traffic police department.

You need to provide:

  1. Passport of a citizen of the Russian Federation (if there are changes, it must contain new data);
  2. PTS;
  3. STS;
  4. MTPL policy (current);
  5. A document on the basis of which changes are made (if a change of name - a certificate, marriage or divorce certificate; if a change of owner - a purchase and sale agreement, gift, etc.);
  6. In case of changes in parts or design of the car, an expert opinion and inspection by inspection staff are required
  7. Statement.

As for the application that is attached to the package of documents, it is better to write it in advance, so as not to make mistakes later and not waste extra time at the department.

A sample application can be obtained from the official website of the State Traffic Safety Inspectorate. In the application, the main thing is to correctly enter all your data and the data on the vehicle, and also indicate the reason for the changes being made - a change in the owner’s data, a change of owner, or changes to the design of the car.

It is worth considering that when changing registration, in addition to changes in the PTS, the driver will also have to register the car at the new address.

If the changes made to the PTS do not concern the owner’s passport data, everything can be processed if you have a driver’s license instead of a passport of a citizen of the Russian Federation.

The process itself will not take much time and in the best case you will receive your PTS on the same day, although sometimes the procedure can take up to 30 days.

Another caveat is that changes must be made to the car’s passport within 10 days after the reason for this occurs, otherwise the owner will face fines for driving with an invalid title.

But in order for your papers to be accepted for making changes to the PTS, you must attach a receipt for payment of the fee for traffic police services.

Legislative acts establish the obligation of car owners to issue a technical equipment passport, which makes it possible to record the number of real owners of the car. The registration of the document is carried out by the MREO department of the traffic police. For completing registration actions, the applicant is charged a state fee, the amount of which is established in Article 333.33 of the Tax Code. Amendments have been made to this act, which come into force on January 5, 2021, but they do not affect the amount of state duty for registration actions with the traffic police. According to this act, the fee for replacing a PTS is 800 rubles. The car owner is obliged to change the document in the following cases:

  • Damage or damage;
  • Changing the data specified in the passport (we are talking about the name, patronymic and surname of the owner of the car);
  • Lack of space to add new information;
  • Change of registration data.

The owner of the car has the opportunity to obtain a duplicate of the vehicle passport, in which case this is not considered a replacement. This is due to the fact that the document will be marked accordingly, and the reason for issuing the new form will also be indicated. However, even in this case, the amount of the state fee will not change, and you will have to pay the same 800 rubles for issuing a new document.

The receipt must be printed, but essentially it is not necessary to present it, since traffic police officers have the technical ability to check the payment for services through a single electronic database.

How should organizations pay?

Legal entities can pay state fees in two ways:

  1. From the company's current account. After the payment is made, the servicing bank issues a payment order, which indicates the details of the recipient and payer, the purpose of the payment and the amount.
  2. In cash at a bank branch. To pay in cash you will need:
      an expenditure order issued by the accounting department of the enterprise and confirming the intended purpose of the funds received;
  3. power of attorney for payment from the head of the company.

After paying in cash, the authorized person receives a bank check, additionally confirming payment of the duty. All three specified documents are provided to the traffic police.

Failure to pay the state fee when replacing the PTS and performing other actions at the traffic police is a legal basis for receiving a refusal to provide the service, that is, the absence of a receipt will not allow the PTS to be replaced if necessary.

Next, select the “Transfers and Payments” item and find in it the state duty for the traffic police (the names of the points may vary slightly depending on the region). Follow the prompts on the screen and enter the traffic police details correctly. Next, enter your details and the amount of state duty. Confirm the payment via SMS and receive an electronic receipt, which should be printed.

To pay at the traffic police department, you must have a passport of a citizen of the Russian Federation with you. Most often, inspections install payment terminals through which you can deposit money for the service. There will be clear instructions on the screen for making a payment.

Sberbank terminals can speed up the payment process when there is a queue at the cash desk. You can choose to make the payment yourself using cash or card.

To do this, you should find the item on state fees, select the one you need and fill out all the data. When finished, the terminal will offer you a receipt, agree to have it printed.

The receipt for payment can be filled out manually, or through online services. The state duty is paid in many ways, both in cash and by bank transfer.
