- after 10 days or after a longer time specified in the text of the project itself, the Federal Law on Amendments comes into force, and only then new traffic police fines begin to apply.
And now the main thing! You will not find any draft laws of this kind anywhere: neither on the Government portal in the proposed drafts, nor on the official publication portal (clause 5 of the order of entry into force above), nor anywhere else.

Fine for dangerous driving

The list of such actions is clearly stated:

- non-compliance with the lateral interval;
- sudden braking, if such braking is not required to prevent a traffic accident;
- preventing overtaking.
The punishment for this offense was planned to be introduced in the fall of 2021. The bill proposes to supplement Chapter 12 of the Code of Administrative Offenses of the Russian Federation with a new article establishing administrative liability in the form of an administrative fine in the amount of 5 thousand rubles for the commission of actions by the driver of a vehicle that are qualified as “dangerous driving.” On January 27, 2021, the bill passed the first reading and was approved by the State Duma.
The State Duma planned to consider the fine for dangerous driving in the second reading before the end of January 2021. However, the bill has not yet been adopted.
Fines for compulsory motor liability insurance from traffic police cameras
A number of media outlets have disseminated information that at the beginning of November 2018, law enforcement activities will begin to identify violations associated with the failure of vehicle owners to insure their civil liability using automatic photo and video recording systems.
According to information from the State Traffic Safety Inspectorate, the obligation of vehicle owners to insure civil liability is established by Article 4 of Federal Law No. 40-FZ dated April 25, 2002 “On compulsory civil liability insurance of vehicle owners.” For failure to comply with these requirements, in accordance with Article 12.37 of the Code of Administrative Offenses of the Russian Federation, administrative liability is provided in the form of a fine in the amount of 800 rubles.
“The information disseminated by a number of media outlets that law enforcement activities on the specified administrative offense with automatic photo-video recording systems will supposedly begin at the beginning of next month is incorrect and does not correspond to reality,” said official representative of the Russian Ministry of Internal Affairs Irina Volk.
Currently, the State Traffic Safety Inspectorate of the Russian Federation, together with the Russian Union of Auto Insurers, is working on the technical possibility of recording violations related to the failure of vehicle owners to insure their civil liability using automatic photo-video recording systems. In particular, the necessary preparatory technical work is being carried out to synchronize the information systems of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia and the Russian Union of Auto Insurers.
“Until the completion of the specified work, law enforcement activities are not carried out automatically under the specified elements of the administrative offense. It will be started as soon as the information systems are technically ready,” added Irina Volk.
Penalty for summer tires in winter
Let us remind you that, as the portal has already reported, the initiative to introduce a fine for out-of-season tires has been discussed for a very long time.
Back at the end of 2021, a bill was prepared for the first reading of the State Duma, according to which a fine of 2 thousand rubles for summer tires in winter would appear in Russia (a similar fine for studded tires in summer). However, then the text of the bill caused controversy and comments. In particular, it did not note the possibility of regional authorities to increase the ban on the use of tires out of season.
On November 1, 2021, the State Duma sent bill No. 464241-6 “On amendments to the Code of the Russian Federation on Administrative Offenses (to ensure safety during the operation of vehicles)” for revision to two relevant State Duma committees - on transport and legislation. To eliminate the comments, a working group of deputies was created.
On December 14, 2021, the Federation Council decided to recommend that the State Duma expedite the consideration of this bill and adopt it in the first reading. It was assumed that the fine for summer tires would come into force on September 1, 2021.
The initiative was re-introduced to the State Duma in September 2021. The prepared document even managed to receive a positive review from the Russian Government. However, the head of the State Duma Committee on Transport and Construction, Evgeny Moskvichev, noted that the initiative in its current edition will still not pass.
On June 6, 2021, by State Duma Resolution No. 4157-7, the bill on a fine for summer tires was finally rejected. That is, at the moment there is no penalty for driving on summer tires.
Increased fine for driving without a license
The current version of the sanction of Part 1 of Article 12.7 of the Code of Administrative Offenses of the Russian Federation establishes an administrative fine in the amount of 5 to 15 thousand rubles for driving without a license. At the same time, existing law enforcement practice indicates that the established sanctions do not allow to sufficiently achieve the goals of administrative punishment and take into account the increased public danger of repeated traffic violations by persons who do not have the right to drive vehicles, including persons in respect of whom such rights were terminated due to medical contraindications.
The Ministry of Internal Affairs proposes to establish increased liability for repeated driving of a vehicle by a person who does not have the right to drive. A corresponding bill is already in the works, but to date it has not yet been adopted.
Fines for radar detectors
In October 2021, information appeared on social networks and some media about fines for the use of radar detectors. The traffic police have already denied this information.
As the portal previously reported, the authors of such messages explained this by an innovation, which was recently allegedly announced by the head of the Russian State Traffic Safety Inspectorate, Mikhail Chernikov.

Penalty for the sign "Spikes"
In the case of the “Spikes” sign, the situation is the opposite - the media hastened to report that its mandatory installation had been cancelled, but this was not the case.
From April 4, 2021, drivers driving a car on studded tires without the “Spikes” sign will face a warning or a fine of 500 rubles according to the Code of Administrative Offenses of the Russian Federation. The introduction of the mandatory “Spikes” sign caused a storm of indignation among drivers.
In May 2021, the Ministry of Internal Affairs of the Russian Federation prepared a bill on. It is proposed to exclude the driver’s obligation to install the “Spikes” identification sign on the back of motor vehicles with studded tires,” says the explanatory note to the document. Cancellation of fines for average speed

Cameras recording the average speed of cars have so far been installed only in 11 regions, including Tatarstan: “Avtodoria” operates in Moscow, the Moscow region, Samara, Chelyabinsk and Kaliningrad regions, as well as in Tatarstan.
A group of State Duma deputies led by Igor Lebedev took the initiative to enshrine in the Code of Administrative Offenses a rule according to which the recording of exceeding the established speed of a vehicle on a section of the roadway based on the calculation of the average speed will not be evidence of an administrative offense (Bill No. 494136-7 “On Amendments”) to the Code of the Russian Federation on Administrative Offenses in terms of clarifying the conditions for bringing to administrative responsibility").

The head of the traffic police, Mikhail Chernikov, denied information about fines for the driver not wearing a vest.
“The recently introduced requirement to wear a reflective vest outside populated areas at night: there are no penalties for violating the new rule, because it is absurd. You need a vest to save your life and others! After all, there are a lot of accidents related to the fact that a person is not visible at night and is hit by a car. But in no case is there such a thing that we will immediately punish everyone for non-compliance with this requirement,” commented Chernikov.
Increase in other fines in 2021
In addition to the above, in 2021 there was information about an increase in some fines to 5,000 rubles. We are talking about such violations as the lack of compulsory motor insurance, violation of the rules for the passage of railway crossings and tinting requirements.
Of those listed, only the bill on increasing the fine for violations at railway crossings actually reached the State Duma, but it has not yet been adopted.
