What is checked during a car inspection? Complete and detailed list

Good afternoon, dear reader.

Technical inspection is a procedure for checking the technical condition of a vehicle, mandatory for all drivers. Currently, passing a technical inspection is required to purchase an MTPL policy.

Most car owners are faced with the need to undergo a technical inspection no more than once a year. However, the rules for vehicle inspections change with enviable regularity, sometimes several times a year.

This article will discuss how to pass a vehicle inspection in 2021.

You will learn:

  • Who needs to undergo a technical inspection?
  • Why is a technical inspection necessary?
  • How often do you need to undergo a technical inspection?
  • How much does a car inspection cost?
  • Where to undergo technical inspection?
  • What documents are needed for technical inspection?
  • What are the requirements for a technical inspection?
  • Why do you need a diagnostic card?
  • What fine is imposed for failure to undergo technical inspection?
  • Why shouldn't you buy a vehicle inspection?

Let's get started.

Is a vehicle inspection required in 2021?

So, the first question that worries drivers is: “Do I need to undergo a technical inspection in 2021?” A technical inspection is required, but not all cars need it. Only category B cars, motor vehicles, trailers and semi-trailers that are less than 4 years old .

Note. Until April 1, 2020, it was not necessary to undergo a technical inspection only in the first 3 years.

Why is a technical inspection necessary?

Firstly, you need to undergo a technical inspection in order to make sure that your car is safe. During a technical inspection, vehicle malfunctions are identified that the driver can correct in a timely manner.

Secondly, you need to pass a technical inspection for MTPL. Currently, you can buy an MTPL policy only after passing a technical inspection (except for cars that do not require technical inspection).

Note. From March 1 to September 30, 2021, it was possible to purchase compulsory motor insurance without a technical inspection. However, the driver still had to undergo a technical inspection and provide a diagnostic card to the insurance company by October 30, 2021.

How often should a vehicle be inspected?

The validity period of a technical inspection for compulsory motor liability insurance depends primarily on the type of vehicle:

Category B cars, motor vehicles, trailers and semi-trailers - 4, 6, 8, 10 years after the year of manufacture. Then - every year .

Category C cars, training cars, taxis, buses, trucks for transporting people, cars equipped with special signals - every year .

Vehicles for transporting dangerous goods - every 6 months .

Attention! On March 1, 2021, diagnostic cards were extended:

  • until October 1, 2021 - the validity period of which expired from February 1 to April 1, 2021;
  • for 6 months - the validity period of which expired from April 1 to September 30, 2021.

Drivers often have a question about whether they need to undergo a technical inspection if the car is 4 years old. In this case, it is necessary to undergo a technical inspection, because otherwise, they will not sell you a compulsory motor liability insurance policy.

Another popular question: “Do I need to undergo a technical inspection for a new car?” If a new car belongs to category B, then there is no need to undergo technical inspection in the first 4 years.

Consider the table relating to personal cars of category B:

Year of manufacture (conditional)Year of manufacture (example)Do I need to undergo a technical inspection?A diagnostic card is issued:

How much does a car inspection cost in 2021?

The cost of a technical inspection in 2021 depends not only on the type of vehicle, but also on the region (subject of the federation) where the inspection procedure is carried out.

For example, the price of a car inspection is in the range of 300 - 700 rubles, the cost of a truck inspection is 600 - 1000 rubles.

This amount is paid directly to the organization conducting the vehicle inspection. to pay an additional state fee for technical inspection in 2021.

Therefore, to find out how much a technical inspection costs in your region, I recommend contacting the selected technical inspection operator (call by phone).

You can pay for the technical inspection at a bank branch or through special payment terminals. To do this, you need to select the point where you will undergo a technical inspection and find out its payment details. You can also pay at the organization's cash desk.

What is checked during a technical inspection?

During a technical inspection, a car is checked according to 65 points. But first of all, what is checked during vehicle maintenance is:

  • The operation of the brake system, its effectiveness, as well as a visual inspection for visible damage.
  • The presence and integrity of headlights and lighting devices. Their settings are checked for compliance with standards. If the lights are installed in other places, the card will not be signed.
  • The functionality of the steering wheel, suspension and play is checked.
  • Glass cleaners and washers.
  • Wheels and tires are checked for integrity; damage, swelling, and deformation of the discs are not allowed. The tire size must correspond to the type of car, wheels of the same size must be located on the same axle, and the tread on the tires must correspond to the season: winter - 4 mm, summer - 1.6 mm.
  • The engine system is checked for emissions of harmful components. The indicator must be within the approved standards.

In addition to the main list, what are people looking at in terms of maintenance in 2021? This:

  • car seats;
  • seat belt operation;
  • dirt-proof aprons;
  • integrity of sun visors;
  • serviceability of the sound signal;
  • adjusting rear view mirrors;
  • reliability of door locks;
  • validity of registration numbers;
  • the integrity of the windshield, there should be no cracks in the driver’s visibility area;
  • the condition of the towing device, if the type of machine implies its presence;
  • the presence and throughput of tinting; a minimum of 75% of light is allowed for side windows, and a minimum of 70% for front windows.
  • technical fluids used by the vehicle.

An innovation is the fact that the presence of a first aid kit has been removed from the required list of what is included in the technical inspection, since it does not affect the safety of the car. But this does not mean that it is not necessary to have it at all; according to the law, its presence is mandatory.

A fire extinguisher is a mandatory item in the car. And this does not depend on the type of car. Moreover, they approved volumes of at least 2 liters. They must be filled with powder or refrigerant.

Before you go for an inspection, you need to wash your car. Make sure there are special information stickers on the glass: about the student driving, an exclamation point if your driving experience is less than 2 years. You can contact the center in advance and find out what is checked during the technical inspection, for a preliminary inspection and identification of faults.

Technical inspection points

The next important question is where to get a technical inspection? There are several thousand technical inspection points in Russia. You can choose the one closest to your home in the register on the website of the Russian Union of Auto Insurers:

Map of inspection points

Enter the name of your city and click the “Find” button. After this, your city will appear on the screen with the technical inspection points marked. For complete information about the technical inspection station, click on the blue mark on the map.

I would like to note that it is currently possible to undergo a technical inspection in any subject of the Russian Federation . Therefore, if you live on the border of two regions, you can choose the point where the inspection costs less.

What is needed to pass the technical inspection?

What is checked during a technical inspection?

To successfully pass the inspection, you will need a technically sound vehicle. In this regard, I recommend reading the list of faults and conditions under which the operation of vehicles is prohibited. This document describes what is checked during a technical inspection.

In addition, there are several requirements that require additional attention:

  • First aid kit for technical inspection . The first aid kit has a limited shelf life, so before going for an inspection, check the expiration date of all components of the first aid kit.
  • Fire extinguisher . The expiration date of a fire extinguisher for technical inspection is about 5 years and is indicated directly on the body. If necessary, the fire extinguisher must be replaced.

If you just bought a car, I recommend buying a universal motorist kit , which contains a first aid kit, a fire extinguisher, a warning triangle and several other useful items.

One of the most popular reasons why a car fails inspection is a crack in the windshield . In this case, the crack should be located on half of the driver's glass in the wiper cleaning area. If the crack does not fall into this zone, you can pass the technical inspection with it.

What do VET workers look at during the technical inspection procedure?

Naturally, employees must assess the technical condition of your car. The condition of the main transport systems will be diagnosed: brakes, lighting systems, the permissible degree of play in the suspension and steering wheel, and the norms of technical fluids. Some nuances are also highlighted.

ParameterNotes

Compliance with standards and markings of lamps in vehicle headlightsEmployees must “eradicate” xenon lamps and tinted headlights.
Tire tread heightIf you own a truck or trailer up to 3.5 tonnes, the permitted tread height is 1.6mm (raised from 1mm). For passenger cars, the figure is also 1.6 mm.
Width of the dark strip on the windshieldHere the indicators remain the same: the largest indicator is 14 cm. However, if the strip was made at the manufacturing plant, the width is not subject to regulations. If you have tinted side windows at the front, the technical inspection staff may be concerned about this fact.
The presence of a special protective metal beam on the rear side of the truck, if this is provided at the plant that manufactured this vehicleHowever, if this item is not provided for in production, then the presence of such a beam may not be considered. The presence of some functional non-factory vehicle parts is unacceptable: a “sophisticated” exhaust system or a sports steering wheel.
Operation of emergency call devices in case of an accidentNote that this criterion is not yet very relevant, because cars with such capabilities began to be produced only in 1917.
The amount of exhaust gases and noise levels during vehicle operationThis applies not only to trucks or cars, but also to mopeds, motorcycles, tricycles and ATVs.
Presence of a motorist setThis includes a first aid kit, fire extinguisher and warning triangle. Pay attention to the expiration date of the first aid kit and fire extinguisher. The latter has it written on the body, amounting to five years.

What is checked during the procedure

An expert from an accredited organization evaluates the car by: Similar posts

Is it possible and how to find out the number of the previous driver's license

  • instrumental diagnostics;
  • analysis of the authenticity of license plates;
  • availability of a first aid kit and fire extinguisher;
  • checking the functionality of the ignition switches and those located on the car doors;
  • control of vehicle technical fluids;
  • analysis of the effectiveness of the braking system;
  • checking the steering, shock absorption systems;
  • exhaust toxicity measurements.

If the car successfully passes the technical check, the owner or his representative is issued a diagnostic card. This is a document that records the results of an inspection of a fully equipped car for clearance before further driving.

The paper is drawn up in two copies, assigned a unique number, and certified by the signature of an expert. The first copy is given to the car enthusiast, the second remains with the specialist.

What defects and damages will the car definitely not pass MOT?

The vehicle will not be allowed for inspection if the car owner does not provide the documents required for the procedure.

The car will not pass MOT if the following inconsistencies are present:

  • Malfunction of the car's brake system. Its non-compliance with GOST R 51709-2001. This implies a violation of the integrity of the hydraulic brake system, low pressure, and failure to effectively stop the car.
  • The steering is faulty.
  • Disadvantages identified in external vehicle lighting devices: type, color, quantity. Non-compliance with GOST R 51709-2001 for headlight adjustment. Inoperative condition of external lighting devices and reflectors. Installed on the car:
  • on the front sides there are additional lighting devices with lights of any shade, with the exception of white, yellow, orange;
  • non-standard reverse lights and car sign lighting with lights of all colors except white.
  • The car has non-working windshield wipers or washers.
  • The tires have damage and tread separation.
  • Nuts and bolts are missing, there are irregularities in the shapes and sizes of the mounting holes.
  • Harmful substances in exhaust gases exceed the limit set by current standards.
  • There are leaks in the fuel system.
  • Malfunctions were detected in the exhaust channels for removing exhaust gases, and a defect in the integrity of the crankcase ventilation.
  • The noise level of the motor exceeds the limits of the established standard according to GOST R 52231-2004.

Other deviations in the design of the car that will not allow you to pass the inspection:

  • Auto horn malfunction.
  • Installation on body parts and glass of coatings and additional systems that limit the driver’s visibility.
  • The class of rear view mirrors does not comply with GOST.
  • The number and location of rear view mirrors do not meet the standard.
  • Lack of protective rear device, aprons and mudguards (for dirt protection purposes).

If the expert identifies violations, the driver of the car is obliged to remove existing deficiencies within 20 days. After this period, he is allowed to provide the car for inspection again.

If the vehicle is checked by the same expert, only those parameters that were faulty the last time are examined. If a car enthusiast decides to undergo MOT elsewhere, his vehicle is checked again.

By contacting an accredited organization, you can undergo a vehicle inspection and receive a diagnostic card. The procedure, depending on the region, operator prices and vehicle parameters, costs between 300-1000 rubles for passenger cars and 600-1200 for trucks.

With the card you are allowed to come to the insurance company to issue an MTPL policy. It is important to take into account that when its validity period expires, you must undergo a new MOT, even if the insurance is still valid.

Diagnostic inspection card

Based on the results of passing the technical inspection, a diagnostic card .

This document is a regular A4 sheet, filled out on both sides and certified by the signature and seal of the technical inspection operator.

An example of a diagnostic card is shown in the figure on the left. Usually the map is printed in black and white, but sometimes color forms are also available. The color of the card is not of fundamental importance.

The diagnostic card contains the results of the technical inspection. If everything is in order with the car, you can use the diagnostic card to purchase an MTPL policy.

Otherwise, you should eliminate the faults and come back for a technical inspection. Repeated verification procedure requires a separate payment.

If you have doubts about the authenticity of the diagnostic card, you can check the results of the technical inspection using the EAISTO database.

Note. When issuing an MTPL policy, the insurance company checks the diagnostic card against the database of the union of motor insurers. In this regard, you should not try to prepare this document yourself; the deception will be exposed immediately.

Experienced car owners still remember the times when inspection results were issued in the form of a special small coupon. In 2021, technical inspection tickets will be issued.

What documents do you need for technical inspection?

Technical inspection is a mandatory procedure that is carried out for all vehicles.

Based on its results, a diagnostic card is issued that allows you to issue or renew a compulsory motor liability insurance policy. In recent years, the rules for undergoing maintenance and the list of documents have changed somewhat. For example, as of 2021, the previously issued coupon has become obsolete. What documents are needed today to successfully pass a technical inspection?

Mandatory equipment for vehicle maintenance

You need to be prepared to undergo a technical inspection.

Technical inspection 2017

All cars, in addition to the basic documents for maintenance, must have the following equipment:

  • Fire extinguisher. The volume of equipment cannot be less than two liters.
  • Vehicle emergency stop sign.
  • Wheel chocks if a truck arrives for maintenance.

The motorist who, in addition to the documents for vehicle inspection in 2021 and subsequent years, has not provided the above elements will not be able to receive a diagnostic card. A first aid kit is not mandatory, but it is still necessary.

During the first two years after receiving a driver's license, citizens are required to stick a special sign on the glass of their vehicle. This is another condition for successfully passing the technical inspection.

There is another important question that worries many motorists: do the documents for passing a technical inspection include a medical certificate?

A medical examination is not required before each maintenance. Having a medical certificate for a technical inspection is not a mandatory document for obtaining a diagnostic card.

List of main documents

So, it has already been clarified whether a medical certificate is needed to undergo an MOT and what basic equipment the car must include in order to successfully complete the procedure. Now all that remains is to find out the list of documents for technical inspection.

Documents for car inspection

It is important to note here that the amount of documentation varies depending on the type of vehicle and whether an individual or legal entity owns the car.

  1. New vehicles.

New cars weighing up to 3.5 tons must undergo their first technical inspection only after three years from the date of purchase. In the future, the frequency of maintenance is 1-2 years. The list of documents in this case will be the same as for supported cars.

  1. Used car.

The documents required to pass the technical inspection of a used car include:

  • A document on the basis of which the driver can be identified (passport, etc.).
  • Vehicle registration certificate.
  • Driver license.
  • PTS for a specific car.

If a citizen brings a car that does not belong to him for inspection, he is obliged to provide a general power of attorney, which is signed by the owner.

In cases where the motorist does not provide one or more of the documents listed above, or they raise questions among the specialists of the maintenance point, the latter have the right to refuse to conduct a technical inspection. In this case, the driver receives a written notification justifying this decision.

  1. Motorbike.

The list of documentation required to pass a motorcycle inspection is no different from the list above.

  1. Legal entity.

For legal entities, it is necessary to prepare a slightly larger volume of documentation, which includes:

  • identification document of the person (passport or other) who brought the car for inspection;
  • power of attorney to drive a vehicle issued by the legal entity to which this vehicle is assigned;
  • PTS or registration certificate, which can be replaced with copies certified by the head of the organization that owns the car;
  • the charter of the legal entity or its copy certified by a notary;
  • certificate of registration of a legal entity or its copy certified by a notary;
  • certificate from the Unified State Register of Legal Entities or a copy thereof;
  • a certificate of issuance of All-Russian classifier codes by the organization (can be replaced with a notarized copy);
  • confirmation that the state fee for technical inspection has been paid;
  • documents on the basis of which you can obtain complete information about the organization (name, location, etc.).
  1. Truck.

Trucks and trailers intended for transporting particularly dangerous goods are required to undergo technical inspection every 6 months.

Documentation for the procedure carried out in relation to this category of cars includes:

  • driver's identification document;
  • vehicle registration certificate;
  • driver license;
  • PTS;
  • general power of attorney when the car belongs to a third party.

If desired, at the service station before starting the procedure, you can order a technical inspection certificate of an international format.

  1. Taxi.

Taxi inspection documents

For taxis, the same documents are required as for passenger cars. However, in this case, it should be noted that unscrupulous maintenance operators may require additional certificates and other things from the owners of this category of transport. In particular, there are often cases when, at a technical inspection point, the latter’s specialists request an agreement to place advertising on the body of a vehicle. This requirement directly contradicts the law.

It is important to remember that a taxi driver provides the same documents as the owners of passenger cars.

Technical inspection operators do not have the right to refuse to carry out the procedure if motorists do not provide additional contracts, certificates and other things that are not provided for by law.

What does a lack of technical inspection entail?

Today, for the absence of a diagnostic card, penalties are provided for the following categories of drivers:

  • Taxi;
  • buses;
  • vehicles equipped for transporting people (the number of seats must be more than eight);
  • vehicles intended for the transport of dangerous goods.

In the latter case, the diagnostic card is valid for only 6 months. However, the MTPL policy for the specified type of vehicle is issued for a year. That is, insurance can be valid even if the technical inspection fails. However, in the event of an accident, there is a high probability that the insurance company will force the driver of the vehicle to pay for the damage from their own funds.

It is important to note that you do not need to carry a diagnostic card with you. Any demands from the traffic police to present it directly contradict current legislation. Confirmation that a technical inspection of the car was actually carried out is the presence of a valid MTPL policy.

Fine for lack of technical inspection

A fine for driving without a technical inspection can currently only be imposed on the driver of a passenger taxi, bus or truck intended for transporting people, or a vehicle for transporting dangerous goods. Its size is 500 - 800 rubles .

No fine is imposed on other drivers for lack of technical inspection; in addition, it is not necessary to carry a diagnostic card in the car.

However, without a technical inspection you will not be able to buy an insurance policy, which will entail another fine:

Fine for lack of compulsory motor liability insurance

What happens if you don’t pass MOT?

There are no fines for driving a car without a technical inspection, but without a valid diagnostic card you cannot obtain compulsory motor vehicle liability insurance. For the absence of an insurance policy, the driver will be fined 800 rubles. If a motorist without compulsory motor insurance causes an accident, he will have to pay for the damage himself.

Even if the driver has a valid MTPL policy, but the diagnostic inspection card has expired, there will be difficulties with payment: the insurance company may demand a refund of the money, citing the technical condition of the car.
