New car registration rules come into force in October 2021
On September 26, 2018, the final version of Order No. 399 of the Ministry of Internal Affairs “On approval of the Rules for state registration of motor vehicles and their trailers in the State Road Safety Inspectorate...” was published on the official Internet portal of legal information..., which replaces the registration rules approved by ten-year-old Order No. 1001 .
The order will come into force on October 6 this year, thereby putting on the shelf outdated registration rules that have been in force since 2008. It is worth noting that the attempt to make global updates to the registration actions failed the first time; the first version of the order remained on paper due to the fact that during its consideration many nuances changed in the legislation that the document did not take into account. Therefore, we had to make adjustments and work on the second version of the order of the Ministry of Internal Affairs. Today, on the eve of the October changes in vehicle registration in the country, we decided to once again go through the main points of an important regulatory draft order, which is about to become law for motorists for many years to come.

Despite the extensiveness of the document, which details on 27 pages all the intricacies of registering cars and motorcycles, as well as trailers for them in a new way, the main updates can be grouped in the following areas:
Changes in registration actions for installing a new engine on a car;

Methods for registering a car in 2021
So, what are the three ways to register a vehicle in 2021:
- There is a live queue at the traffic police department - you come to the traffic police on your own, having with you the necessary documents and the paid fee. You need to get in line among other car owners like you.
- Registering in the queue through “State Services” - if you are registered on this portal, you can select the date and time of your visit to the traffic police department. Having arrived with the necessary documents and paid fees, you will not have to join the general queue. You are already registered in a separate queue, and you will be called at the right time.
- Filling out an application on the “State Services” portal - in this case, you not only make an appointment with the traffic police on a certain date and time, but also fill out an application for car registration online, entering data on all documents and paying the fee on the website. Of course, you will need to come to the traffic police department to verify the numbers and issue a registration certificate. However, this option is also beneficial from a financial point of view - state duties on the State Services website are paid with a 30 percent discount.
Of course, when choosing one of the options for registering a car in 2021, what matters first is whether or not you have a confirmed account on the government services portal.
If you do not have such an account, you only have the first option - to clarify on what days and at what time the traffic police department closest to you registers vehicles (this can also be done on the traffic police website).
If you have an account and you have a bank card, we recommend using the third option with a complete application completed electronically and payment of the fee on the portal. This way you will save 30% of the cost of state duty.
According to the new rules, is it necessary to register a new engine with the traffic police?
It will be possible to install a new engine on the car without any additional purchase and sale agreements for the power unit, as is currently required by law. That is, without any additional actions, from October 6 it will be possible to install a new engine in a car and drive such a car without any additional actions, provided that the engine is actually legally clean. A traffic police inspector checking a car on the road will not be able to make any claims. Therefore, according to the new rules, there is no need to register a new motor.

According to the innovation, it is now allowed to register cars with electronic vehicle passports (EPTS). They will include all information about the car and its owners: about the passage of technical inspections, compulsory motor liability insurance policies and drivers included in them. There will also be a note indicating whether the car is pledged to the bank or, perhaps, was previously there.
From November 1, 2021, the use of electronic PTS will become mandatory for registering all new cars. Previously issued paper PTS will continue to be valid. The car owner will be able to replace them with electronic ones at his own request. In case of loss or damage to the PTS, the owners, as before, will be able to receive a duplicate of it.
Another change concerns the replacement of engines in vehicles. Previously, this procedure caused many problems for drivers. Traffic police inspectors could demand a whole package of documents, including a purchase and sale agreement for a new unit, and often refused further registration of the car.
Now you can simply install a new engine in your car and continue driving. The order only stipulates that the motor must be similar to the one removed. Neither the new nor the old owner needs any documents for the replaced engine when re-registering the vehicle.
The new order provides for the possibility of collective ownership of a car. Previously, a common car was recognized only if it was jointly acquired property of the spouses. Now even unrelated owners can come to the traffic police and choose who will register the vehicle. If it is not possible for everyone to come at once, the chosen one can appear at the State Traffic Inspectorate with a notarized consent.
Also, the new order allows you to register a car not only with a passport, but also with a temporary identity card. In addition, when changing cars, car owners will be able to retain their state registration plate for 360 days, and not 180, as was the case before.
