State duty for deregistration of a car with the traffic police in 2021

Suspension of registration or its termination?

There are many reasons for deregistering a car with the traffic police. Each has a special registration procedure. In 2021, previously canceled procedures, often perceived as equivalent, became available - deregistration of a vehicle and termination of registration.

Withdrawal means suspension of registration . Applicable for:

  • sale;
  • hijacking;
  • loss of a vehicle;
  • to remove legal liability from the previous owner for the use of the car by third parties;
  • to keep your old license plates when selling a car;
  • death of the owner;
  • liquidation/bankruptcy/reorganization of legal entities. the person on whose balance sheet the vehicle is located;
  • expiration of the car leasing agreement.

Suspension of accounting is used in cases where time is required to change the status of a car.

Termination of registration by the State Traffic Safety Inspectorate - all data on the vehicle is removed from the register and sent to the archive. The procedure is resorted to after an accident (an insured event, in case of severe damage to a car, its part, or assemblies), when disposing of a vehicle (including under the state recycling program), or when exporting it outside the country for a long period of time (forever).

How to properly design a motorcycle

Understanding their responsibility for riding an unregistered moped, law-abiding motorcyclists will want to legalize their vehicle with the State Traffic Inspectorate. But in order for this procedure to go through as quickly as possible, all its stages should be considered in advance. Otherwise, the refusal of MREO employees to register the equipment will force you to fill out an application and prepare all the necessary documents again. And this takes a lot of time.

Stages of the procedure

In accordance with the traffic police regulations, registering a motorcycle in the database takes place in three simple steps:

  1. Passing a technical inspection (before legalization, any vehicle is checked for compliance with the design and the similarity of its numbers with the data from the PTS. Such an inspection is carried out with each change of owner. Its fixed cost for scooters and motorcycles of category A is 200 rubles);
  2. Obtaining compulsory insurance (a compulsory motor liability insurance policy must be issued a few days before contacting the traffic police. This way you will save your time and save the State Traffic Inspectorate employees from additional hassle);
  3. Registration of the motorcycle (the last stage at which the owner is required to provide a full package of documents for verification, including a receipt for payment of the duty. If there are no problems with the law, the driver will be issued a new title within 3-4 hours, which will indicate the completion of registration his vehicle).

Attention! You can submit an application for legalization of category A equipment not only to the traffic police department in your region of registration, but also to the nearest MFC structure. This body has no territorial connection to the motorist’s place of residence, and therefore all citizens of the Russian Federation, without exception, are allowed to use its services.

Required documents

It was previously mentioned that registering a motorcycle with the traffic police in 2021 occurs only upon presentation of a complete package of documents, which includes:

  • MTPL insurance policy;
  • PTS;
  • Passport of the new owner of movable property;
  • A written application with a request to register the vehicle in the traffic police database;
  • Receipt for payment of state duty;
  • A certificate of invoice, or a deed of gift for legalized property.

If the equipment arrived from abroad, then customs forms confirming its customs clearance should be attached to the listed papers. Without these documents, it is impossible to obtain a coupon and new license plates for the vehicle.

What documents are needed at the traffic police?

To carry out registration actions with the MREO, the owner of the car or his authorized representative must have a package of documents available:

  1. Statement. You can download the form on the State Services website. In some cases it is written in free form, by hand.
  2. Civil passport of the vehicle owner. For legal entities persons – this is an extract from the Unified State Register of Legal Entities. The representative acting on behalf of the owner must present a passport and a power of attorney (notarized).
  3. Vehicle sale agreement or document certifying the right of ownership/disposal (confirming the fact of transfer of ownership).
  4. State receipt duties (when deregistered for export of a vehicle abroad, in other cases the state duty is not paid).
  5. Certificate of registration (CTC), vehicle registration certificate.

The list of documents depends on the reason for deregistration. When an insured event occurs, the MREO requires a conclusion on the technical inspection of the vehicle. It is issued by a traffic police inspector and is valid for 20 days from the date of issue.

When recycling, you need vehicle license plates, a certificate or certificate of recycling. In cases of theft/theft, the owner is obliged to provide the traffic police with a notice/certificate from the police about the crime confirming the absence of the vehicle at the time.*

*When the car is found, registration can be resumed from the moment the car is handed over to the owner.

Procedure for vehicles after an accident or burnt out

The procedure for deregistration during disposal and sale will differ.

What actions should be taken upon disposal?

The process of deregistration of a wrecked car for subsequent scrapping is established by Order of the Ministry of Internal Affairs of Russia dated December 21, 2019 N 950.

The document provides for the following procedures:

  1. Submitting an application and other required papers to the traffic police.
  2. Inspection of the car by specialists with the preparation of a technical condition report.
  3. The inspector makes a decision on deregistration and documents this decision.

How to sign up?

You can make an appointment with the traffic police on special government portals.

  • Public services. To make an appointment, your account on the State Services website must be confirmed. It can be confirmed at the service center by presenting your passport and SNILS.
      On the State Services portal you need to register and/or log into your personal account.
  • In the catalogue.
  • Next, go to “Vehicle Registration”, then “Deregistration”.
  • Select the category “In connection with disposal”.
  • A page will open containing all the necessary information about the service; click on the book an appointment button (located on the right).
  • Autocode. Residents of Moscow can use the Autocode website. This also requires registering a personal account.
      On the main page, in the “Pre-registration” section, select “Register at the traffic police”.
  • Then the type of pre-registration is selected (disposal, loss, theft, termination of registration after the sale of the car).
  • After that, you fill in your passport details, PTS number, select a traffic police department and a convenient date for your visit.

Required documents

  • identification card of the owner of the car;
  • vehicle passport;
  • vehicle certificate;
  • application from the owner according to the established form;
  • number plates;
  • receipt of payment of state duty (issuance of a certificate for vacant numbers).

If the documents are submitted not personally by the owner, but by another person, then a power of attorney is required.

How to deliver a damaged vehicle to the traffic police?

There are two ways to deliver a wrecked car for inspection to the traffic police::

  1. Using a tow truck.
  2. Call a specialist from the traffic police to inspect the scene of the incident.

The inspector must draw up a technical condition report, which will confirm that further operation of this car is impossible. The report indicates: place and date of inspection, make, model, year of manufacture of the car, date of purchase, license plate number, color, engine and body number, mileage, technical condition of each of the main units, assessment of the condition of the car as a whole and conclusion.

State duty

The deregistration procedure itself is free, but upon disposal you must pay 350 rubles for a certificate for the released numbered units .

After the car has been scrapped, it is no longer possible to sell it (at least in a legal way), since the Traffic Inspectorate will have a corresponding mark in its database, and the license plate and documents for the vehicle will be confiscated and cancelled. It is also not possible to restore the account.

Algorithm for deregistering a car

Deregistration consists of 4 main stages:

  1. filling out and submitting an application;
  2. making an appointment;
  3. visiting the State Traffic Safety Inspectorate, providing the inspector with documents.
  4. checking the status (ownership) of the car (on the website of the state traffic inspectorate).

By law, deregistration of a car, with the exception of some cases, is an optional procedure - re-registration is the responsibility of the new owner. But it happens that the owner is in no hurry to register the car in his name. Then fines, transport and property taxes will be sent to the previous address. It is possible to protest the need for payments to government agencies, but this can take a long time and requires either correspondence with the tax or traffic police department, or their visits. You can read about registration here.

Termination of vehicle registration due to loss or inability to use

  • Sample application for registration
  • Sample application for termination of registration
  • Termination of vehicle registration after sale
  • Termination of vehicle registration due to loss or inability to use
  • Termination of vehicle registration due to theft (theft)
  • Application to the traffic police
  • Vehicle Passport (PVC)
  • Vehicle Registration Certificate (VRC)
  • Passport or other identity document
  • OSAGO policy, insurance
  • Receipts for payment of state duty for registering a car with the traffic police
  • Donation agreement (form)

A car is deregistered according to several parameters provided for by the legislation of the Russian Federation:

  1. The machine is unsuitable for further use and must be disposed of;
  2. The car is out of order, but you can sell individual components;
  3. Due to the loss of a car, theft, death of the owner or sale;
  4. If you need to travel or sell abroad.

Timing of the procedure

Deregistration of a car takes from a few minutes to three days. More time is spent on preparation - collecting documents, registering with the traffic police, choosing a traffic police.

After registering the sale of a car, the owner is obliged to register it independently. If this does not happen, on the 11th day the previous owner can apply to the traffic police himself, with an application for deregistration, with documentary evidence of the sale (agreement). This can be done regardless of the location of the sold vehicle, at any branch of the MREO.

Can they refuse to deregister? Causes

The reasons for refusal to deregister a vehicle may be an incomplete package of documentation or a court decision that placed the vehicle under arrest. The full list of restrictions for registration actions is prescribed in Federal Law No. 283, Article 20:

  • Prohibition on registration actions with vehicles.
  • Incompetence of the person who applied to the traffic police to deregister the vehicle;
  • Failure to comply with the requirements of the MREO. These are blots, unauthorized corrections of records, unreliability of PTS data;
  • Problems with the electronic vehicle passport;

The traffic police formalizes its refusal in a written notification, which indicates its reasons. Therefore, if you need to deregister a car without unnecessary hassle and for sure, the vehicle owner can use it.

How to deregister a car in 2021?

Many owners are interested in the question of whether it is necessary to deregister a vehicle if the owner plans to return it under the trade-in program. In this case, there is no reason for anyone to visit the MREO in 2021.

The fact is that while the vehicle is in the dealership, it is registered with the previous owner. After the sale and the conclusion of the purchase and sale agreement, the responsibility to complete all registration actions in a timely manner falls on the new owner. The processing time remains the same and is 10 days.

The list of documents for deregistering a car without inspecting the car in 2021 differs depending on the situation.

In 2021, a sales contract may be required to prove ownership of a vehicle. However, most situations that serve as a reason for deregistering a car do not require its provision. The paper must be included in the list of documents if the procedure is carried out in connection with the sale of a car. The law allows the former owner to independently initiate the procedure if the buyer has not registered the car in his name within 10 days.

Deregistration of a car without license plates and inspection in 2021 is carried out in the following cases:

  1. the citizen sold the car;
  2. the car was lost;
  3. the vehicle was completely scrapped;
  4. temporary registration has ended;
  5. the car was taken abroad;
  6. the vehicle was stolen.

In all of the above cases, it is not possible to provide license plates. To terminate the registration of a car without presenting the car, you will need to prepare a package of documents and then contact the authorized body. A citizen must understand that the law prohibits deliberate misleading of law enforcement officials. This may result in criminal prosecution.
