Moscow Government Decree No. 289-PP dated May 17, 2013 established areas with paid parking zones. According to this document, territories of paid parking lots in the center of the capital, the procedure for parking there, and the cost of one parking space depending on the location and time of day were introduced.

Since 2013, after the list of paid parking areas was approved at the legislative level, some zones were located in the area of ​​the Third Transport Ring (TTK). This innovation made it possible to make the movement of pedestrians more convenient, rationalize the movement of vehicles and streamline the location of parking zones in the metropolis.

Since 2014, streets of such districts as Arbat, Tverskoy, Meshchansky, Dorogomilovo, etc. have been included in the expansion of the parking space of the capital. A complete list of current parking zones in Moscow can be found in Appendix No. 1 to the above Government Resolution.

What rules should you follow in the parking lot?


Requirements for paid parking are specified in Article 13 of the Federal Law of December 29, 2017 N 443-FZ (as amended on April 15, 2019) “On the organization of road traffic in the Russian Federation and on amendments to certain legislative acts of the Russian Federation.”
The requirements for free parking are set out in Article 12 of the above law. Paid parking zones appeared in 2013 in Moscow, and over time gained popularity in all major cities of Russia. Despite the fact that at such parking lots there is no person watching and accepting payment, it is mandatory to pay for parking, otherwise the motorist will receive a fine. All entering vehicles are recorded, so parking your car unnoticed will not be possible.

How is a parking zone determined?

Sign 6.4 “Parking” is installed in parking areas. If parking is paid, then an additional sign 8.8 is installed under sign 6.4, which depicts circles with the numbers “10 15 20”. Signs may be accompanied by information boards: “You are entering a paid parking zone” and “You are leaving a paid parking zone.” As a rule, a paid parking area is adjacent to the roadway, sidewalk, curb or bridge.

Without a sign “10 15 20” the parking area cannot be considered a paid one.

The coverage area of ​​signs 6.4 and 8.8 in the absence of markings is determined as follows:

  1. Until the next intersection.
  2. No closer than 5 meters to the next roadway.
  3. If there is a sign under sign 6.4 indicating the distance in meters, the coverage area is determined by this position.
  4. Before the “No Parking”, “No Stopping” or “End Parking” signs.

The area up to the road sign is not included in its coverage area, so there is no need to pay for a car parked in front of the sign.

How does it work

The territory is controlled by parks. This is a special device in which a lock is activated via GPS, which includes two cameras for filming the license plates of currently parked cars and the general plan in the parking lot. Vehicle numbers are transferred to an electronic database.

As a result of the analysis, cars of citizens of preferential categories, special equipment and government official vehicles, as well as cars for which parking has been paid are automatically removed from the “debtor” database. If the driver does not pay for parking, the data will go to the traffic police, after which a fine will follow.

  • organize the location of parking spaces in the city.

Cost of a car seat in 2021

The price of 1 hour of Moscow parking is determined directly by the Government of the capital in accordance with Resolution No. 798-PP of December 3, 2013. In accordance with this document, payment is made at the following rates:

  • Parking on the busiest streets on the Garden Ring depends on the time of day. From 8.00 to 20.00 a differentiated tariff is applied, when the hourly price increases after the 1st hour of parking. For example, on the Boulevard Ring the first half hour costs 50 rubles, then the cost is 150 rubles. for 1 hour of parking;
  • on some streets of the Garden Ring the first hour of parking will cost 60 rubles, and subsequent hours – 100 rubles. for every hour;
  • within the Third Transport Ring, the hourly cost of a parking space is 60 rubles.

How to save money

If the driver regularly uses parking services, then a very good option to save money is to purchase a monthly or annual parking pass. The cost of this service is:

  • in the zone on the outer side of the Garden Ring and up to the metropolis 15 thousand rubles. per month, 150 thousand rubles. in year;
  • when parking from the outside of the Boulevard Ring to the capital, the driver can buy a monthly subscription for 20 thousand rubles, and an annual one for 200 thousand rubles;

What is paid parking

The appearance of paid parking in cities has two goals - ridding transport routes of cars and improving the environment. Those who do not want to pay leave their cars at home, and people who do not want to do without personal transport will contribute money to the city budget. The funds paid by motorists are distributed among the districts of the locality, distributed in proportion to the earnings of each of them.

A fee for leaving cars is charged at sites adjacent to the roadway. They were always designated by the letter "R". This territory is marked with special marks, and within the site itself the boundaries of each space for a car are drawn. Almost every driver knows how a parking space is marked - the area is demarcated by solid lines located in parallel. The markings are applied perpendicularly or in a herringbone pattern. Additionally, spaces for disabled people or electric vehicles are designated.

If there are several paid platforms in the city, then an information board is installed next to them, notifying about the identification number. It is entered into the database and appears in the traffic police documentation. It is also necessary for motorists to pay for a parking space.

Tariffs valid for a specific site are set by the city authorities. Most often, the city is divided into zones - the closer to business districts, the more expensive parking is. However, parking is prohibited on highways adjacent to such sites.

Payment options for parking

Drivers have several methods of paying for parking in the capital. The car owner can choose the most suitable one for himself:

  1. Using a parking meter. In this case, only parking or bank (credit, debit) cards can be used;
  2. Using a personal parking account when registering on the MosParking portal or installing the Moscow Parking mobile application for smartphones;
  3. By purchasing a parking pass for a month or a year. But in this situation, you can park only in those parking lots that are covered by the subscription.

Important: Within 15 minutes after the car owner occupies the space, payment must be made.

But there are some exceptions that apply in the following situations:

  • if the driver has the right to free parking;
  • if you have a paid resident parking permit;
  • if parking is paid in accordance with clauses 3.2 - 3.3 of Moscow Government Decree No. 289-PP and parked between 8.00 and 20.00.

How to pay through the MosParking portal

Payment for parking can be made without leaving home through the Moscow Parking Space web resource. First you need to register to receive a personal account. You should link your virtual account to it, which can be topped up from a bank card. In this case, the amount payable is written off when the driver parks the car in the allocated parking space and until it is removed from the parking lot.

Is it possible to avoid paying a parking fine?

If the fine has already been made, you are probably wondering how to avoid paying a parking fine in Moscow? If you do not pay the debt, there is a proven algorithm for the development of the situation, which represents a scenario according to which, after receiving a fine, you are given 60 days to pay it. The decision can be appealed or contested within 10 days. But an appeal or challenge must be made if there are grounds for the procedure in question.

That is, according to all deferments, 70 days are given to voluntarily pay the fine if parking is not paid on time. During the period under review, the violator will not feel any coercive measures, the purpose of which is to force him to return the funds. If a person has not taken any action to return the money and the period has expired, then he will be fined again. Now for an amount that is twice the previous fine. That is, if the fine was initially 5,000 rubles, now you will have to pay 15,000 rubles.

If a person continues to ignore the situation, he will be arrested for 15 days or forced to perform forced labor (at least 50 hours). If this does not help and you do not dispute the case, then get ready for the bailiffs to take over the case and forcefully seize the property for payment. Money can be collected in different ways. For example, by seizing property, bank accounts, withholding the required amounts from the debtor’s income (deducted monthly from salary, etc.), blocking the debtor’s ability to travel to other countries or taking away his rights.

One way out is to challenge the fine, but this is not always possible. If you don’t do this, it becomes increasingly difficult to get away with it. And it is almost impossible to ignore the fine, since the measures that can be taken against the debtor in no way correlate with the trifling amount of the debt.

Who is entitled to free parking in the capital

In accordance with the resolutions of the Moscow Government, preferential categories of citizens have the right to park without paying. Such persons include:

  • employees of operational services: police officers, fire service officers, emergency medical services, FSB, etc. Their cars are equipped with special signs, painting and signatures;
  • disabled people have the right to park for free in those spaces that are specially designated for them;
  • WWII participants, prisoners of concentration camps, places of forced detention during the Second World War, participants in the defense of Moscow during the Second World War;

The only drawback of the service is that you will not be able to find out in advance about the availability of free places; this is not yet provided for by the developers.
