What are the changes?
The fact is that on June 15, 2015, the Ministry of Health adopted Order No. 344n, which is just coming into force. In accordance with it, such a certificate must now be filled out by a doctor using a special new form (form 003 v/u), but only after the citizen has presented a passport. All lines must be filled in with a pen (exclusively blue, purple or black) in legible handwriting. It is also allowed to fill in the empty fields of the certificate form using computer technology.
Attention! The fact that there is now a new sample of a medical certificate for a driver does not mean that the old certificates lose their legal force. The exception is those that are already considered invalid by law (for example, expiration date).

Validity period of a medical certificate for a driver
New medical certificates based on the 003-B/U form began to be valid on July 1, 2021 and replaced the previous form F No. 083/U-89, in force since 2010. The updated form now lacks the “validity period” line, so it is not at all obvious for how long the medical certificate of license is valid.
The Internet offers extremely contradictory information on this matter. Terms of one, two, three years are called. Some people believe that the validity of a driver's medical certificate should correspond to the validity of a driver's license, which means it does not need to be changed for 10 years. This assumption is incorrect.
How long is a driver's license certificate valid? The new medical certificate 003-В/У will be valid for 1 calendar year from the date of its receipt. This period is established by Order of the Ministry of Health No. 344n dated June 15, 2015.
This period will not be indicated on the new form (only the date of issue). The validity period of a driver's medical certificate does not in any way affect the validity of the driver's license.
Certificate 003-В/У can be used until its full expiration date (12 months from the date of issue). The document is valid at traffic police departments even on the last day.
Medical certificates previously issued with a validity period of 2 or 3 years are valid until the expiration of these periods. In old forms, the validity period of the certificate is written to the right of the driver’s photo.
Responsibility for lack of certificate 003-В/У
The traffic rules do not regulate the mandatory presence of a medical certificate while driving a vehicle, so collecting a fine for its absence is impossible. However, if the certificate is missing or expired, it is impossible to obtain a driver’s license in cases of replacement, loss or return.
A license certificate is not issued in case of refusal to undergo one or another medical examination provided for by law.
It is highly not recommended to buy fake certificates and certificates without going through a doctor. If this fact is clarified, the driver’s license issued on the basis of such a “document” will become invalid.

What information is included in the new certificate?
In accordance with the regulations, a new driver’s medical certificate in 2021 must contain the following information (special fields are provided):
- last name, first name and patronymic of the citizen (full name);
- date of birth according to passport data;
- residential address (registration, which is indicated in the passport);
- date of issue of the driver's license certificate;
- restrictions and contraindications that should be taken into account when allowing a driver to drive a vehicle (options are listed, the necessary ones should be underlined);
- admission to certain categories of vehicles (the doctor must indicate in the table which categories the person is admitted to);
- restrictions for certain categories of vehicles;
- additional medical clarifications (for example, that a person is allowed to drive a car only with an automatic transmission);
- information about the doctor who issued the certificate (full name), as well as signature and wet seal.
Please pay attention! Most of the information is filled in in accordance with the person’s passport data. You need to make sure in advance that you have it with you when visiting a medical facility.
What fields have been removed from the help?
- Many drivers wonder: is a photo required for a medical certificate? With the recent photos, a medical certificate is no longer needed. The updated certificate form does not have space for a photo.
So now it will be much cheaper to issue this document required to replace a driver’s license.
- The “Expiration Date” field was also excluded. Now a medical document is provided for a year.
The new certificate has no fields that were previously filled out by doctors. The examination data is now entered into the medical record. Based on such cards, certificates are issued to the traffic police.
It is important for drivers to take into account that the new certificate form does not include a lot of information. It no longer requires photography. Previously, the photo size for a certificate was the same as for any identification document. Therefore, the new certificate form is included on sheet A5. The last certificate form was not so convenient.
What changed?
The main change that appeared in the form of a new type of certificate for the traffic police is the absence of a citizen’s photograph. Indeed, in old-style documents, a mandatory condition was the presence of a photograph of the person in whose name the certificate was issued. Now there is no such condition, and the information about the certificate holder can only be verified with the passport information.
Also, the new medical certificate for the traffic police now does not indicate a specific date upon which the validity period will expire. This change was made due to the fact that in any case this document is valid for one year from the date of issue, and there is no point in additionally indicating this information.
Additionally, it should be noted that the certificate itself does not have fields to be filled out by individual doctors (therapist, surgeon, etc.). Now they fill out information in a special medical record for the driver.
Medical certificate form 086/у
The unified form of the document was approved by Order of the Ministry of Health of Russia dated December 15, 2014 No. 834n, in Appendix No. 19. The standard was last adjusted in 2021, the changes were presented in Order of the Ministry of Health of Russia dated January 09, 2018 No. 2n.

The document is valid for only six months from the date of issue. If a citizen did not have time to provide medical certificate 086/u at the place of request, then he will have to undergo a medical examination again.
What examinations need to be completed?
To obtain a certificate of category M, B, B1, A, A1, VE from the state traffic inspectorate, an examination is required only by primary doctors. These include a therapist, an ophthalmologist (ophthalmologist), a psychiatrist and a narcologist. An examination by an otolaryngologist (ENT) is not required. Upon referral from a general practitioner, a person may be sent to a neurologist; a neurologist can refer you for electroencephalography (EEG); If there is any doubt, the narcologist gives a referral for an examination (testing for drugs in the urine or for chronic alcoholism through the blood).
Important! Surveys are conventionally divided into two types – primary and secondary. Secondary examinations should only be carried out upon the direction of the primary examination doctor.
It will be more difficult to obtain other categories (C, C1, D, D1, etc.) compared to the first group. The future driver must also be examined by a neurologist, otolaryngologist (ENT), and also undergo electroencephalography (EEG). Upon referral from a narcologist, an examination for drug or alcohol addiction may also be prescribed.
The procedure for registering a new honey. certificates for traffic police
The procedural procedure for registration has not changed. To obtain a driver's license you must undergo the following medical procedure:
- First, you need to choose which medical institution to undergo a medical examination. It can be either public or private. But it should be borne in mind that in the second option the procedure will have a fairly high cost in exchange for the quick execution of the document.
- At the registration desk you will be issued a certificate form with completed information about the person (full name and date of birth) and a medical card for the driver. With this package of documents, you should go to see the doctors at the clinic according to the list (with the exception of the therapist, who should be visited at the end).
- Narcologists and psychiatrists most often see people only in dispensaries. This means that they are not always possible to find in regular clinics. You will have to spend time traveling to such institutions.
- After visiting all the doctors, you must return to your medical facility, where the therapist will examine the person and sign a certificate. Next, you should put a stamp on the register.
Advice! The driver must select the number of examinations that he needs to open a certain category. But if a person plans to open the right to drive other categories of transport (assigned to another group) in the near future, then it is advisable to go through the rest of the doctors.
Where is the certificate issued?
Where to obtain certificate 003-v/u, which doctors and tests are provided for issuing it, is indicated in Order of the Ministry of Health of the Russian Federation dated June 15, 2015 No. 344n. Requirements differ depending on the category received.
For example, to obtain the rights of the most common category (B), you need to visit the following specialists:
- physician or general practitioner;
- ophthalmologist;
- psychiatrist;
- expert in narcology.
You can get a certificate at any clinic or private clinic that is licensed to issue them. Freedom of choice is also given to citizens when receiving opinions from a therapist and ophthalmologist. These doctors can be visited either in a free clinic at your place of residence or in any other medical institution.
The most difficulties arise when visiting a psychiatrist and narcologist. These specialists must be registered at the place of registration. As a rule, such doctors work at specialized dispensaries. Moreover, their reception schedule is usually during the daytime, which is very inconvenient for working citizens.
It turns out that a medical certificate 003-v/u to replace a driver’s license is quite expensive: you have to take time off from work, and the issuance of a report by a psychiatrist and narcologist, even in a state dispensary, is done for money.
Many large cities have found a way out of this situation. In a large populated area there is always a drug treatment center that serves all areas. In such institutions, both a narcologist and a psychiatrist receive treatment. Therefore, private clinics began to open their branches based on such centers. This is convenient because the driver can immediately see all the doctors in one place and not have to worry about where to take tests and where to get a certificate.
