Replacement of a driver's license due to expiration: cost and documents
So, the validity of a driver's license in Russia is 10 years. After this period ends, the document becomes invalid and must be replaced.
However, there are other moments when rights will need to be replaced, including:
- there was a change in the surname or other individual data of the driver (for example, a woman changed her surname due to marriage)
- the book became unusable for some reason - it fell into water, into fire, after which the entries in it became impossible to read
- the ID was stolen or the owner lost it
Next, we will consider in detail what documents need to be prepared in order to replace a driver’s license.
Documents required when replacing a driver's license
Currently, the usual package of documents required to replace rights includes the following list:
- statement (sample here:)
- proof of identity (this may be a passport of a citizen of the Russian Federation)
- medical certificate
- a receipt confirming the fact of payment of the state duty
How much will you have to pay
Of course, changing your driver's license, like any other type of document certifying a special right, is not free. But the state sets specific prices for this procedure.
The cost of replacing a driver's license is strictly regulated. In general, it consists of the following quantities:
- state duty. It must be paid in advance. The amount is set at 2,000 rubles for a plastic ID and 500 rubles for a paper version of the document. But now it is impossible to obtain paper licenses, so you will have to pay a set amount of 2,000 rubles, due to the fact that, due to recent innovations, only plastic licenses are issued;
- commission for payment of state duty. Depending on the chosen payment method, a fee may be charged for providing the payment service. You can pay the state fee through: a bank, the State Services portal, payment terminals and through commercial banks. Basically, the commission is charged in banks and terminals operating on a commercial basis. Its value most often amounts to no more than 10 percent of the total contribution amount. Experts recommend paying the state fee through a large, trusted bank. Firstly, it is reliable, secondly, it is convenient and thirdly, the absence of commission cannot but rejoice;
- other costs associated with the direct receipt of rights and expenses for the necessary documents.
State fee for replacing a driver's license
The state fee for issuing a driver's license in 2021 is a mandatory tax for all individuals. Its size is the same for all regions of Russia and is 2,000 rubles. But you can get a 30% discount if you pay online through government services.
In addition, you will additionally pay:
- bank commission;
- fee for assistance in preparing certificates from the traffic police - about 100 rubles;
- for a medical certificate you will pay on average 300-400 rubles, and if you get it at a commercial medical institution, you will have to pay at least 7,000 rubles.
When will the new state duties come into force?
As we mentioned above, this innovation is almost 2 years old, and only in April 2021 they remembered it and decided to increase the cost of state duties.
However, the decision of April 2021 was to approve the new law and submit it for approval to the State Duma, then, on May 24, 2021, the bill was approved in the 3rd reading of the State Duma, and on June 19 - in the third and final reading. As of today, May 23, 2021, the document passed the last reading of the State Duma (this happened on June 19), and was published on the official government publication portal on July 3, the increase in the amount of state duties will come into force a month after its official publication - August 3, 2018.
After the third reading, the new law on increasing state duties of 2018 should be published on the official government portals. And after a month after that it came into force. As you can see, there is very little time left before the actual increase in state fees for a driver’s license and vehicle registration.

About the important
Errors are quite possible when replacing a driver's license after its expiration date. In order to prevent this, several important factors should be taken into account. They allow this procedure to be carried out accurately and as quickly as possible. The first thing you should pay attention to is the fines. Sanctions resulting from certain administrative offenses can significantly slow down the procedure for changing rights. That is why, according to the advice of experts, before submitting a replacement application, it is necessary to check the presence of administrative fines on a special portal. The employee will definitely check this point when submitting the application. If any are found, the motorist will have to pay the required amount on the spot. That’s why it’s worth taking care of this moment in advance to save nerves and money.
Why you may need a receipt
The transfer of money to the required accounts after payment of state duties is accelerated as much as possible, and the traffic police inspector can check the payment against the database in a few seconds. Despite this, State Traffic Inspectorate services have not yet refused receipts. Your paid replacement or driver's license fee may be delayed or not processed due to an outage. In some regions, technical support is outdated and cannot cope with all tasks, or is simply not available. For this reason, after paying the state fee, it is recommended to receive a confirmation receipt and include it in the package of documents for replacing the license.
Sample receipt for payment of state duty
If errors are made in the receipt for payment of the state duty for a driver’s license, the traffic police officer will have a legal basis to refuse to accept it. For this reason, it is best to make a payment using one of the methods that do not require filling out a document, for example, on the State Services website or through the traffic police terminal. If such options are not possible, greater attention should be paid to filling out the paper.
The payer’s personal data is entered into the receipt: full name and registration address in full accordance with the passport. If a license is issued for the first time, then information about the driving school where the applicant was trained is entered. The full details of the traffic police department where you plan to obtain your license (name, personal and current accounts, OKATO, etc.) are also indicated. The purpose of the payment - replacement or issuance of a new document - and its amount must be indicated. To avoid mistakes, it is recommended to take all data from the traffic police department, where the driving license will then be issued.
If your receipt is lost
In most cases, a document confirming payment of the state duty can be quickly restored.
The approach to resolving the issue depends on how the payment was made. If the driver went to the bank for this, he needs to contact one of the branches of the financial institution again. Typically, it is enough to provide a passport or other document with a photograph confirming your identity, as well as indicate the date of the transaction. The same steps should be taken if payment was made through Russian Post. When paying online using the State Services website or Internet banking, you can look for the receipt in the archive of your personal account.
It is most difficult to restore a document if the payment was made through a payment terminal or the traffic police terminal. In such a situation, you can try to contact the technical support of the service, describe your problem to them and follow the suggested actions.
Is it possible to save on state fees?
There is still a life hack, and it is clearly visible from the table of new state duties. These are just new-generation plastic licenses that contain a chip with your data, they cost 3 thousand rubles. But there are also paper, laminated and plastic licenses without a chip. In accordance with the Tax Code of the Russian Federation, paragraph 43 of Art. 333.33 the driver himself has the right to choose which model to give preference to.
Paper and laminated documents are outdated, but no one has canceled them and no one has increased the state duty on them. Their cost remained 500 rubles. Therefore, the driver has every right to receive such a document in return.
But recently, due to the transition to new equipment, some traffic police officers are refusing drivers to obtain an old-style driving license for a completely objective reason. However, according to the law, the driver still has the right to receive an old-style document. And if his right is violated, then the driver has no choice but to go to court and appeal the actions of the employees and management of the road service.
Don’t forget that you can save 30% if you use the State Services portal and pay the state fee there to obtain a new driver’s license, international passport or vehicle registration document.
New state duties will help reduce federal budget costs for processing and production of plastic documents by almost 40%. And an increase in the cost of state duty awaits us in August of this year. Last update: 13-10-2019
Confirmation of payment of the duty
When going through the procedure for replacing the driver's license, the driver confirms that the state fee has been paid.
The applicant receives the receipt in the following ways:
Dear reader! Didn't receive an answer to your question? Our expert lawyers work for you. It's absolutely free!
- Moscow ext 152
- St. Petersburg ext 152
- All regions ext 132 (Toll free)
- in a banking institution;
- on the traffic police website;
- at the Russian post office.
The receipt displays the following information:
- personal data of the payer;
- details of the government agency;
- fee amount;
- payment acceptance institution;
- date of payment.
If a traffic police officer discovers that the receipt does not meet the requirements, the person is refused to issue a driving license.
Where to get it and how to fill out the receipt
Any commercial bank accepts money to pay government fees. To do this, you need to fill out a payment receipt yourself. An employee of a banking institution will help with this if certain difficulties arise. The receipt is an official document confirming that a motorist has paid the fee for replacing a driver's license.
The form must contain the following information:
- the payer’s residential address, as well as his full name;
- details of the state traffic police department that will exchange the certificate;
- amount and date of payment.
The recipient's details and receipt forms are provided at the traffic police departments. You can also pick up the form at any bank or post office in the Russian Federation. It is very important to fill out the payment receipt correctly, otherwise the payment will be considered invalid or the money will be transferred for other purposes .
If a bank employee performs the service by filling out a payment receipt instead of the payer, you will have to pay a small amount
When paying a fee through the government services portal, the payer will be faced with the task of choosing the traffic police department that will exchange the driver's license. His details are entered into the electronic receipt automatically. The motorist just needs to enter his full name and residential address. The amount will also be generated automatically, taking into account the payment discount. The electronic receipt can be printed if necessary.
If you pay the fee at a payment terminal, you will have to enter all of the above information electronically. The fact of payment is confirmed by printing and issuing a receipt, which indicates the personal details of the payer, the purpose and amount of the payment.
What to do if the receipt is filled out with errors
There are situations when the details of another recipient (in this case, another traffic police department) are entered into the receipt. You can also make a mistake when entering personal data. If this happens, there are two possible solutions to the problem:
- return of the entire amount of state duty to the payer;
- redirection of funds using corrected data.
Redirecting the money collection to the desired recipient is quite simple. To do this you need to do the following:
- Have on hand a receipt form or a check, which is proof of payment, as well as a civil passport or other document confirming your identity.
- Apply these documents to the bank branch that transferred the funds.
- Present the documentation to an employee of the banking institution and write a statement requesting that the data be corrected and the funds transferred.
If the fee was paid at the Sberbank payment terminal and an error was made, you need to contact any Sberbank branch with a receipt confirming payment
