Are there any changes to maintenance intervals in 2021?
The Internet is full of the latest news about amendments to the legislation on technical inspection. In particular, we are talking about the following innovations:
- supposedly the frequency has changed, how often and when it is necessary to undergo technical inspection on a new and used car,
- cancellation of the diagnostic card if it turns out that the car did not go to the inspection point and it is therefore fictitious,
- recourse from the insurer, if you were the culprit of the accident, it occurred due to a malfunction of your car, and your MOT was not passed (or cancelled),
- and a small number of innovations.
All of them are introduced by the corresponding new Federal Law No. 122 of 06/06/2019. And we, in particular, are interested in the first point from the list above. And this is exactly what is not true.
How often you need to undergo a technical inspection is regulated by Article 15 of Federal Law No. 170. And the normative act introducing changes does not affect this article. Accordingly, the question of when to do the first or next technical inspection specifically for your car does not depend on these amendments, and in 2021 remains the same.
The remaining points of the amendments, indeed, are in force from March 1.
Updated 03/01/2021. The Government of the Russian Federation has issued a new Decree No. 275. It effectively approves the automatic extension of diagnostic cards that expire between March 1 and September 30, 2021, until October 1. That is, if your technical inspection expires until the end of September, then according to the new law you do not need to undergo it until October 1.
But if you read anywhere that the changes described in this article (which are introduced by Federal Law No. 122 above) have been postponed, then this is not true and fake. They still come into effect on March 1st. It’s just that, in fact, according to the new rules, you won’t have to undergo an inspection until October 1.

How to get a diagnostic card
Select a technical inspection point. Find your nearest service point on the website of the Russian Union of Auto Insurers (RUA).
Car owners have the right to receive a vehicle diagnostic card in any region. Also, starting from October 2021, mobile maintenance points will appear where there are no stationary ones, for example, in remote areas of the region or region.
Collect documents. Take your civil passport, STS or PTS with you.
Pay. The price depends on the type of car. For cars - from 500 to 1000 rubles, for trucks and buses - from 1600 rubles. Technical station employees are required to calculate the exact cost using the formula recommended by the Federal Tariff Service.
Wait until the work is completed. All components and assemblies must be checked:
- brake systems,
- steering,
- external lighting devices,
- windshield wipers and washers,
- tires and wheels,
- engine and its systems.
All work takes about an hour.
If an operator’s computer breaks down or access to the database is lost, starting October 1, 2021, he is required to enter the diagnostic card number and other data into the EAISTO within 24 hours and draw up a report of the technical problem. In addition, the operator is prohibited from accepting new machines onto the line until the problems are corrected. This means that if you arrive at the service point, but there is no access to the EAISTO database, there is no point in waiting. The operator will not be able to complete the inspection, issue a card and release the machine from the line until access to the base is available.
Get an electronic card - from October 1, 2021. If the car meets all safety requirements, the center employee will enter information about this, along with a photograph of the car and coordinates, into the EAISTO and certify it with a qualified signature. Previously, information could be entered into the database within 24 hours; now this must be done immediately upon completion of work. Internet access must be constant.
The validity period of the card will begin from the moment the information is in the database, and not from the day the card is issued.

When is the first inspection required on a new car after purchase?
Let's begin! The very first technical inspection for a relatively new car will need to be done after 4 years of its age. Moreover, the year of manufacture also counts. But this does not apply to all types of vehicles.
This subtlety is regulated by Part 2 of Article 15 of the Federal Law On Technical Inspection:
2. A technical inspection is not required in the first four years, including the year of manufacture, for the following vehicles (except for the vehicles specified in paragraphs 1 and 3 of part 1 of this article)…
Types of transport that are exempt include the following:
- passenger cars (except those used in taxis),
- cargo trucks with a permissible maximum weight of up to 3.5 tons,
- trailers and semi-trailers (trailers of individuals for passenger cars are never required to undergo technical inspection),
- motorcycles.
But you need to correctly calculate the beginning of this period.
First, please note that the countdown does not start from the date of purchase of your car, but rather from the date of manufacture - that is, the production of the car. The law itself indicates that you need to look at this date in the registration certificate or PTS.
Secondly, the legislation talks about the inclusive date. That is, these 4 years include the date of production of the car. For example, if your car was released in 2021, then already in 2021 you need to undergo a technical inspection. Even if the car was manufactured on December 31, 2017, the date when the first technical inspection needs to be done will still be the beginning of 2021. And in this case, you are not subject to the automatic renewal of diagnostic cards. For the 2021 model year - accordingly, from the beginning of 2022.
Thus, a new passenger car must undergo technical inspection for the first time according to the new rules after 4 years, including the year of production of the car. This does not depend on who owns the transport - an individual or a legal entity. We look at the car's release date in the STS or PTS.

If the dates in the STS and PTS are different?
The legislation does not provide for such a case. Moreover, the difference in dates in these documents can exist solely by mistake, because both the certificate and the PTS indicate exactly the date of production (not purchase, not release into circulation, nothing else).
However, to avoid problems, we still recommend taking an earlier date.
What a car inspection looks like, signs of a legal diagnostic card
Exterior design may vary at different stations. Most often it is just a white sheet of paper. Sometimes they use forms with a colored background and decorative elements. For example, some companies use homemade holograms to make the diagnostic card look more official. But remember that most often this is done so that you do not check the entry into the EAISTO system after seeing its presentable appearance.

Mandatory points to pay attention to:
- A unique 15-digit (until 2021 21-digit is possible) number in the traffic police database;
- Validity;
- Name and address of the service station;
- Vehicle data;
- Diagnostic checklist block;

- Signature of a technical expert;

- A unique QR code with your data.
Margin and font sizes may vary. Slight variations in how the inspection document looks between different operators are acceptable. But all blocks must be present.
Which vehicles never need maintenance?
Meanwhile, not all vehicles undergo inspection with a certain frequency.
- It is never necessary to do maintenance on trailers and semi-trailers owned by individuals if their weight does not exceed 3.5 tons.
- Also, a technical inspection is not required for vehicles, which, accordingly, are not subject to Federal Law No. 170. But it does not apply to vehicles with an engine displacement of less than 50 cm3, if at the same time the maximum speed technically cannot be more than 50 km/h, as well as for electric motors with a power of no more than 4 kW.
- In addition, inspection is not required for various types of tractors, self-propelled machines, walk-behind tractors, and so on. However, they need to undergo their own separate verification.
But for ordinary passenger cars there are no separate benefits and concessions that completely exempt them from technical inspection or establish when to undergo it, with a different frequency than in general cases.
What is checked during a technical inspection in 2021?
During the technical inspection, a large number of parameters of the vehicle’s compliance with safety requirements are checked:
- Checking the effectiveness of the braking system
- Availability of first aid kit and warning triangle
- Checking the operation of the windshield wipers
- Checking the power steering
- Integrity of external lighting devices
- No cracks on the disks and rims of the wheels and no traces of repair by welding
- No cracks in the glass in the wiper area on the driver's side
As you can see, inspection points have nothing to do with maintenance at a car service center. There are about 80 parameters in total, the assessment of which, for a passenger car, takes 30 minutes.
How often do I need to undergo a technical inspection?
So, we have come to the main question of when to do maintenance for different types and years of production of vehicles. And now there will be a lot of information. However, we tried to simplify it as much as possible and divide them by type of vehicle.

Passenger cars
When to undergo technical inspection for passenger cars (regardless of whether they belong to legal entities or citizens) that are not used as a taxi:
- the first 4 years, including the year of manufacture, inspection is not required,
- at the age of 4 to 10 years – once every 2 years,
- over 10 years old – must be completed every year.
If a passenger car is used as a taxi:
- for a new car and until the age of 5 years, you need to undergo it once a year,
- For taxis over 5 years old, you need to pass every six months.

It is important to remember that the insurer has the right to demand everything paid to the victims under compulsory motor liability insurance if at the time of the accident the taxi diagnostic card had expired. This right of recourse is spelled out in paragraph 1 of Article 14.1 of the Law on Compulsory Motor Liability Insurance.
In this case, it does not matter whether the accident was caused by a malfunction or not, what is important is the fact that the inspection period has expired. If the car is equipped with sound or light special signals, then, just like for a taxi, you need to undergo maintenance every year if the car is not older than 5 years, and every 6 months if older.
The same rule applies to training cars in driving schools - once a year up to 5 years of age, and once every six months over 5 years of age.
Motorcycles
This includes any motorized vehicles (mopeds, scooters, various types of tricycles and quadricycles) that are subject to the law on technical inspection - that is, they have an engine capacity of 50 cm3 and more and a speed of more than 50 km/h.
And here everything is similar to cars:
- for motor vehicles not older than 4 years, including the year of manufacture, there is no need to undergo a technical inspection at all,
- over 4, but not more than 10 years - once every 2 years,
- over 10 years old – once a year.
Trucks
If the maximum permitted weight of the truck is less than 3.5 tons - this also includes the Gazelle - then the same frequency applies here as for cars and motorcycles:
- up to 4 years of age, including the date of issue, do not need to undergo MOT,
- Such trucks undergo their first technical inspection when they are 4 years old and up to 10 years old - and so on every 24 months,
- over 10 years – frequency increases to once a year.
Full-fledged trucks weighing more than 3,500 kilograms need to be inspected more often:
- under 5 years of age – once a year,
- over 5 years of age – once every six months.
In addition, the same frequency is established for any trucks if they are equipped to transport people with more than 8 seats, and for buses.
And for trucks designed and equipped to transport dangerous goods of any age, inspection must be done every 6 months - even if the car is new.
Trailers
In the case of this type of transport, everything works with a slight difference. If we are talking about a passenger trailer of an individual, then it never needs inspection at all.
When to get a vehicle inspection for others:
- not necessary in the first 4 years,
- 4-10 years – every 2 years,
- over 10 years old - every year.
This frequency, accordingly, applies to trailers owned by legal entities or whose weight is more than 3.5 tons.

- such a car should already have a diagnostic card,
- but until 2026, technical inspection must be completed once every 2 years, and from 2026 - annually.
2016
- from 2021 it is done every 2 years,
- from 2025 – will need to be done annually.
2015
- Currently it is done once every 2 years,
- from 2024 – annually.
2014
- Now it is done once every 2 years,
- from 2023 – annually.
2013

2012 and older
Such cars are considered to be already 10 years old (remember, we count the year of manufacture inclusive). Therefore, now you will have to undergo a technical inspection annually.

Fine

However, it will come into force on March 1, 2022. Its amount will be 2,000 rubles. Regression under OSAGO
Another “punishment” will be even more expensive. And what’s sadder for many motorists is that it will come into force on March 1, 2021.
