General information on the medical examination to obtain a license

It is important to know! A mandatory medical examination when issuing a driver's license is carried out so that doctors can identify in advance the motorist's ailments and deviations that limit his ability to drive.

There are about six such diseases in total:

Mental disorders associated with injury or inherited (unbalanced individuals are strictly prohibited from driving, since in this state they can show aggression on the road, which increases the chance of an accident);
Sudden panic attacks, provoking inappropriate behavior of the driver (a very common symptom among heavy drug addicts and lovers of alcoholic beverages);
Myocardial infarction, stroke and other similar pathologies that can cause sudden cardiac arrest in a person (if you die while driving, the car becomes uncontrollable, which in 99% of cases leads to hitting pedestrians, driving into the oncoming lane or a banal collision with road obstacles);
Epilepsy (sudden epileptic seizures carry the same danger as heart defects. Therefore, citizens with such an illness are categorically not allowed to drive a vehicle);
Severely developed myopia or farsightedness (reduced vision, including with glasses, significantly slows down the driver’s reaction, which in an unusual situation on the road can certainly lead to an accident);
Disorders of the hearing aid (carry consequences similar to the previous disease).

To identify the listed ailments, the periodic medical commission should include the following specialists in its list:

Therapist (a doctor who conducts an initial examination of a motorist. Based on his conclusions, a further list of referrals to doctors is compiled);
Otolaryngologist (part of the mandatory commission only for driving school students and drivers whose licenses have become invalid as a result of their expiration date);
Ophthalmologist (appointed for passing only to those people who receive VA for the first time);
Psychiatrist, neurologist and narcologist (individual specialists whose certificates are required regardless of the reason for undergoing a medical examination).

Whether an image of the driver is required in addition to the above information in the form, and what size photo for a medical certificate for a license is provided for by the regulations, we will consider below.

Do I need a photo for a certificate?

In 2015, the Ministry of Health carried out a reform regarding what the conclusion of a mandatory medical examination should look like. As a result of the amendments made, this document lost three significant elements:

List of doctors included in the medical examination (now the new form is filled out by only one doctor, and extracts from other specialists are attached to it as an addition);
A photograph of the license holder (if previously this element served to identify car owners, now this procedure is carried out upon presentation of a passport. Therefore, there is no longer a need for a photograph for a medical certificate for a driver’s license);
Dates of cancellation of the legal force of the crust (due to the fact that the reformed sample is now issued to citizens for a single period (12 months), there is no point in setting an expiration period for its validity).

It is important to know! Based on this, it follows that starting from 2015, motorists no longer have to worry about whether a photograph is needed for a medical certificate for a driver and what size it should be. But for the old form of medical examination conclusion, this requirement was considered mandatory, and without its fulfillment the certificate did not enter into legal force.

Detailed photo requirements for a driver's license in 2021

Any documentation has its own regulations, enshrined in regulations. They indicate exact numbers and properties for the photograph: from the location of the person in the frame to appearance.

Basic requirements for face and appearance:

The face is placed frontally. It is directed straight and located in the center of the frame. Head turns, smiles, bright facial expressions and other features that distort appearance are prohibited.
The eyes are open and looking into the camera lens. It is forbidden to cover or close your eyes, or look away to the side. Eye color must be visible.
Only light makeup is allowed. It should not distort the features and be provocative and bright.
The clothing style is strict. It is prohibited to wear T-shirts and sweaters with bare shoulders, a deep neckline, or a neck that is too long and covers the chin.
It is prohibited to be photographed wearing headwear, including scarves and bandanas.
The hairstyle should not cover the eyes, forehead, or ears. Hair needs to be tidied up.
The background is only one color, the lighting is bright, and the image is of the highest quality, without glare or darkening.

Important.

For documents of the new sample, only a neutral (gray) background is used without the presence of foreign objects.

What photo do you need for your driver's license if you wear glasses?

You can take off or keep the glasses on as you wish.
The frame is thin and does not cover the face.
The glass is not tinted, without glare or flash reflection. The eyes are clearly visible.

What photo size is needed for a driver's license:

Only a photo of 30x40 mm in size is allowed on a driver's license. There is no corner.
The photograph is color and without distortion.

Note.

When applying for a printed photograph for documents at the salon, the specialist also takes into account additional nuances. The paper is strictly matte, up to 0.3 mm thick. Marks may remain on the glossy surface and ink may smudge. The face is strictly in the center of the photo and occupies 80% of the frame. There is a space of 3 millimeters above the head.

What does a new sample medical certificate look like?

After the reform, the inspection form for fitness to drive a vehicle began to fully comply with the international standard 003 v/u. Outwardly, it looks like a multi-colored A4 sheet of paper, on which there are blue and pink shades. Its front part contains empty fields for entering the following data:

Driver's full name;
Date of Birth;
Current address.

Previously, under the listed information there was an image of the owner of the crust.

But for 2021, such a photograph is not needed for a medical certificate for a license, and therefore, instead of it, the following elements were introduced:

Personal document barcode;
State stamp of the medical complex responsible for examining the patient;
A short description of form 003 v/u.

Due to the fact that from now on there is no need for a photo for a medical certificate for a driver’s license in 2021, the procedure for obtaining one has been significantly simplified. But identification of citizens now occurs only upon presentation of a passport.

What to do if the answer does not come?

In this case, the algorithm of actions depends on which document needs to be checked.

Driver's license

If the old license was received in another department of the traffic police, which does not send a response for a long time, then it makes sense to contact this department directly and change the rights in it.

Foreign rights

The peculiarity of checking foreign rights is that such verification is not mandatory:

97. If it is necessary to verify the information contained in a foreign national driver's license, a request is sent to the competent authority of the foreign state to confirm the issuance of such a license.

That is, a request for foreign rights is not sent in all cases.

If the answer does not come for a long time, then you can use the next option. Just contact another department to replace foreign rights with Russian ones. The check is not mandatory, so another department may simply not carry it out.

Note. It makes sense to call several nearby departments in advance and find out whether they will make requests abroad.

Certificate from driving school

If a certificate from a driving school was received in another region, and the driving school does not send confirmation (for example, it simply ceased to exist), then you will have to return to this region to obtain a license.

When replacing a license in the region where the certificate was issued, the traffic police does not make an additional request.

Differences with the old model

As we noted earlier, as a result of the reform, the medical examination document acquired three characteristic differences from the old form of medical report:

Lack of expiration date for the legal validity of the crust (on samples before 2015, this mark was placed on the front side, at the very bottom);
The presence of only one field for a medical opinion (previously, all specialists had to sign on the medical certificate. But now their conclusions regarding the patient’s health are made on separate sheets and attached to the main crust as an addition);
Lack of an image of the driver (from 2021, a photo is no longer required for a medical certificate for a license. Until this point, a citizen had to bring two photographs of himself, in color or black and white, to a medical examination).

It is important to know! Otherwise, both the format of the document and its contents remain the same. Those samples that were received before 2015 will not lose legal force until the end of their legal validity period (within 10 years).

Photo for replacing a driver's license

There are several reasons why the device will need to be replaced:

The validity period has expired, you need to get a new document. According to the legislation of the Russian Federation, rights are issued for ten years. After the expiration of the period, they are changed, having previously submitted the required package of papers to the MREO.
If your driving license has been stolen or lost.
The driver’s personal data has changed: first and last name, category and other marks.
There have been changes regarding medical contraindications and other parameters related to the health of the car owner.
It is necessary to obtain a new driver's license after the restrictions established by the judicial authority are lifted.
Change of citizenship, when national rights need to be exchanged for a Russian Federation certificate. In 2015 alone, according to the Ministry of Internal Affairs, more than 200 thousand foreigners received Russian citizenship. In most cases, these are people from former Soviet republics. If new citizens of the Russian Federation want to obtain a driving license, they are required to contact the nearest traffic police department at their place of residence, provide a package of documentation and an application, including national rights and a certificate of passing a medical examination.

To complete the document, the car owner must bring to the traffic police department a passport, an old driver’s license, an application on a form filled out according to the sample, a medical certificate (if indicated), and a certificate of payment of the state duty.

The photograph is changed simultaneously with the ID. According to the regulations, the applicant must take a photograph at the traffic police. The department will quickly take a photo and put it on a plastic base. The procedure will not take much time. But the regulation does not prohibit bringing a digital image with you. It is important that the size, color, quality and other parameters meet the requirements for a driver’s license photo.

Important!

On the website of the State Traffic Inspectorate, the photograph is not included in the list of required documents for submitting an application for obtaining/changing a license.

When contacting MFC branches, it is allowed to use photographs from photo salons or studios.

The replacement period depends on the procedure established by the traffic police. If you have a complete package of papers, the registration will take up to three hours (if the validity period of the license has expired). When contacting the MFC (multifunctional center), you will have to wait up to five days.
