According to current legislation, every vehicle participating in road traffic must have state registration plates.     To obtain registration plates, a new vehicle is registered with the State Traffic Inspectorate, after which it is assigned a state registration number. All car owners are familiar with this procedure, but the rules change periodically. The current procedure for registering a car:

    1. Submitting an application to the traffic police by the owner of the car or an authorized representative
    2. Payment of state duty
    3. Providing a car for inspection by traffic police officers
    4. Receiving STS numbers

    The application is filled out at the department. To fill it out in advance, you should download the current form on the traffic police website and fill it out according to the sample.

    The car is inspected at a special site, where the applicant places it upon arriving at the MREO. The procedure is carried out to verify the VIN code and marking of numbered units with the technical passport data. The general characteristics of the vehicle are also checked against the registration certificate: model, brand, color and others. The markings must match exactly. If the numbers are different, erased, “interrupted” (there are traces of forgery), the car will not be registered. If fraud is suspected, the department staff will send the car for a forensic examination, which the vehicle owner will have to pay for. The examination period takes up to two weeks. If the vehicle does not cause suspicion, the inspection will take no more than 20 minutes.

    After checking the documentation, the car is registered, and the owner’s details are entered into the registration certificate. The traffic police issues the applicant a registration certificate and a set of license plates. It may take one to two hours to complete all steps, depending on the department.

    Important! Before visiting the MREO, the vehicle must be insured. The driver can buy an MTPL insurance policy at the company’s office or on the website by ordering the service online.

    Registration deadlines

    According to current rules, transport is registered within the first 10 days after the conclusion of the purchase and sale agreement. For cars purchased abroad, the period increases to 30 days. During this time, the owner must insure the car and submit an application to the traffic police. The fine for failure to comply with deadlines is up to 2,000 rubles, for legal entities – up to 10,000 rubles.

    To meet the deadline, you should first select a department and stand in line, as well as prepare the required documents.

    Rules for obtaining license plates

    From 2021, registration numbers are again linked to the region of registration of the car owner. If the state registration number code does not correspond to the region, you cannot re-register a car with such license plates; you will have to get new ones.

    Despite this rule, it is allowed to register transport in any region. When going through the procedure not at the place of registration, the applicant must order the printing of license plates from a commercial certified organization; the State Traffic Inspectorate only assigns the State Registration Number to the car. The cost of printing plates is regulated by the Federal Antimonopoly Service, the maximum price is 2000 rubles.

    The legislative framework

    To simplify the process of obtaining state license plates (GNZ) for cars, the Government has developed a draft “On the procedure for preliminary reservation of a state registration number of a vehicle with individual alphanumeric designations for an individual who is the owner of a vehicle.” The document will allow motorists to purchase license plates through the State Services portal. Previously, vehicle owners could receive a license plate with the symbols they liked only in case of a successful combination of circumstances or by purchasing the license plate along with the car.

    List of documents

    The first thing you need to register a vehicle is an application. It indicates not only the details of the car and the owner, but also other information:

    • full name of the procedure
    • full name, address of registration point

    The application must not contain errors, typos or abbreviations. Data should be entered as they are written in the owner’s civil passport and vehicle registration certificate. It is recommended to use the sample provided in the department.

    For individuals

    The standard list of papers for registering a new vehicle for a citizen includes:

    • passport of the vehicle owner (authorized person)
    • registration certificate
    • contract of sale
    • receipt of payment of state duty
    • power of attorney to perform registration actions (if an authorized person applies)

    Important! The power of attorney to obtain license plates must be certified by a notary. If this is not done, the owner of the vehicle must give the original civil passport to the authorized person.

    For legal entities

    To register a new car, an organization must submit to the traffic police:

    • passport of the citizen submitting the application
    • payment order (for payment of state duty)
    • extract from the Unified State Register of Legal Entities
    • power of attorney to perform registration actions on behalf of the head of the organization (no need to notarize)
    • registration certificate
    • purchase and sale agreement (similar proof of ownership)
    • a receipt confirming payment of the state duty

    If the car is leased or rented, a corresponding agreement is provided. Please note that the leasing agreement indicates to whom the transport is registered.

    When registering a car for a separate division (branch), the following is additionally required:

    • order establishing a unit
    • order on the allocation of a separate unit of the vehicle
    • certificate of registration with the Federal Tax Service
    • extract from the state register

    Do I need to show compulsory motor liability insurance?

    The MTPL insurance policy is a mandatory document that every motorist must have. However, insurance is not included in the list of documents provided by the traffic police when registering a car. The policy must be purchased before registration, but it is not necessary to present it. Representatives of the State Traffic Inspectorate will check the availability and validity of insurance using the database.

    Payment of state duty

    Upon receipt of registration plates, the car owner pays a state fee in the amount of 2,850 rubles. The amount includes several services:

    • registration certificate
    • entering the owner’s data into the technical passport – 350 rubles
    • obtaining license plates – 2000 rubles

    The state fee is paid at the cash desk or through a self-service terminal. You can also pay for the State Traffic Inspectorate service on the State Services portal by submitting an electronic application, at a bank cash desk or through online banking. When paying online, you should save and print the received receipt.

    Receipt cost

    The total cost of obtaining a license plate consists of the fee for each of the actions of traffic police officers that they need to do depending on the task: replace plates without changing the owner; issue license plates for a new car; replace numbers and enter information about the new owner, etc.

    The amounts of state fees for performing registration actions with a car are determined by Art. 333.35 of the Tax Code of the Russian Federation and are:

    • The state fee for issuing registration plates is 2,000 rubles (for both plates - rear and front);
    • The state fee for issuing registration plates for motor vehicles and trailers is 1,500 rubles (one plate is issued);
    • The state fee for issuing a vehicle registration certificate is 500 rubles;
    • The state fee for making changes to a previously issued vehicle passport is 350 rubles;
    • The state duty for issuing a new PTS is 800 rubles.

    It is clear that with any action with the numbers, the owner is issued a new STS and changes are made to the PTS, which means we pay 500 + 350 = 850 rubles in any case.

    If we get a new license plate for a car, then we add a state fee of 2000 rubles to 850 rubles. for signs and we end up with 2850 rubles.

    A license plate for a motorcycle or trailer will cost less – 2,350 rubles.

    If you run out of space in the PTS, you will have to “fork out” another 800 rubles.

    How to get a discount

    From 2021, car dealerships are allowed to register vehicles. Not everyone can provide the service, but only those dealers who have received the appropriate state permit. Accredited dealers are included in the register of the Ministry of Internal Affairs.

    Salon employees submit documents to the MREO on behalf of the car owner and receive a registration certificate. Accredited dealers have the right to produce registration plates themselves, but this service is not currently available. The project is new and has not yet been fully implemented. Because of this, car owners have to order license plate printing from specialized companies.

    Important! The owner will be fined for driving a registered vehicle without license plates. The fine is 5,000 rubles. The motorist also faces deprivation of his driver's license.
