- walking pets at a distance not exceeding 100 meters from the place of residence (stay),
- removal of waste to the nearest waste accumulation site,
cases of traveling to the place (from the place) of carrying out activities (including work) that are not suspended in accordance with this decree, carrying out activities related to movement across the territory of the Sverdlovsk region, if such movement is directly related to the implementation of activities that are not suspended in accordance with this decree (including the provision of transport and delivery services)
Restrictions do not apply to:
– cases of medical care,
– activities of law enforcement agencies, civil defense and emergency authorities and their subordinate organizations, supervisory authorities in the field of consumer rights protection and human well-being
– managers and employees of state bodies of the Sverdlovsk region, local government bodies of municipalities,
– as well as citizens determined by the decision of the operational headquarters to prevent the emergence and spread of a new coronavirus infection (2019-nCoV) in the Sverdlovsk region,
– persons engaged in volunteer activities to provide necessary assistance to persons over 65 years of age who are self-isolating at home
Basic rules for applying penalties
The imposition of an administrative fine and other sanction measures for offenses provided for by the Code occurs within the framework established by law. When establishing a specific type and amount of punishment, the personality of the offender, aggravating or mitigating circumstances, as well as the financial situation of the person are taken into account.
Sometimes exceptional circumstances arise when, due to the financial situation of the guilty person and the nature of the offense committed, the court imposes an administrative fine, the amount of which is below the established minimum amount.
For example, for individuals the smallest amount of a monetary penalty is ten thousand rubles, for officials - fifty thousand rubles, and for legal entities - one hundred thousand rubles. At the same time, the legislator has established that the imposition of a fine cannot be less than half the norm established by law.
Oblige those staying in the Sverdlovsk region to:
1) ensure self-isolation at home for a period of 14 days from the date of arrival in the Sverdlovsk region;
2) report your arrival in the Sverdlovsk region, place, dates of stay and contact information to the Sverdlovsk region hotline at telephone number 112 and telephone number (343) 312-08-81 ;
3) when the first respiratory symptoms appear, immediately seek medical help at home without visiting medical organizations;
4) comply with the orders of sanitary doctors about being in isolation at home.
Social distance
- Residents of the Sverdlovsk region must maintain a distance of at least one and a half meters from other citizens, including in public places and public transport (except for cases of providing services for the transportation of passengers and luggage by taxi),
- do not allow more than two people to be in the passenger car at the same time (with the exception of persons who are members of the same family and (or) close relatives),
- owners and other legal occupants of premises should not allow the maximum number of persons who can be in one premises at the same time to be exceeded:
– up to 50 sq.m – no more than 5 people;
– up to 100 sq.m – no more than 10 people;
– up to 200 sq.m – no more than 25 people;
– over 200 sq.m. – no more than 50 people.
Traffic police fine 500 rubles per camera
Automatic recording cameras detect the following types of violations, for which a traffic police fine is also imposed in the amount of 500 rubles:
- exceeding the speed limit when driving within the city and on the highway;
- making a turn or turn not from the first, but from the second row;
- turning around or driving backwards in prohibited places;
- failure to comply with the rules regulated by road markings or signs;
- violation of a prohibition sign for trucks.
Thus, in 2021, special cameras can only record those violations that are clearly visible. Other non-compliances can only be detected when stopped by a traffic police officer.
The work of organizations has been suspended:
- public catering organizations (except for organizations delivering finished products, take-out services without citizens visiting the premises of such organizations, as well as those organizing meals for employees of organizations),
- retail trade facilities (with the exception of pharmacies and pharmacy points, as well as retail trade facilities in terms of the sale of food and non-food essential goods included in the recommended list of non-food essential goods approved by the Government of the Russian Federation),
- organizations providing consumer services to the population (except for organizations providing funeral services),
work on holding public events (providing services), including nightclubs (discos) and other similar facilities, cinemas (cinema halls), children's playrooms and children's entertainment centers, other entertainment and leisure establishments, including shopping, shopping and entertainment centers.

When is a fine of 500 rubles for speed issued?
Excessive speed is a reason for the driver to receive a fine of 500 rubles or even more. There are several parameters and factors that influence its acceptable indicator in 2021:
- type of transport unit (the more it weighs, the greater the number of speed restrictions);
- the location of the road surface (if we are talking about the boundaries of a populated area, the speed should be significantly lower than on the highway);
- transport functionality (if passengers are transferred, and road repairs are carried out, there are many speed restrictions);
- installed signs on the roads (the motorist should focus on them first of all).
Rule No. 10 in the general summary of traffic rules establishes the following speed limits, depending on the prevailing circumstances:
- within a populated area the limit is 60 km/h;
- in courtyards belonging to multi-apartment and private households - 20 km/h;
- highways, if they are located outside the territory of populated areas - 110 km/h;
- other roads in the absence of cities, villages, towns and other settlements - 90 km/h;
- towing with another vehicle – 50 km/h.
The movement must be carried out within the regime specified by the Rules. The punishment from the traffic police depends on the number by which the actual speed differs from the permissible speed and is determined within the framework of Art. 12.9 Code of Administrative Offences.
- 500 rub. you will have to pay if the speed limit is exceeded by 20-40 km/h.
- 1000-1500 rub. is given to the state treasury if it is exceeded by 40-60 km/h.
- 2000-2500 rub. assigned for failure to comply with the law by driving as much as 60-80 km/h or deprivation of driving license for a period of 4 months.
- 5000 rub. is imposed when exceeding 80 km/h, as well as deprivation of rights for 6 months.
In 2021, changes are planned to be made to the legislative framework to reduce the lower limit of the permissible parameter to 10 km/h. Accordingly, a fine of 500 rubles. from the traffic police will be assigned if the speed limit is exceeded in the range of 10-40 km/h.

1) auto parts;
2) fire extinguishing products
3) electrical equipment, cable products;
4) electronic, computer equipment, software products and software;
5) means of communication, including cell phones;
6) plumbing, heating, plumbing equipment and fittings;
7) glasses, lenses and their parts.

Limitation periods for administrative offenses
The Code of Administrative Offenses of the Russian Federation in Articles 4.6, 4.5 and 4.8 specifies the terms for imposing administrative penalties and the statute of limitations for bringing to justice. For example, the collection of an administrative fine from an official, the amount of which is established by the court, cannot be made later than three months after the day the illegal actions were performed. If the case is examined by another body, the maximum period is reduced to two months.
