The current administrative legislation does not provide for many violations in 2021, for which a fine in the “flat sum” of 1,500 rubles can be imposed.

Over speed
The Code of Administrative Offenses clearly defines the offense of speeding on the highway. A so-called fork of fines has been introduced, where there is a designation of 1,500 rubles. But such an amount can only be issued if the set speed on the road ranges from 40 to 60 km/h.
This means that if a driver is driving along the highway, for example, at a speed of 80 km/h when the set speed is 40, then he may be charged an amount ranging from 1,000 to one and a half thousand rubles.
Important: a letter with a photograph will most likely have the largest fork size. Practice shows that drivers are punished to the maximum.
Wrong location on the road
The Code of Administrative Offenses has a whole section devoted to this offense.
This includes the following driving situations:
- driving on the side of the road;
- introduction into a formulated vehicle or foot column;
- incorrect detour around an obstacle;
- turns at an intersection from the second row that do not comply with traffic rules;
- the outer exit lane is not occupied on time;
- incorrect oncoming maneuver on the road (a driver who, for example, must go down a mountain, must yield because the oncoming car is going uphill).
All these violations (with the exception of No. 4) are not recorded by cameras. Fines come much later than what happened, so the owner may forget where and when he managed to commit the wrong action on the road.
Quiet traffic that is a barrier to other vehicles
Often large (and not only) vehicles, which may also have cargo attached, drive quite slowly for the highway. Their speed is approximately 30 km/h. They become an obstacle to the normal movement of other cars.
If they do not allow motorcyclists and motorists to pass, they face a sanction of 1,500 rubles. The driver will not receive a notification from the cameras, because such an offense is recorded by traffic police inspectors.
Prohibited turns and U-turns
Penalties are also provided for traffic violations such as incorrect left turns and U-turns that contradict established signs or that do not comply with road markings.
Stop/parking
The Code of Administrative Offenses provides for monetary punishment for stopping or parking where this is not provided. There are many places where the driver simply does not have the right to stop transport: sidewalks, highways and others.
A photograph with a captured violation may end up in the mailbox at the place of residence of the car owner, or a traffic police officer will personally write it out.
Driving along a bus route
This applies not only to bus modes of transport, but also to all routes. Driving in their lanes is prohibited, as is stopping in them. In this situation, there is no provision for fluctuations in the amount of punishment; it is settled - 1,500 rubles.
However, in some regions the amount will be doubled. This refers to Moscow and St. Petersburg.
Driving along a bus route is considered one of the most common traffic violations.
The pedestrian was not allowed to pass
The same applies to a cyclist. This is recorded by cameras, and then the driver receives a notification.
But there is a nuance here: cameras cannot always accurately depict the situation. The essence of this offense is that the driver blocks the path of a pedestrian and cyclist, forcing them to change their own speed and forcing them to change the so-called path. But if the person was on the other side, and the owner of the vehicle did not interfere with him at all, then the driver has the legal right to appeal the decision. In this case, the fine will be cancelled.
Overload, transportation of dangerous goods without permission, size discrepancy
A fine is imposed on drivers who transport objects that extend beyond the vehicle. If the inspector also notices cargo that poses any danger, then monetary punishment cannot be avoided.
Failure to comply with traffic rules by cyclists, drivers, and pedestrians
Yes, they can also be fined if the driver and the cyclist drove along the highway while drunk and violated a number of road regulations. Pedestrians who fail to comply with traffic regulations and cause harm to health may also be fined.
Telephone
Everyone knows the law that states that talking on a telephone while driving is not allowed, but not everyone knows the punishment for this violation. A driver can lose 1,500 rubles for talking while driving. Conversations on a mobile phone are allowed if both hands of the driver are behind the wheel, that is, using a speakerphone.
Cameras do not yet have the ability to capture this violation, but the traffic police inspector can easily notice it.
Why can there be a traffic police fine of 1,500 rubles in Moscow?
A monetary penalty in the amount of 1,500 in the capital of our country can be imposed for all the violations above in the table, unless a larger amount is established by a special norm of administrative legislation.
Attention
Exactly the fines are 1500 rubles. in the “fixed amount” established by a special norm is not provided specifically for Moscow in 2021. As a rule, the amount of penalties for violations committed in the capital is 2 times greater than in other constituent entities of the Russian Federation.
Example No. 1. For stopping under the sign 3.27. in the regions, the traffic police fine is 1,500 rubles (part 4 of article 12.16 of the Code of Administrative Offences), but if you do the same in Moscow in 2021, the penalty will already be 3,000 rubles (part 5 of article 12.16 of the Code). Example No. 2. For driving in a dedicated lane for route vehicles in the regions, a penalty of 1,500 rubles is provided. (Part 1.1, Article 12.17 of the Administrative Code), in Moscow the motorist will have to pay 3,000 (Part 1.2, Article 12.17 of the Code). How long. The driver, by law, pays the fine within 70 days from the date of the decision. The first 10 days are given to challenge the document; if this is not done, a fine must be paid in the next 60 days.
Discount on a traffic police fine in the amount of 1,500 rubles. All listed fines can be paid with a 50% discount in the first 20 days. This means that instead of 1,500, the driver pays only 750 rubles.
When does the discount apply? It is valid for the first 20 days.

State Services website. Register on the website and confirm your identity - this can be done at one of the service centers, you need to come there with documents. Next, select and click “Check”. If there are fines, they can be paid.
Official website of the traffic police. On the page you can only check fines, but not pay.
Post office. To pay a fine at the post office, you need a paper order. Payment is possible only in cash.
Bank terminal. To pay through the terminal you also need a resolution.
Increased fine. If the fine is not paid within 70 days, the case will be transferred to the bailiffs. The bailiffs will not double the fine, but will add 1000 rubles to it - an enforcement fee.
Write-off, arrest, forced labor. If you ignore the demands of the bailiffs, they will refer the case to trial. The judge may impose sanctions:
- forced collection of money from an account,
- arrest for 15 days,
- forced labor,
- debiting money from salary,
- closure of travel abroad,
- suspension of a driver's license,
- ban on selling the car.
If the violator is detained during a raid by the FSSP and the traffic police, the car will be sent to the impound lot.
Remember
A fine of 1,500 rubles is issued for 16 violations of traffic rules. These include speeding, driving in a bus lane, violating traffic rules, and others.
The fine must be paid within 70 days from the date of the decision, with a discount - in the first 20 days. The easiest way to do this is through “Traffic Police Fines”.
If you ignore the fine, it will be handed over to the bailiffs. They will add 1000 rubles and ask the court to recover the money.

Traffic police fine 1500 rubles in St. Petersburg
In 2021, there are no special legislative provisions regarding the “northern capital of the Russian Federation”. That is, the provisions of the Code regarding increased fines for certain violations apply in the same manner for both Moscow and St. Petersburg.
For example, if you park with a running engine in a residential area in St. Petersburg, you will receive 3,000 rubles, while if you commit a similar offense in another subject of the Russian Federation, you will receive 1,500 rubles. (Article 12.28 of the Administrative Code).
Payment period
Based on Part 1 of Art. 32.2. Code, all penalties must be paid no later than 60 days after the resolution enters into legal force (it comes into force after 10 days from the date of issuance - Part 1 of Article 30.3, Article 31.1 of the Administrative Code).
Exceptions:
- in accordance with Part 1.3. Art. 32.2. Code of Administrative Offences, you can pay a traffic police fine (except for those that cannot be paid at a discount) at half of its cost if you do this within 20 days from the date of the decision (not coming into force!);
- if a citizen is granted a deferment or installment plan in accordance with the norms presented in Art. 31.5. Code, you must pay within the deferment or installment periods specified by the court.
Deadline for payment of fine
Traffic police fines have recently increased, but the term for their payment has doubled. Some motorists are still convinced that the amount must be paid within 1 month from the moment the order was received, but this is not the case. Here are the reasons for this phenomenon:
- the countdown of the time interval that is given to the driver to pay the fine begins strictly after the expiration of the period for appealing the decision, i.e. 10 days from the date of its receipt;
- changes to the Code of Administrative Offenses state that for 2021, the time period for which the driver undertakes to pay a fine to the traffic police is now not 30, but 60 days.
In total, we have the total time limit for paying the traffic police fine of 1,500 rubles, which is 70 days from the date of receipt of the Resolution. If your financial situation at the time of receiving the notice leaves much to be desired, you can count on a one-month deferment or three-month installment plan.
A deferment for payment of a traffic police fine of 1,500 rubles can be imposed by the court or the authority that issued the fine, based on the submitted application. In this case, you will need to provide papers that can confirm your difficult financial situation.
Like many fines in other areas of civil relations, traffic police fines have a statute of limitations. Art. 31.5 of the Code of Administrative Offenses of the Russian Federation states that if the obligation to pay a fine is not fulfilled within two years after the expiration of this period, it is not subject to execution. But when studying the validity period, it is worth distinguishing between the concepts “the decision came into force” and “the decision was made.” In the first case, another 10 days are added to the period, while in the second they are not taken into account.
Methods of paying the traffic police fine 1500 rubles
Based on Part 3 of Art. 32.2. Administrative Offenses Code, payment of a traffic police fine of 1,500 rubles in 2021 should be made:
- to a credit institution (including through bank payment agents or subagents operating in accordance with Federal Law No. 161 of June 27, 2011);
- via Russian Post;
- through payment agents operating in accordance with Federal Law No. 103 of June 3, 2009.
To put it simply, you can transfer money in the following ways:
- using self-service devices (ATMs) of any credit organization (Alfa Bank, Sberbank, Rosselkhoz, Gazprom and others) using the details specified on the copy of the resolution form, or by UIN (unique identification number);
- through a bank employee (operator);
- through numerous online services (official website of the State Traffic Safety Inspectorate, Tinkoff, Yandex, Fines. Mail.ru, Unified portal of State Services, etc.).
Most online services, before paying a fine to the traffic police, offer to check the imposed penalties using the following details (usually a “bundle” of two or three of them is used):
- VU;
- license plate;
- vehicle registration certificate.
This is very practical - you don’t need to have a paper copy of the resolution with the payment details on hand.

Note No. 1. Acts of officials in cases of administrative offenses in 2021 are equated to executive documents (clause 6, part 1, article 12 of Federal Law No. 229) and serve as a reason for initiating enforcement proceedings (Article 30 of Federal Law No. 229).
Note No. 2. The case according to stat. 20.25. The Code of Administrative Offenses will already be taken up by the court and will decide exactly how to punish the violator who is late in paying the traffic police fine in 2021:
- impose a financial penalty in double the amount originally imposed (but not less than 1 thousand rubles);
- arrest a citizen for up to 15 calendar days;
- or assign compulsory work with a total duration of up to 50 hours.
The legislation provides for the possibility of non-payment of old fines. These are considered penalties that came into force more than two years ago. The Code of Administrative Offenses has a provision that says that a resolution is not subject to execution if it is not enforced within two years.
The deadlines for the mandatory payment of the amount of punishment for traffic violations are regulated by the Code of Administrative Offenses and are determined as follows:
- The countdown of the deadline for depositing the amount of the fine that was drawn up against the traffic violation violator begins immediately after the end of the period for appealing the decision (today this period is 10 days from the date of drawing up the decision);
- In accordance with current legislation, the client has 60 days to pay the fine issued by the traffic police officers in the resolution.
Thus, taking into account the considered obligations of the violator, he has 70 days from the date of drawing up the resolution to pay the traffic police fine. In some cases, the violator may request from the police or court an installment plan for 3 months, or a deferment in the fulfillment of his obligations for a period of 1 month. This is possible if the person to whom the resolution is drawn up proves his unsatisfactory financial situation.
Consequences of non-payment
In part 5 stat. 32.2. The Code of Administrative Offenses states two consequences that will occur if a traffic fine is not paid within the 60-day period established by law (if non-payment is made within the first 20 days after the resolution is issued, the right to a discount is simply lost, no further sanctions are provided):

Consequences of failure to pay a traffic fine
Current legislation obliges the violator to pay the fine received for violating traffic rules within 60 days from the date the resolution comes into force. In addition, in accordance with the regulatory framework, the driver has 10 days to appeal the drawn up decision. Thus, the maximum permissible period during which a violator must pay the fine received is 70 days.
If the fine is not paid within the established period, the driver may be subject to administrative liability, which is expressed in the following measures:

Current legislation allows a traffic police officer to initiate a case of an administrative offense related to non-payment of a fine. If the driver of a vehicle is stopped and found on the list of non-payers of fines, the inspector has every right to detain the driver and bring him to court in order to make a decision on him.
Can a traffic police officer detain you for an unpaid fine?
The offender’s vehicle, in this case, is towed to the impound area and returned to the owner only after the payment of any outstanding fines, as well as services for maintaining the vehicle at the impound area.
Appealing a traffic police fine of 1.5 thousand rubles
Any decision imposing a monetary penalty (including in the amount of 1500) may be appealed in the manner established by Chapter 30 of the Code.
Since most penalties are imposed by an employee of the State Traffic Inspectorate right at the scene of the offense, you should file a protest:
- or directly to this inspector, who within 3 days will be obliged to transfer the complaint and the rest of the case materials to a higher official (Part 1 of Article 30.2 of the Code of Administrative Offenses);
- or immediately to a higher official or to the district court at the place of residence (Part 3 of Article 30.2 of the Code).
By the way, if you file a protest both here and there, then the judicial body will deal with the consideration (Part 2 of Article 30.1 of the Administrative Code).
In any case, it is difficult to “make a mistake” with the determination of the person authorized to consider - in any case, the protest will be transferred to the jurisdiction within 3 days (Part 4 of Article 30.2 of the Code).

The most important thing is to comply with the deadlines allotted for appealing (10 days from the date of the decision - Part 1 of Article 30.3 of the Code). However, if this period is missed, it can still be restored (subject to extenuating circumstances, for example, serious illness).
You will not have to bear any costs associated with filing an application to appeal a traffic police fine in 2021 - in accordance with Part 5 of Art. 30.2. Code of Administrative Offences, no state duty is charged.
The time frame for consideration of a protest depends on who will consider it:
- 10 days – if a traffic police inspector;
- 2 months – if the court (Part 1.1, Article 30.5 of the Code).
Based on the results of a single (Part 1 of Article 30.6 of the Code of Administrative Offences) consideration of the protest, one of the decisions specified in Part 1 of Art. 30.7. Code, which will be announced immediately. A copy of the decision is sent by mail or delivered directly to the traffic violator within 3 days.
