Putting the laws in order
The need to correct the existing Road Traffic Rules (TRAF) was required to bring them into compliance with existing legal acts and international laws in force on the territory of the Russian Federation. Amendments are being made to the List of faults and conditions under which the operation of vehicles is prohibited. This document is an annex to the current traffic regulations and regulates control over the technical condition of vehicles. All introduced requirements are already reflected in GOSTs or in the current Technical Regulations of the Customs Union. However, they were not included in the traffic regulations, which led to disputes between law enforcement officers, lawyers and motorists over the validity of applying penalties against drivers who had been driving faulty cars for years.
