Let's start with the video instructions, and below it there is a text version with screenshots:

Go to online.sberbank.ru and log in. Select “Transfers and Payments” from the menu at the top. A page will open asking you to select the type of payment.
Click to enlarge image
Scroll down and select "Traffic Police".
Click on the “Fines” link.
A new page will open, where in the drop-down list select “Payment by receipt”.
The system will prompt you to select a card from which money will be withdrawn. Then enter the document number, it is written on the receipt as UIN and stands for a unique accrual identifier. This number is used by bank employees in order to identify the recipient of the payment in the system and deliver it strictly to its destination; in our case, the money must go to the traffic police budget.
The UIN is on the resolution, or on the receipt if the fine came to you by mail and begins with the numbers 188:
Select the card with which you will pay the fine, enter the UIN number and click “Continue”.
A receipt generated by the bank will appear on the screen. Check the details and click on “Continue”.
If a discount is available to you for paying a fine, you will see a message about this on the screen:
Confirm the payment - enter the code from SMS. Click "Confirm". Wait for the system to notify that the operation has been completed.
To the begining
Auto payment
This is a free service of Sberbank. The bank itself checks for fines on a weekly basis, notifies them via SMS and automatically pays them from the client’s account or card.
Video: How to set up auto payment
To activate an automatic payment, go to Sberbank Online, go to the “My Auto Payments” tab, select the card or account from which money will be withdrawn, and enter the phone number for which you want to activate Auto Payment. Next, select the minimum balance, upon reaching which a replenishment is possible, and the maximum amount of auto payment per day. Mobile Banking must be connected to the phone number you have chosen.
You can also activate automatic payment through the terminal and at the cash desk of any Sberbank branch.
You can cancel autopayment at any time. When you receive an SMS about the accrual of a fine, simply send the cancellation code in a reply message to number 900.
Commission for auto payment is 1% of the fine amount, but not more than 500 rubles.
Payment of obligations through the terminal
Another way to pay an administrative fine is to use a Sberbank ATM. To complete the operation you must:
- Find a terminal or ATM, you can choose any of them.
- Insert your bank card and enter your PIN code.
- In the main menu you need to select: “Payments in our region” or simply: “Payments and transfers”.
- Next, the section: “Staff Police, taxes, duties, budget payments” and the organization that imposed the administrative penalty.
- If you receive the decree in your hands, you can pay the fine by entering the decree number in the field provided for this. If not, you must first search for a fine, indicating the data requested by the system (driver’s license number and vehicle registration certificate, passport details, etc.).
- After selecting the appropriate fine from the list, you need to provide additional details (if the system requires them) and make payment.
You can also transfer money using the QR and barcode reading function. To do this, you need to insert the card into the terminal, enter the PIN code, select “Payments and transfers” in the menu and bring the QR or barcode of the decree to the reader. Next, all the necessary information will be displayed on the screen and the user will only have to confirm the payment.
What fees apply and what is the best payment method?
Let's consider which payment method is the most profitable in terms of commission. For example, let’s take a fine of 1000 rubles.
Way | Commission for a fine is 1000 rubles. |
Via terminal | 1% of the amount, maximum 500 rubles. |
Through the cashier from an account or card | 2% of the amount, maximum 1500 rubles |
Through the cash register | 3% of the amount, minimum 30 rubles, maximum 2500 rubles. |
Through mobile banking and Sberbank Online | 1% of the amount, maximum 500 rubles. |
Auto payment | 1% of the amount, maximum 500 rubles. |
Through the State Services portal | 1% = 10 rub. |
The table shows that it is more profitable to pay fines through Sberbank Online and use a debit card for this. If you are afraid of forgetting about a payment, enable Autopayment. The commission will be the same.
What is needed to pay the fine?
An administrative fine is imposed for administrative offenses - these are not very malicious violations of the law.
, so it can affect almost everyone. The Code of Administrative Offenses provides for fines for various actions: smoking or drinking alcohol in public places, violating traffic rules, violating quarantine conditions.
These fines are not very high
(compared to fines in the Criminal Code), and many of them can be paid with a 50% discount in the first 20 days. You need to pay off fines in a timely manner - this will help you avoid future problems, including a ban on leaving Russia.
There are several payment methods, but the simplest is to use the Sberbank Online service, which is available to Sberbank clients. It’s easy to pay off administrative fines through the Sberbank Online system; you just need to remember a few points and have a card from this bank with a positive balance.
For payment, you may also need a resolution imposing an administrative fine (issued by the official who issues the fine) or a copy of the protocol on the administrative violation, as well as a driver’s license and vehicle registration certificate.

- At a bank branch: submit an application to connect the service in person.
True, few people need this - Sberbank Online is connected to almost all residents of the country
who use maps (except perhaps for Crimea).
How to pay with a 50% discount
The discount is provided if the fine is paid within 20 days. They are counted from the date on which the decision was issued. During this period, you can pay half of the imposed fine.
The discount does not apply to the following fines:
- driving while drunk and under the influence of drugs;
- repeated driving at a speed exceeding the speed limit by more than 40 km/h;
- repeating a red signal;
- going into oncoming traffic;
- repeated driving of an unregistered vehicle;
- committing an accident in which people were injured.
Repeated traffic violations are considered to be violations committed by the driver within a year after the previous punishment was imposed. Let's give an example. Let’s say that on January 1, 2021, a motorist was detained for running a red light. He was fined 1000 rubles. He paid this fine with a discount of 500 rubles. On January 31, 2021, the driver was stopped for the same violation. It is considered repeated. Discount does not apply. You will have to pay the full amount of the fine - 1000 rubles.
When paying through Sberbank Online and the government services website, the discount is applied automatically. If you pay through the cash register, calculate 50% of the amount yourself and deposit only that.
How to get a discount?
After you pay the fine on the State Services portal, information with a receipt certifying the payment will be sent to the specified email. To pay a fine with a discount, you must make the payment within 20 days, counting from the date the decision was issued.
In this case, most fines can be canceled saving 50% of funds. If a copy of the resolution arrived by registered mail after 20 days, then the deadline for paying the fine can be appealed on the basis of clause 1.3 of Article 32.2 of the Code of Administrative Offenses of the Russian Federation by filing a corresponding petition. And if the application is rejected, appeal the decision based on Ch. 30 of this code.
To pay off a traffic police fine in a regular bank with minimal cash costs, you must first obtain a special receipt to pay the fine. This can be done on the official website of the road service. Just visit this portal, where, using the resolution in hand, fill out all the specified fields:
- The subject of the Russian Federation.
- The main division of the traffic police.
- FULL NAME.
- Registration address.
- Resolution number.
- The specified amount of the fine.
The system will take you to a page with a form that contains the information you provided and the data for paying the fine generated by the portal. Next you need to print the receipt. If available, you can pay fines with a minimum commission. Do not edit or change the receipt as it is an official document.
Details about how long the grace period is valid and during what time it is possible to pay traffic fines with a 50 percent discount can be found in our material.
Where to get payment details
All details are indicated in the resolution. These include:
- recipient of the payment (for example, State Traffic Safety Inspectorate of the Ministry of Internal Affairs for the Rostov Region);
- TIN;
- checkpoint;
- payee's bank;
- OKTMO or OKATO;
- KBK;
- name of the payment (this is the resolution data).
If the driver has lost the order, he will still have to pay. The document will be restored to the traffic police. You must contact the department where the fine was issued and ask for a copy.
When paying through the government services website, all details are filled in automatically. The system takes them from the decision imposing a fine.
If you don't pay traffic fines, you'll get into trouble.
Of course, any non-payment leads to the amount gradually increasing overdue, and this has long been no secret. However, there will always be drivers who, for one reason or another, do not manage to pay on time. Moreover, someone may simply not know about the fine and that it has long been overdue. Imagine the surprise when a bailiff knocks on your door to forcefully collect the due amount from you!
Moreover, today you can get 15 days. In principle, this issue is resolved through the courts. As for debt, that is, a fine (penalty), if it is not paid on time, the amount doubles. It was 5,000 rubles - it will immediately become 10,000. As noted above, you can get 15 days, but that’s not all. Just recently, a law was introduced that allows a judge to send you to compulsory labor, which lasts about 50 hours. In fact, everything depends on the judge, only he decides whether it will be 15 days or 50 hours of work, or maybe just paying a double fine without any other penalties.
How to print a receipt and why you need it
Checks are stored in your personal account in the Sberbank Online system and on the government services website. But the electronic format will not work if the traffic police has any complaints. We recommend that you print out all receipts and keep them with your receipts for at least two years after the fine was issued. This is exactly the limitation period after which the State Traffic Inspectorate will not be able to hold you accountable.
You can print a receipt directly from your computer if it is connected to a printer. To do this, go to your payment history in Sberbank Online, select the desired transaction and click on the “Print receipt” button. You can also save the receipt on a flash drive and print it out at any copy shop.
The printing function is also available on the government services website. Log in to your personal account. Next, go to the “Notification Feed” tab. Select the desired service from the list and click on the “Print” button.
Pay through your personal account on the Sberbank website
For this method you will need:
- Availability and access to the personal account of a Sberbank client,
- Installed mobile application from Sberbank on a smartphone with Internet access,
- Funds on a bank card.
Instructions for paying a fine through the Sberbank mobile application.

- Select “Traffic Police Fines”.
- Select search for fines if you need to find a fine, or choose payment by order if you have an issued fine in your hands.
- Next, the system will find issued fines in government databases. You will need to select a fine to pay, checking the date of the decision, the department that issued the fine and the availability of a discount.
- After payment, the fine will be repaid in the state database.

This Internet portal has become a pioneer in paying fines via the Internet. Through it, millions of car enthusiasts were able to pay off debts without standing in long lines at the bank.
Unfortunately, information is processed on the resource much slower than on the official website of the traffic police. In addition, in order to make a payment, you need to thoroughly study the rather intricate site and understand its operation.
As for registering on the site, that’s a completely different story. Here, account activation is a prerequisite. In this case, the activation code is received either by mail, using an electronic signature, or through the Rostelecom office.

Payment of fines for traffic violations through intermediaries online services
Today, there are not only government services online through which you can make payments. There are many private resources that also provide the opportunity to pay off your debt.
Here, information about fines is updated with a slight delay, but this usually does not cause any problems. It's much worse when you accidentally get credited with other people's fines (don't forget to check your fines). But this is rarely a mistake - often a simple fraud.
Advantages:
the widest range of possibilities in terms of choosing a payment method.
Flaws:
You can be easily deceived by cunning scammers. In this case, the money will not go to pay off the fine, but will go into the attacker’s pocket;
payment fees are sometimes very high;
There may be some difficulties with confirmation.
conclusions
As you can see, paying fines for traffic violations can be done in many different ways. All that remains is to choose the most convenient and safe one for yourself.
What to do if you can’t pay the traffic police fine?
It is generally difficult to give a definite answer to this question.
This is due to the fact that the law does not provide for valid reasons due to which payment could be postponed for some time. Of course, the best way out of the situation is to borrow money from a neighbor or friend, especially if the violation is minor. For example, exceeding the speed limit by 20-40 km will cost you 300 rubles. Agree, the amount is not so big that you have to serve 15 days because of it. But it happens that the camera recorded a violation, a letter was sent to you by mail, but you did not receive it. In this case, after 10 days it is sent back to the video recording service. But even if your signature is not on paper, you are considered notified, so the 60-day countdown begins. Approximately 2 months are allotted for voluntary repayment of debt to the state. Within 10 days, a letter is sent from the video recording department of the Russian Federation to the bailiff. They, in turn, give you no less than 5 days for you to voluntarily pay the amount. If this does not happen, then the case passes into the hands of the Justice of the Peace. In this case, you will have to pay a double fine to the traffic police according to a court order or work 50 hours/serve 15 days.
