Do drivers need to carry a medical certificate with them in 2021?

Innovations

In what cases is a medical certificate required when applying for a driver's license? Now in Russia it is not always necessary to pass a commission to obtain a V/U. When is this process required?

According to current legislation, the driver must provide the traffic police with a report on his state of health in the form V/U-003 if:

  • rights are obtained for the first time;
  • the document is exchanged “by deadline”.

That's not all. There are a number of special cases in which you will have to prove your right to drive a vehicle.

What about the law?

And according to the legislation of 2021, for drivers there is clause 2.1.1 of the traffic rules, which does not directly indicate that it is required to submit a medical certificate for verification. It lists the license itself, as well as the registration certificate, compulsory motor liability insurance policy, as well as other documents in established cases (waybill, certificate of disability, etc.).

And it is precisely 2.1.1 of the Rules that those who want to prove the illegality of the obligation to carry a medical certificate with them if there is a corresponding note in their license like to refer to. But they forget that traffic rules are important, but not fundamental and, moreover, not the only legal act that regulates the responsibilities of drivers.

And there is also the Federal Law on Road Safety, which in its Article 25 states the following:

11. If the driver’s license specifies restrictions on access to driving vehicles, this driver’s license is recognized as valid subject to compliance with the restrictions specified in it.

And such a restriction makes it possible to prescribe Appendix No. 1 of Order of the Ministry of Internal Affairs No. 365:

Section 14 indicates restrictions on the validity of the license that are common to all categories and subcategories of vehicles, as well as information regarding the owner.

And there is also Government Decree No. 1097, which prescribes the following:

37. Persons who, in accordance with the legislation of the Russian Federation, have medical indications for driving a vehicle, are marked in the appropriate boxes of the Russian national and international driver's license about the conditions under which such persons are allowed to drive a vehicle.

Fine for not having a medical certificate when checking your license

Meanwhile, something is still wrong here. And that's it!

Special cases

We found out whether the driver needs a medical certificate. Based on all of the above, it follows that this document may be useful under certain circumstances.

As already mentioned, the legislation of the Russian Federation provides for a number of special cases that require a medical examination when requesting a driver’s license. Such situations include:

  • gender change;
  • exchange of rights due to health changes;
  • training for the next category of vehicle driving.

That's all. These are all situations in which the driver is required to report to the traffic police about his health.

Medical certificate for a driver in 2021: everything you need to know

How legislation has changed

The main initiator of tightening the medical requirements for drivers was the Ministry of Health of the Russian Federation. This department prepared an order that was supposed to come into force on November 22, 2021. From this moment on, the cost of obtaining a medical certificate should have increased significantly. After all, conducting complex laboratory tests is not a cheap pleasure.

Many drivers hastily began to undergo a medical examination. To save money, motorists tried to have time to draw up the document according to the old rules.

The initiative of the Ministry of Health was to make two new tests mandatory. Without exception, all driver candidates were supposed to have urine taken to determine psychotropic and narcotic substances, as well as blood to detect carbohydrate-deficient transferrin (CDT). The last marker can tell the doctor that the subject suffers from chronic alcoholism. CDT accumulates in the body only after drinking alcoholic beverages for several days in a row. The Ministry of Health even determined its maximum threshold value - 1.2%.

However, things never came to that. Due to the pandemic, the introduction of the innovation was postponed to July 1, 2021, and then to January 1, 2021. However, the text of the norm was nevertheless modified. They decided not to subject everyone to testing, but only those in whom the doctor, upon examination, discovered clear signs of chronic alcoholism or symptoms of drug addiction.

With the onset of 2021, motorists were tensely awaiting changes in the procedure for medical examination when obtaining a license. However, when studying the regulatory framework today, you can see that the innovation has again been postponed to a later date. Both the drug test and the test for carbohydrate-deficient transferrin will begin to be carried out for drivers only from January 1, 2022.

At the same time, another surprise awaited motorists, only this time it was unpleasant. After all, it was decided to make testing mandatory for everyone. The phrase that it will be carried out only if there are contraindications to driving was excluded from the text of Order No. 344n dated June 15, 2015.

Registration of a medical certificate in 2021

So, the list of manipulations remains the same for now. Accordingly, there is no need to worry about the rise in price of the certificate required to obtain a driver’s license.

In 2021, to obtain a category “B” license, a person will need to attend an appointment with:

  • general practitioner;
  • ophthalmologist;
  • psychiatrist;
  • psychiatrist-narcologist.

To obtain licenses including categories “C”, “D”, “CE”, “DE” and corresponding subcategories, as well as for drivers of trolleybuses and trams, additional requirements apply. When obtaining a license, a person, in addition to all of the above, will have to undergo electroencephalography, visit an otolaryngologist and a neurologist. The results of each examination will be entered into an individual medical record.

The final conclusion is drawn up by a general practitioner. The presence of the candidate driver is mandatory.

To carry or not

Do drivers need to carry with them a medical certificate in the form B/U-003? Or is the paper presented only during the exchange/receipt of rights?

Some drivers believe that it is necessary to report about their health to traffic police and traffic police officers upon request. This means that you need to have a doctor’s conclusion of the established form.

Actually this is not true. There is no need to carry a medical report with you. It is presented to traffic police officers only once - when submitting an application for issue/re-issuance of a license.

Validity

How often do you need to take a driver's test? And how long is a previously issued document on the driver’s health condition valid?

The validity period of the medical certificate V/U-003 is limited. Previously, this paper was valid for 3 years, then -2. At the moment, the driver’s health data form is valid for only 12 months. The countdown begins after the relevant documentation is issued to the citizen.

As long as the driver’s medical certificate has not expired, you can use the completed form for re-issuance of the driver’s license. In real life, such a practice almost never occurs.

In this case, you will have to pass a driver's examination immediately before submitting an application for re-issuance of a license. You don’t have to do it just like that, if you wish.

Do people over 60 need to bring a medical certificate with them?

The results of the medical examination are recorded in a certificate, which must be presented to the traffic police. How long this procedure takes cannot be answered with certainty - all actions can be completed in one day, if you physically have time, but the period may be delayed, for example, if the driver has an illness.

Important

But from February 16, 2021, a medical certificate is no longer needed: in case of loss of a driver’s license or, if necessary, to make changes to the driver’s license (change the last name, first name or patronymic). Is it necessary to undergo a medical examination every year after 60 years? Is it necessary to undergo a medical examination every year after 60 years.

In general, any acquisition of a driver’s license: be it obtaining an international license, restoration after loss, or return after the expiration of the period of deprivation of the right to drive a vehicle is impossible without a valid medical certificate from the driver. The certificate is issued for 3 years. So if the deadline has not expired and you need to get a new driver’s license, you can present an existing medical certificate.

Do I need a driver's medical certificate to pass a technical inspection?

A driver's medical certificate is not required to undergo a technical inspection. Until recently, when undergoing maintenance, it was mandatory to present a medical certificate as well as a driver’s license. Now it is enough to present a passport, a power of attorney if the car is shown by a representative, and a vehicle registration certificate. There is no medical certificate in the list of submitted documents. So if your certificate has expired, this will not prevent you from undergoing MOT.

Do I need to carry a medical certificate with me at all times?

No no need. There is no medical certificate in the list of documents that the driver is required to carry with him, provided for by the traffic rules. Accordingly, you are not obliged to carry it with you, and the traffic police officer has no right to demand it.

As you already understand, you will have to worry about passing a medical examination only when obtaining a driver’s license, if the existing certificate has already expired or does not exist at all.

The question of whether a medical certificate is needed when obtaining or replacing a license will be answered by the definition of this document. This is a certificate providing information about the driver’s health status, his adequacy and physical ability to drive a vehicle. After amendments were made to the Road Safety Law, motorists do not understand whether a medical certificate is needed when replacing a driver’s license or only when receiving it for the first time.

Cancellation of a medical certificate, myth or reality

The government decree from February 16, 2021 made significant changes to the rules for conducting and passing exams for obtaining the right to drive a car, as well as changing the procedure for issuing driver’s licenses. These changes have caused many rumors and erroneous statements among car enthusiasts and incompetent media. Many drivers enthusiastically decided that the medical certificate had been cancelled, although this was not the case.

The American William Phelps Eno, who developed the first traffic rules, never drove a car himself.

When the driver does not need a certificate

The new resolution will provide relief to motorists in some aspects of obtaining a driver's license. Let's consider such situations in more detail. A medical document is not required if you are restoring your license after losing it.

A certificate is not needed to replace your rights if you change your last name (upon marriage), place of residence, or other personal data. In the case where your documents were involuntarily damaged (stained, chewed by a dog or torn), then when the license is restored, in this case the driver’s health certificate is also canceled. If you decide to travel abroad by car, then a certificate is not a mandatory requirement when obtaining an international license.

Interesting fact!
In the United States, one of the main causes of traffic accidents is driving under the influence of drugs (marijuana or cocaine) in combination with alcohol, most often beer.

In what cases is a medical certificate required?

If you are getting a license for the first time, a health certificate is required. If you want to upgrade your driver's category, you will also have to undergo a medical examination. In case of deprivation of a driver's license for driving under the influence of drugs or alcohol, a medical document is strictly required. Over time, any person’s health may deteriorate, so a certificate is necessary.

Important!
A driver with poor vision is limited to driving a vehicle, i.e. he must drive with glasses.

Content

Do I need to present a medical certificate while driving a car? As already said, no. A report on the driver’s health is provided to the traffic police only when submitting an application for issue or renewal of a driver’s license.

What information is contained in the received statement? On the medical certificate you can see:

  • photo of the driver;
  • personal and passport details of the applicant;
  • information about vehicle driving skills;
  • health information;
  • conclusion of the commission on the right to drive a vehicle;
  • date of issue;
  • place of the commission.

There is no third-party information in the relevant paper. And therefore, the medical report serves only as confirmation of the citizen’s state of health.

Important: the certificate will not be issued if contraindications to driving a vehicle are revealed during the commission.

Driver's medical certificate

Driver health is the key to road safety.

The state regulates documentary evidence of the health status of each person applying for a driver's license.

For this purpose, the Ministry of Health has developed a special form for medical examinations.

A medical certificate for a driver’s license is needed to confirm the health status of the candidate for a license.

The document is provided to the traffic police in a number of cases:

  1. obtaining a license for the first time before passing the exam;
  2. replacement of a driver's license due to expiration (at the moment, licenses are changed once every 10 years);
  3. passing an exam for a new category;
  4. when reinstating your license after being deprived of it due to drunk driving.

Theoretically, a medical certificate should always be in the driver’s package of car documents, since a traffic police officer may require it to be presented during any check.

In practice, a certificate is mainly asked from persons whose licenses contain a special note about the mandatory availability of information about their health status.

Registration of a driver's medical certificate

The procedure for passing the commission to obtain a certificate for any driving category follows the same pattern.

First you need to visit a health care institution, which has special permission to conduct medical examinations of drivers and issue reports on their state of health.

A document from both a public and private clinic is recognized as valid.

The only difference is the cost of the procedure. The price of a driver's medical certificate is calculated according to the institution's price list.

Each clinic has a special office whose staff is responsible for completing medical examinations.

Here visitors are informed about what documents they need to bring to issue referrals to doctors.

As a rule, only a passport and photo are required. Men additionally show a military ID or registration certificate.

Here you can find out what to do if you lose your military ID.

Then the clinic employee issues a medical card and a list indicating specialists and offices. All inspections are carried out only after the amounts specified in the price list for each service are paid to the institution’s cash desk.

The following doctors are indicated on the applicant's bypass sheet::

  • neurologist;
  • ophthalmologist;
  • ENT;
  • psychiatrist;
  • expert in narcology;
  • surgeon;
  • therapist.

It is mandatory to have on hand the results of fluorography for a period of no more than 1 year and a transcript of the ECG.

In some cases, if there are doubts about the state of health, a specialist may issue additional referrals for examinations and visits to other doctors.

The average time for the entire document registration procedure is 2 days . In paid clinics where express tests are available, it is possible to obtain a certificate within 1 day.

Where can I get a driver's medical certificate?

The completed document with all the necessary signatures and seals can be obtained in the same office where the registration process begins.

After passing through all the doctors, the certificate is signed by the therapist, and then a special commission issues a final conclusion.

As a result, a medical certificate for a driver’s license must show that the person has no contraindications for driving a vehicle.

Legislation in the field of medical documentation changes periodically.

Currently, conclusions from a psychiatrist and narcologist are considered invalid if they are issued by specialists other than the person’s place of registration.

This measure excludes the issuance of rights to persons who are registered in a drug treatment or psychoneurological dispensary.

Here you can learn more about the concept of human incapacity and the procedure for recognizing a citizen as such.

Offices where you can obtain a driver’s medical certificate can be found in any medical center in the country, but opinions from a psychiatrist and narcologist will still need to be obtained at your place of registration.

The legislation allows drivers to undergo medical examinations in private clinics that have a special state license.

The question of how many years a driver can drive with one certificate is controversial.

The discussion of this topic by car owners shows their confidence that the document is valid for the same period as the license.

In fact, the certificate reflects a state of health that may change for the worse and interfere with full control of the vehicle. Therefore, a driver’s medical certificate has a limited validity period.

The document indicates the date of issue and the number of years during which it is valid. The terms may vary: from 1 year to 3 years.

This variability is explained by various factors: the age of the driver, his general state of health, category of rights.

If driving is a professional activity, then in any case a person has to undergo medical examinations once a year.

There is a lot of discussion about the question of whether a medical certificate is needed when replacing a driver’s license. It must be included in the package of documents if you :

  1. receive new rights due to the expiration of the old ones;
  2. you are restoring your license after being revoked due to driving under the influence of alcohol or drugs;
  3. lost their license, and the medical certificate had expired at that moment.

All other reasons, for example, a change of surname, are not grounds for requiring a medical examination.

In most government agencies, issuing a driver's license is a paid service.

The cost of a medical certificate for drivers varies depending on the region and the price list of a particular institution.

The patient is given a form with the name of the services and prices. The total cost is written at the bottom of the form.

The total price of a driver's medical certificate consists of the amounts for visiting all doctors and each test. Costs may increase if additional tests are ordered.

Thus, document preparation is a time-consuming and costly procedure, but it cannot be ignored.

The absence of a medical certificate or the presence of a fake will lead to a ban on driving a vehicle..

You can pass the commission at a medical institution with state permission to conduct medical examinations of drivers.

To obtain the document, you must have at least one day of free time and funds in the amount of at least 2,000 rubles.

Order of the Ministry of Health and Social Development of the Russian Federation No. 302-N dated April 12, 2011 provides a clear register of diagnoses for which the issuance of a medical certificate is prohibited.

Let’s assume that you are hypertensive, have cataracts, suffer from severe hearing impairment, have seizures, have psychiatric disorders or mental retardation, cerebral palsy or diseases of the nervous system, absence of arms or legs, some diseases of the cardiovascular system, etc.

In the absence of gross pathology, a certificate will be issued . The following entry is made on the disabled person’s form: “Special sign is required”, “Deaf and mute driver”, “Manual control”.

For an appointment like this that requires a medical certificate, you are required to carry it with you everywhere. If you suddenly forgot it, then this is an offense that is akin to not having a driver’s license. When there are no additional entries in the certificate, you do not need to constantly carry the certificate.

Where to go

The next very important question is where to get a medical report. A medical examination to replace a driver’s license in Russia can be done in different places.

Namely:

  • in private multidisciplinary clinics;
  • in public clinics.

In the first case, the driver receives fast and comfortable service. The commission will take about 1-2 days. You just have to spend money on maintenance. On average, the cost of a driver's commission will cost 5-6 thousand rubles.

An examination at a public clinic is less expensive. They pay about 2,000 rubles for it. In this case, a citizen can undergo the commission for either a couple of days or several weeks. Moreover, in this case you will first have to go to a neuropsychiatric and drug treatment clinic. Otherwise, the certificate will not be issued.

Specialists for inspection

A medical examination to replace a driver’s license includes visits to several specialists. Who exactly?

In order to obtain form V/U-003, you will have to go to:

  • general practitioner (family or therapist);
  • neurologist;
  • psychiatrist;
  • surgeon;
  • ENT;
  • ophthalmologist;
  • to a narcologist.

If the applicant is over 60 years old, you will need to visit a cardiologist and have an ECG done.

Important: the driver will have to undergo some tests - blood (general), urine (general analysis), fluorogram. Other studies are prescribed on an individual basis.

Who is it for?

For those drivers who have special medical conditions for driving that require regular check-ups at a medical facility. These include various kinds of progressive diseases or conditions that can change over time for the better or for the worse.

The problem here is that the rights are issued for 10 years. And only when replacing a driver’s license after the expiration of this period is it necessary to undergo a medical examination again. And for drivers with special indications for driving a car, regular and more frequent examinations are provided - most often, annually. And therefore, rights that are issued for a 10-year period will be valid only if you have such a certificate, which will need to be obtained again once a year.

How to pass the commission

Does the driver need a medical certificate? Yes, but not always. There are a number of circumstances in which the driver is exempt from the obligation to report on his state of health.

How to pass a medical examination? What documents are needed for this?

The driver needs to prepare:

  • passport;
  • driving license or certificate of driving skills;
  • military ID (if available);
  • private photos;
  • application for passing the commission;
  • certificates from a psychiatrist and narcologist.

Additionally, it is recommended to take with you:

  • money;
  • compulsory medical insurance or voluntary medical insurance policy;
  • SNILS.

All this will be enough. Next, the citizen must come to the clinic, submit an application for a medical examination and make an appointment with the previously listed specialists.
