The current procedure is regulated by the law “On technical inspection of vehicles” . It must be taken periodically, and the results are recorded in a diagnostic card, which is later given to you.
Maintenance is more serious, so prepare the car
Based on the results of the inspection, the information is entered into the EAISTO database. In accordance with clause 22 of Order No. 274 of the Ministry of Transport, the diagnostic card is drawn up in writing in two copies. One is received by the vehicle owner or his representative, and the other is kept by the operating company for three years.
Important! If comments or shortcomings are included in the diagnostic card, the owner of the vehicle or his representative is given 20 days to correct the shortcomings. After this, the car must be re-inspected.
Inspection in 2018: changes and new rules
The following changes came into force in February 2021:
- The list of faults that do not allow maintenance has been expanded. Among the innovations is a ban on dismantling manufacturer-installed windshield wipers and washers. Also, you should not strengthen the headlights with special films, even transparent ones, and drive with damage to the power steering.
- a first aid kit in the cabin has returned .
- You cannot do without a fire extinguisher , and the capacity must be at least 2 liters. There are fewer requirements for the types: powder and freon are allowed.

- Dripping is not acceptable.
- According to the new technical inspection requirements, studded tires must be installed on all vehicle wheels . This rule is not new, but it is now officially spelled out in legislation. It is stipulated that tires can only be used with the same wear, size and type.
- Gas equipment is allowed to be installed if it meets the requirements of the Customs Union (entry into the registration certificate is necessary).
There are also a number of minor changes to the rules, but they will not affect ordinary drivers. You just need to take into account the listed changes and prepare for the fact that at the next maintenance they will issue a new diagnostic card form. What is checked and what is needed for a vehicle inspection
In 2021, vehicle inspection requirements include 65 points. All of them are listed in Appendix No. 1 to the Rules .
The following is checked in the car:
- serviceability of brakes and steering;

- operation of windshield washers;

How to pass a technical inspection for compulsory motor liability insurance: new rules in action
How is the technical inspection carried out according to the new rules? You will need to prepare a package of documents and provide the vehicle for inspection. The procedure consists of the following steps:
- Choose a time and sign up for an accredited service station.

The rules for technical inspection are regulated by Federal Law No. 170, Article 32. According to this document, a unified automated database for compulsory insurance is being created by January 1, 2013.

It is issued to the driver (owner) in one copy. The second copy is kept by service station operators. In addition, an electronic version of the document is stored on computers on the Internet. Decree of the Government of the Russian Federation dated December 5, 2011 No. 1008 approves the very procedure for organizing the technical inspection procedure.

How technical inspections are carried out in practice according to the new rules: user experience
I purely by chance remembered that the time had come to undergo a technical inspection. I chose a point and arrived. First I saw the inscription “Cashier”, gave the money and received a diagnostic card form, which must be filled out at your own peril and risk.
I stood in line for 2 hours and went to the box where the examination itself took place. The technician said to turn on the engine, lights, turn signals, low and high beam headlights, and fog lights. The rest of the checks were carried out according to the principle “I take your word for it”: the employee did not want to look for an emergency sign in the trunk. How often to undergo a technical inspection: regular vehicles and special categories
The frequency of inspection is determined according to the following scheme:

How much does a car inspection cost in 2021?
The cost of vehicle maintenance is set by each technical inspection operator independently, but authorities limit the maximum price for services. The upper limit is calculated by each region of the Russian Federation according to the methodology of the Federal Tariff Service.

As can be seen from the table, the cost of maintenance for a truck or bus is higher than the cost of technical inspection for a passenger car.
If the vehicle does not pass technical control, the owner is issued a diagnostic card indicating faults. In this case, the car undergoes a second technical inspection.
If repeated maintenance is carried out within 20 days from the date of the initial inspection and at the same point, only faulty components are checked ( clauses 1, 2 of article 18 of the Federal Law-170 of 07/01/11 ). The price of a repeated technical inspection is the sum of the scope of work carried out and cannot exceed the amount of the fee for the first technical inspection ( clause 3 of Article 18 of the Federal Law No. 170 ).
Previously, vehicle owners paid a fee for maintenance. After the service ceases to be state-owned, no payment is made to the budget.
What must be checked during a technical inspection: passing conditions

In 2021, when applying for an MTPL policy, motorists are not required to provide insurers with a diagnostic card issued based on the results of maintenance. How to prepare a motorcycle for technical inspection under the new rules
Motorcycle owners are also required to undergo vehicle inspection. The duration of the procedure is shorter than diagnosing a car. Taking into account the new rules, the following will be checked:
- condition of the brake and steering systems;
- tire wear;
- availability of a first aid kit, and for motorcycles with a sidecar - an emergency sign;
- operation of headlights, turn signals, and other signals;

The document will not be issued if you yourself made changes to the design of the vehicle and did not obtain permits.
Action of OSAGO in case of expired diagnostic card
Russian legislation puts forward requirements for the presence of a diagnostic card when registering a “motor citizen”, but does not specify how long it must remain relevant after the conclusion of the contract. Theoretically, to obtain compulsory motor liability insurance, it is possible to present a document, the validity of which expires a few days after the policy is issued. This means that for most of the life of the insurance, the diagnostic card will be expired.
Such a discrepancy does not negate the relevance of the policy, but can create problems for the car owner himself. How much does a technical inspection cost in 2018?
The cost of the procedure varies depending on the subject of the Russian Federation. It is calculated using a formula, but to find out the price, it is easier to find a resolution of the local authorities. Who is responsible for the lack of technical inspection
The direct lack of technical inspection will not be the reason for a fine, but without it you will not receive compulsory motor liability insurance. Driving a vehicle without this document falls under the category of offenses. Moreover, you may be fined more than once.
According to legal norms, one violation will not become an obstacle to subsequent multiple punishments. When you are fined for not having compulsory motor insurance, a traffic police officer records the offense. Before the changes in 2014, technical inspections could only be carried out at traffic police departments at the place of registration of the car owner. This is very convenient for drivers, because there is no need, for example, to go to the other end of the city and stand in lines.
Another option on how to do maintenance for MTPL is to buy it. The procedure is completely legal. Of course, it’s much easier to get a diagnostic card this way, but you should only use this method if you’ve checked the car recently and know that it’s working properly.

After this time, the diagnostic card becomes invalid. To obtain a new form, you will need to successfully pass the technical inspection again, after which the appropriate changes will be made to the EAISTO.
Having an expired card can lead to the following troubles:
- refusal to provide compensation in the event of an insured event;
- bringing to responsibility for expired insurance or its absence (under Part 2 of Article 12.37 of the Administrative Code).
What other new rules might be introduced?
According to statistics, last year issuing a diagnostic card without an actual diagnosis led to 5,800 accidents. On this basis, additional changes to the legislation may be introduced. According to the project, the technical inspection procedure must not only be completed within the established time frame, but also be recorded on video.
For now, changes are in the future: if such rules are adopted, it will be necessary to purchase equipment and create storage for the database. This will lead to additional costs and inspection prices will increase.
Requirements for a car to undergo technical inspection
It is important for the car owner to arrive at the station as prepared as possible for the inspection. The driver must have an adequate understanding of the current technical condition of the vehicle, problems and shortcomings of the vehicle.
To do this, you need to study the list of faults with which it is prohibited to drive a car. The requirements are clear and understandable even to an inexperienced car enthusiast.
It is necessary to check in advance whether the following main components and assemblies of the vehicle are in working order or comply with GOST standards:
- windscreen wipers;
- windshield washers;
- door locks;
- signal for sound;
- sun visors;
- towing hook;
- glass (especially windshield);
- dirt-proof aprons;
- seat belts.
External condition of the vehicle
They say that the appearance of a car is the business card of its owner.
However, some car enthusiasts take this judgment literally and strive to make changes to the design features of the manufacturer: replace the rims, order tuning, install an LED.
At the same time, few people know that even repainting the body covering will require collecting permits from the traffic police and re-registering the vehicle.
Let's consider other scenarios for a car owner who wants to “modernize his brainchild”:
- LED lighting distracts other road users. It can cause an accident. If xenon is banned, then other newfangled “tricks” are also condemned among those responsible for traffic safety on Russian roads. Therefore, the service station employee has the right to refuse inspection until the excess light elements are removed.
- Tinting is not prohibited for rear windows. The degree of darkness on the windshield should not exceed 5-15%. Nothing should interfere with the view both in the dark and in the daytime.
Thus, improving the appearance of the car before the technical inspection procedure comes down to washing. For car enthusiasts, it is allowed to simply douse the vehicle. No need to polish the body or dry clean the interior .
Engine
The condition of the engine is checked by the amount (volume) of gas exhaust from the pipe. These gases – CO, CH2 and CH – “smoke” cities every day. Indicators should not be higher than the established norm. Otherwise, people will face environmental problems.
The CO content should not exceed 4.5%. Old cars before 1986 are tested at idle speed.
Relatively “young” models have a neutralizer and are diagnosed at idle and at high speeds. For a three-component neutralizer, a gas analyzer is used.
The exhaust gas level can be adjusted. Toxicity is reduced. If the level was regulated and checked in advance, then a document is drawn up about this fact.
Brake system
The brake system is inspected for leaks, corrosion, and cracks. This is checked visually. Then the technician uses a special installation (a stand with a display) to measure the difference in braking forces on the axle.
GOSTs require checking:
- tightness of brake hoses;
- braking force;
- distribution of braking forces on the wheel axles;
- alarm system.
Steering
The steering wheel should rotate freely, without jerking or jamming. Power steering, if equipped, facilitates the steering system.
The play in the steering should not exceed 10% (for trucks - within 20%). Checks take place with the engine running.
List of inspected elements of the car:
- steering wheel travel;
- steering wheel cover;
- maximum wheel turning angle;
- fluid level in the power steering reservoir;
- the tightness of the entire steering system is controlled;
- condition of the driveshaft;
- fastening of hydraulic booster parts.
Headlights and lighting equipment
The following lighting devices are subject to the strictest inspection:
- turn signals;
- alarm;
- high beam;
- low beam;
- registration number illumination;
- fog lights;
- reversing lights.
These lights must be fully functional. It is possible that one of the license plate light bulbs does not work. But other shortcomings are considered a gross violation.
The headlights must also be properly adjusted. The light emitted by them remains in one line.
The following are required to be diagnosed:
- switch-on indicators;
- operating modes;
- the power of light.
It is not allowed to use powerful xenon light, as it tends to “blind” the oncoming driver.
Other prohibitions regarding the operation of lighting equipment:
- tinted headlights;
- red turn signals;
- headlights in different designs and light shades;
- blue headlights (only yellow, orange and white headlights are allowed);
- cracked headlights in front.
Springs and shock absorbers
Leaking shock absorbers and sagging springs are not allowed. These structural elements of the car are examined on a lift.
Tires and wheels
The requirements for wheels and tires remain strict as always:
- The tread height of the tire pattern corresponds to the established parameters;
- tires are suitable for active use;
- All nuts and bolts are present;
- there are no cracks on the discs;
- there are no violations in the shape and size of the tires;
- tires are installed without any violations;
- Tire pressure is correct.
Not only the wear of the wheel pairs is checked, but also their balancing and wheel alignment.
As for the tread height, for summer tires it is sufficient at least 1.6 mm, for winter tires – at least 4 mm.
