There is an obvious invisible connection between a set of measures to prevent road accidents and obtaining a medical certificate. Where can I get a certificate?

A new order came into force in March 2021, which adjusts some points for obtaining a certificate. Therefore, it is worth knowing what points have been amended and where to apply for a new certificate.

There is no information about where a motorist is required to obtain a certificate and where to undergo a medical examination. Therefore, in order to obtain a certificate to replace a driver’s license, you can contact either a regular clinic or a paid medical examination clinic. The main thing is that this medical institution has a license confirming the right to conduct a medical examination of drivers.

It is worth noting that the certificate, which is valid from 2021, does not have a place for a photograph. There are also no columns in which doctors note that the driver has undergone this or that specialist. All data can be found in your personal medical record.

But to replace the loss of the above points, new ones were introduced. The certificate notes all categories of transport. The certificate also indicates those diseases that are a contraindication for driving. You can see the recommendations that the commission gave for a particular driver when driving.

Who needs to get a medical certificate to replace a driver's license?

If the rights are to be exchanged after the expiration of the term, is a medical certificate required? Yes, to obtain a medical certificate to replace a driver’s license in 2021, as before, it is necessary for everyone who has passed 10 years or more from the date of issue of the document. But the expiration of a license is not the only case that requires obtaining a new document. The list of grounds is established by the Decree of the Government of the Russian Federation dated October 24, 2014. No. 1097 “On admission to driving a vehicle”:

changing the personal data of the owner of the rights;
unsuitability of the ID for use (damage, wear, etc.);
receipt of a statement to the police about the loss or theft of a device;
change in the health status of the rights holder.

However, not all of these cases require a medical certificate from the driver. It will be needed to replace a driver's license for any of these reasons if it occurs before its expiration and the owner wants to extend the license to 10 years. Only in this case is he sent for a medical examination.

Where can I buy it?

You can get a medical certificate in any city and region - not necessarily at your place of stay. This is the main rule No. 1. However, in case of passing a medical examination, a psychiatrist-narcologist is required to request information at the driver’s registration address. This is rule number 2. And this can take a long time.

In addition, you can undergo an examination and purchase a certificate at a private clinic. But, again, in this case, you will have to see a psychiatrist and a narcologist exclusively in municipal clinics separately.

In Moscow

For Moscow residents, there are a number of clinics where you can obtain a driver’s medical certificate. A complete list of them can be found on the map of the Moscow Mayor's portal.

In addition, those who are registered in the city of Moscow can make an appointment to receive a medical certificate in one window online. For this purpose, the same website Mos.ru has a registration form.

For St. Petersburg and regions of Russia

Unfortunately, there is no online registration for obtaining a medical certificate for other categories of residents of the Russian Federation. As of 2021, the State Services portal does not provide the corresponding service.

passport of a citizen of the Russian Federation;
old ID;
outpatient card or extract from it (in the presence of chronic diseases)
fluorography;
EEG (for professional drivers).

Previously, the medical certificate form for the initial receipt and exchange of a driver’s license had a free field for the owner’s photo. In 2021, this field has been removed from the sample medical document. Therefore, there is no need to prepare photographs along with other documents.

Where do you get a certificate for changing your VO?

Medical certificates to the traffic police department to renew your license can be obtained at a state (city or regional) clinic or private institution. Additionally, you should visit a drug treatment center to obtain a report from a narcologist. It is important to know! A certificate for a citizen to replace a driver's license in 2021 has a limited validity period - 12 months, after which it loses its validity.

Obtaining a certificate to replace a driver's license: doctors

A conclusion that the driver has no medical contraindications to driving a vehicle can be issued only after he has completed the full scope of examination provided for by the Order of the Ministry of Health of the Russian Federation dated June 15, 2015. No. 344n “On conducting mandatory medical examination of vehicle drivers (candidate vehicle drivers).”

The procedure for conducting a driver examination requires that when replacing a license, you must first obtain certificates from a psychiatrist and a narcologist. To do this, you need to visit psycho- and drug dispensaries at your place of permanent registration. The patient’s medical examination will be carried out through a visual examination and questioning, as well as checking for registration in dispensary groups. If specialists encounter difficulties with the examination, the patient may be referred to CTI to make an objective conclusion.

In addition to examinations by a psychiatrist and a narcologist, a certificate to replace a driver’s license for each driver in 2021 requires an examination of:

ophthalmologist;
therapist.

If the driver has open categories C, D, CE, DE, C1/C1E, D1/D1E, as well as Tm and Tb, then when replacing a license you need a medical certificate with additional conclusions from:

otolaryngologist;
neurologist.

Is a medical certificate always necessary to obtain a driving license?

The law clearly defines the list of cases when obtaining a driver’s license requires passing a medical examination:

to obtain a driver's license for the first time (after successfully passing exams at a driving school);
to change a driver’s license due to the expiration of its validity (10 years);
to obtain a driver’s license that was previously withdrawn for serious violations of the Traffic Rules (for example, for driving while intoxicated);
to open a new driving category;
in cases where the driver has serious illnesses, that is, the license says o.

A medical certificate is currently not required to undergo a technical inspection.

In 2021, presentation of a certificate is not required when replacing rights due to their natural wear and tear or damage, when changing personal data (last name, first name, place of permanent residence), in case of their theft or loss, as well as when replacing a driver’s license at one’s own request, when their validity period has not yet expired.

Cost of a certificate to replace a driver's license

An examination for a certificate from the traffic police to replace rights is not carried out within the framework of the program of state and territorial guarantees of free medical care to citizens and within the framework of compulsory medical insurance programs. Therefore, the relevant question for every driver is how much does the commission cost? The price of a medical certificate for exchanging a driver’s license will depend on the category of driver’s license, the patient’s health status and the price list of the institution conducting the examination.

Offers to issue a certificate for the exchange of rights without going through doctors and with delivery come only from scammers. Be carefull!

Form of medical certificate and its validity period

The modern format of the medical certificate has been in effect in Russia since July 1, 2016. We are talking about form No. 003-В/у, which replaced the previous forms of form 083/у-89. The new format is very different from the previous one both in external form and in content. Medical certificates are now strictly accountable documents and are produced using printing security methods, so it is very difficult to forge them.

The driver’s photograph has disappeared from the new certificate of form No. 003-В/у; it simply does not provide the corresponding field. The validity period is no longer indicated. According to the new rules, medical certificates for drivers are now valid for 2 years or 1 year, depending on the category of the driver. In this regard, many motorists are confused about how long their certificate is valid.

The fields with marks of each specialist are no longer filled in on the medical certificate. Now all detailed examination data is entered not into a certificate, but into the driver’s medical record. The certificate is now being filled out based on the data on the card. Therefore, the document became significantly smaller and acquired an A5 format.
