Basic provisions

Every car owner must undergo a vehicle technical condition check.
The exception is the owners of motorcycles, cars, trailers, whose age does not exceed 4 years. To quickly pass the inspection, the vehicle owner must adhere to the following algorithm of actions:

• Preparation of necessary documents for passing technical inspection.
• Independent preparation of the car for the procedure: troubleshooting, replacement of consumables.
• Collection of items that should be available at the time of inspection: fire extinguisher, first aid kit, emergency signs.
• Diagnostics in a specialized center with the necessary accreditation.

Note!

After the check, the car owner is given a diagnostic card. This is a document that contains data on the technical condition of the vehicle obtained during the inspection, and also indicates the date of the next inspection.

The diagnostic card is issued in three copies: electronic + two paper. One sheet is received by the owner of the vehicle, the second remains with the specialist who conducted the inspection.

There is no need to always take a diagnostic card with you on a trip. The necessary information is stored in a database.

From March 1, 2021, an electronic copy of the card will be stored for five years (previously three).

The vehicle inspection itself is divided into four stages:

1. Submitting an application to an accredited organization. The document is filled out on site according to the provided template.
2. Placing the vehicle on a special stand where diagnostics take place. The car owner enters the box independently and drives the car throughout the inspection.
3. Payment for government services. The established amount is paid on site or through the terminal.
4. Receive a diagnostic card with the examination results. If malfunctions are detected, the vehicle owner receives 20 days to eliminate them. As soon as the faults have been eliminated within the specified period, you will have to undergo maintenance again.

The cost of vehicle inspection depends on the region of the Russian Federation and the carrying capacity of the vehicle. On average, the amount ranges from 700 to 1600 rubles.

In some regions of Russia, legislation provides benefits for pensioners, people with disabilities, as well as persons who have distinguished themselves with special awards. For liquidators of the consequences of the accident at the Chernobyl nuclear power plant, maintenance is carried out free of charge (you only need to provide a certificate). Benefits apply to one vehicle.

Note.

Maintenance of passenger cars with gasoline and diesel engines takes 40–45 minutes. For trucks, the inspection will take 60 minutes. The deadlines are strictly regulated and specified in the regulatory documentation.

Maintenance frequency

Completing the procedure in question requires compliance not only with the rules regarding documents and procedures, but also with the deadlines allotted for obtaining the appropriate diagnostic card. If you miss the periods established by law, you can become the subject of administrative liability and undergo a number of restrictions on driving a car.

It should be remembered that the cost of the car does not affect the price and frequency of maintenance.

Determining the period after which the driver must undergo MOT again is determined by factors such as the year of manufacture of the car.

The following periods for technical inspection are provided:

• if the car is no more than three years old, then motorists are exempt from the need to undergo a technical inspection;
• for cars aged from three to seven years, the maintenance frequency is determined at two years;
• When a car is seven years old, a technical inspection must be carried out every year.

The driver must monitor the maintenance period independently and contact the appropriate company in advance, before the diagnostic card expires.

It should also be said separately about exceptions to the terms presented above. Regardless of the year of manufacture of the car, vehicles carrying cargo must be checked annually (this can be construction materials, food products - meat, fish, vegetables, fruits and so on, as well as other types of objects), vehicles intended for driving training or equipped with special signals. Vehicles used for transporting people or having a special purpose are subject to inspection once every six months.

List of documents for passing technical inspection

Individuals must have the following package of documents:

• Identity card or passport.
• Driver license.
• Vehicle registration certificate.
• A certificate confirming the registration of the vehicle at the traffic police department.

Important.

Modern legislation does not say that the car owner must provide an MTPL policy or a previous diagnostic card. These papers are not included in the list, and their requirement refers to actions that violate the law.

For legal entities, the list of required papers is much longer:

• Passport identifying the representative of the owner of the vehicle.
• A copy of the notarized power of attorney.
• Vehicle registration certificate with a copy certified by the management of the enterprise or organization that owns the vehicle.
• A copy of the company's charter. The document is certified in the year in which the car is inspected. Expired paper is considered invalid.
• Certificate of registration of the enterprise.
• Certificate of receipt of OKVED.
• Certificate of payment of state duty.
• Information about the company that owns the transport. Company letterhead is used.

Note.

In special cases, the organization must provide an order that it has appointed a specific employee who is responsible for passing the technical inspection.

According to the method of presentation, documents are divided as follows:

• typical;
• stencil;
• individual.

In individual papers, the presentation is in its own style, as if from itself. The preparation of stencil-type documents follows a certain scheme using a set of standard phrases. The most common type of such papers is a questionnaire or certificate. As a rule, they are printed on ready-made forms, into which some data is then entered.

What documents are needed in daily work? Of course they are typical. They are drawn up on the basis of a specific sample and are used in similar situations. Templates are created, which, if necessary, are used as a basis, inserting only additional information. Very often you have to draw up some documents to obtain others, for example, from the tax service or other authorities.

What documents are needed to pass a technical inspection for a car up to four years old?

If the car is not older than 4 years, MOT is not necessary. Inspection is carried out only at the initiative of the owner. The list of documentation is the same as for individuals or legal entities.

But there are situations when a technical inspection would be an appropriate procedure:

• The car manufacturer issued a policy for a free inspection.
• A trip abroad is planned. In this case, a technical inspection is mandatory, even if the car is several months old.
• Aggressive driving style.

The age of a car is counted from the moment it leaves the assembly line.

Price

The price of expert services at a specialized technical inspection station depends on the region, scope of work and type of vehicle. The maximum amounts are calculated in accordance with the methodology of the Federal Tariff Service and established by Law No. 170-FZ.

For legal entities

Owners of a taxi fleet or owners of corporate vehicles, according to Law 170, will have to collect an extensive package of papers confirming information not only about the vehicles, but also about the organization.

The documents for undergoing maintenance of a vehicle registered with a legal entity are as follows:

• a card with the bank details of the company (full name of the manager and chief accountant, current account, INN, KPP);
• articles of association;
• information about OKPO;
• tax registration certificate;
• a list of vehicles owned by the enterprise indicating their parking location;
• certificate of legal entity balance;
• passport of the owner of the company and power of attorney of the representative;
• STS for each car;
• bank receipt for payment for operator services.

The first and last item of the list must be provided in the original, the rest - copies certified by the seal of the organization and the signature of the management. Payment for operator services by the owner company is made non-cash. You must order an invoice from an accredited service station in advance.

Advice! Drivers of company cars are better off taking a waybill with them, which will make it easier to confirm that they have passed the MOT!

A power of attorney for a representative from an organization is certified by the seal of the company, signatures of the director and chief accountant. Any employee of the institution can act as an authorized representative.

Documents for technical inspection of a truck

Trucks weighing 3.5 tons or more undergo annual maintenance. At the same time, the age of the equipment is important: cars older than 5 years are checked every six months - heavy cars are subject to greater loads and wear out faster than passenger cars.

Individuals are provided with a standard package of papers. If the equipment does not belong to the person undergoing technical inspection, the list includes a power of attorney certified by the owner of the truck.

The owner may additionally request an international diagnostic card.

Important!

Trucks and trailers intended for transporting dangerous goods are inspected twice a year.

Documents for a used car

Since the documentation list for a vehicle inspection in '19 has recently been amended, much less official paperwork is now required. However, if you buy a car second-hand, you need to make sure that this car has a diagnostic card. This way you can rest assured that the car is in good condition.

In the event that they cannot provide this card to you, it is advisable to resolve with the owner the issue of compensation for funds to obtain the document. Applying for a card after purchasing a vehicle may unpleasantly surprise you with a large number of shortcomings in the vehicle’s systems or equipment.

According to Russian legislation, all road users must undergo maintenance. In this case, you must provide:

• An international standard document confirming passing a technical inspection.

The nuances of passing maintenance. New rules

In recent years, the following changes have been made to the technical inspection regulations:

• 40 minutes are allotted for checking freight transport, 30 minutes for cars, 20 minutes for motor vehicles.
• The verification procedure is recorded on video.
• A first aid kit is on the list of required items. It must be shown and the expiration date of the medicines monitored. If the first aid kit is not present at the inspection or you cannot show it to the traffic police, you will not pass the inspection and will receive a fine.

From March 1, 2021, the diagnostic card will be issued only in electronic form. The operator can print it at the driver’s request, certifying it with a seal and signature.

For individuals

If the car is privately owned and used for personal use, maintenance is carried out with a minimum set of documents.

To undergo technical inspection, the owner - an individual must provide two original forms:

• PTS or STS;
• passport of a citizen of the Russian Federation or identity document.

In accordance with Federal Law No. 170, only in the absence of these papers, the station has the right to refuse to conduct an inspection. Regarding registration documents for the car, a vehicle passport is required and must be provided only if there is no certificate for the car.
