The government has approved the requirements for mandatory labeling of car tires from November 1, 2021.
Mandatory labeling is being introduced to combat the illegal import and trafficking of tires.
Government Decree No. 1958 of December 31, 2021 established the procedure for marking tires and tires with identification means and the specifics of implementing an information monitoring system for these goods.

Changes to OSAGO from November 1, 2020
From November 1, 2021, amendments will come into force that change the procedure for issuing electronic notification of an accident within the framework of the “Euro protocol”. There are two important changes:

- Not only individuals, but also legal entities will be able to issue an electronic notification.

In case of disagreements among drivers, the maximum payment under the “Euro protocol” is limited to 100 thousand rubles, and the accident must be registered using a GLONASS device or a special mobile application. Rules for car registration from November 2, 2020
According to the decision of the EEC, from November 2, 2021, cars manufactured or put into circulation in the territory of the EAEU countries will be able to be registered in Russia only if they have an EPTS. - Let’s also look at the Consultant Plus website - here there are all new editions of the Administrative Code, depending on the dates of changes that come into force; You won’t find any new traffic police fines here either, which come into force in November.

But let’s first find out where the statement above comes from. Article 4 of Federal Law No. 5 tells us about this back in 1993, which also indicates on which website the changes are published.
In turn, Article 4 of the same law prescribes that only after 10 days of publication such new laws come into force. The Code of Administrative Offenses of Russia is amended by federal laws.
Article 6. Federal constitutional laws, federal laws , acts of the chambers of the Federal Assembly come into force simultaneously throughout the entire territory of the Russian Federation after 10 days after the day of their official publication , unless the laws themselves or acts of the chambers establish a different procedure for their entry into force.
