- Driver's license, civil passport or any other document identifying the owner of the car;
- Passport and vehicle registration certificate;
- General power of attorney (if it is not the owner of the car who undergoes the technical inspection).
This is the current list. The operator has no right to demand additional papers, for example, a medical commission. Upon completion of the technical inspection, the owner of the car receives a diagnostic card.
Why do you need a diagnostic card?

How to restore/fix/get a new copy
How to restore a registration certificate? This issue begins to worry citizens unexpectedly. And not everyone knows how to behave correctly to achieve the desired goal.
PTS restoration will be carried out as follows:
- Generate a package of certificates for re-issuance of PTS. We'll talk about it in more detail later.
- Write an application for the issuance of a new vehicle registration certificate.
- Go to your local police department and file a complaint about the loss or theft of your license. If the PTS is damaged, this step can be skipped.
- Submit a request for the issuance of a duplicate of the paper being studied to the registration authority.
- Carry out a technical inspection of the car. This step is not always required.
- Pay the state fee for registration of the car.
Now all that remains is to wait. After some time, the applicant will be issued a duplicate registration certificate. Together with it, the STS will be updated. This is a mandatory procedure.

The registration certificate for a car can be reissued only after the citizen submits a certain package of certificates to the registration authority. Otherwise, service will be denied.

- any citizen identifier;

Now it is clear how to restore a PTS if lost. This is far from the most difficult operation that car owners face.
As already mentioned, a person can make adjustments to the technical passport of a car if necessary. Such an operation involves a certain amount of paperwork.
What will the owner of the vehicle need? Usually the package of documents changes depending on the situation. Most often, the applicant needs to prepare:
- title certificate for the vehicle;
- the basis for making adjustments (sale and purchase agreement, certificates of change of full name, statements of marriage or divorce, and so on);
- the applicant's civil passport;
- a check for payment of state duty to the state treasury;
- application for adjustment of the technical passport;
- certificate of registration with the traffic police (if available);
- car insurance policy (if any).
Among the additional extracts it is customary to highlight:
- certificates from the applicant’s place of residence;
- death certificate of the testator;
- certificates of relationship with the testator;
- extracts from a notary indicating acceptance of the inheritance;
- will (if any);
- a payment document indicating the fact of payment for the purchased transport;
- an extract from the technical inspection of the car.
As practice shows, all the above papers are sufficient. If the registration certificate for a car is lost, it will have to be restored as soon as possible. Otherwise, you won’t be able to make a single transaction with the car.
Important: when the title is restored, the owner is given a car passport marked “Duplicate”. There is no way to get rid of it.

Photos of documentation are requested for the following purposes:

- make sure that the information specified in the registration certificate corresponds to the car offered for sale;
- see that the seller has the original, and not a duplicate, registration certificate, and there is no mark on the disposal of the car.
Often, a credit car is put up for auction with a duplicate title issued to replace the original that remains pledged.
With the help of a photograph of the title, a potential buyer can verify the cleanliness of the vehicle being purchased.
It should be noted that in most cases such a request is a desire to use the information received for fraudulent purposes. To check the current owner and the actual history of the car, it is enough to find out the VIN numbers and certificates of registration with the traffic police. Knowing these characteristics, it will not be difficult to find the necessary information in the traffic police databases and on numerous websites offering such services.
This does not require a photocopy or photo of the registration certificate. After entering the VIN number into the search bar of the corresponding section on the official traffic police portal, information of interest to a possible buyer will be provided. The final information required is verified during a personal inspection of the vehicle.
Methods of fraud with a PTS photo
Having received a photo of the car’s registration certificate, fraudsters use a scanned copy of the received document for the following purposes:
- place a similar advertisement for sale - an offer is placed with a price inferior to the option requested by the true owner. If there is someone willing to buy a car based on a fake ad, the authenticity of the offer is confirmed by the received photograph or a scanned copy of the car’s title. Some deposit is suggested to reserve your purchase;
- creating a double - using complete information about the car for sale, license plates are replaced on the stolen car, according to the photo of the title. Duplicates of documents are made, the car is sold. As a result, the real owner receives fines received by the double. This scheme uses a photograph of the registration certificate of a car sold in another region to prevent accidental crossing of duplicates at traffic police posts;
- use of the owner’s passport information – the vehicle owner’s details are indicated in the PTS. In addition to your full name, the document contains real passport data. This information is used to produce false documents and apply for bank loans. How to protect yourself if you still decide to send a photo
Sometimes a real buyer insists on receiving a photo of the title to prevent fraud on the part of the seller. If the car owner decides to send a photo of the registration certificate to the client, the following precautions will help protect against fraudulent schemes:
- making the image in black and white is the simplest way, but not sufficient to get rid of possible undesirable consequences.
In this case, the information specified in the registration certificate, including the owner’s passport information, remains available to the fraudster. This provides ample opportunities to use the obtained data for your own purposes; - using computer programs, hide the PTS number, your own passport information and other information, except the owner’s last name;
- Using graphic editors on a computer, apply the phone number of the real owner on top of the photo in the form of a watermark (watermark). The inscription is placed diagonally across the entire image so that it cannot be removed without ruining the photo.
But it is better to avoid sending a scanned or photographed image by persuading the opponent to limit himself to the VIN number and registration certificate, the surname and initials of the owner.
