    But there are situations when the violator will not be punished even if there is reliable evidence of his guilt, recorded in a photo or video. This is possible in two cases:

    According to paragraph 1 of Article 4.5 of the Code of Administrative Offenses of the Russian Federation, it is possible to be held accountable for an offense only within a certain period of time.
