In the Russian Federation, new traffic police fines will come into force on September 1, 2021.
Surveillance cameras will be installed along the roads to record various violations by unscrupulous drivers. Particular attention will be paid to MTPL insurance policies. It is worth noting that the MTPL policy is mandatory in the Russian Federation for all car owners. This is a very serious and important document that must be presented upon request of the inspector.

The policy must always come complete with a vehicle passport and registration certificate. In addition, the OSAGO must have a current expiration date. According to the new traffic rules, driving a vehicle without an appropriate insurance policy is equivalent to its absence, so forgetfulness can cause a fine to be issued.

First of all, let's look at the fine that is issued for driving without a policy. Here we are talking only about a forgotten form, and not about its complete absence. In this case, the driver has a policy, but he forgot it somewhere, or put it in the wrong package of documents. At the same time, the driver is still included in the policy.

Punishment for such forgetfulness is provided for in the second part of the twelfth article of the Code of Administrative Offences. In this case, the amount of the fine will be five hundred rubles. The same punishment can await a driver who made an electronic policy, but did not print the document and did not affix the insurer’s stamp.

It turns out that forgetting your policy is not so scary, at least in material terms. For example, the fine for insurance that is not up to date will be almost twice as much.

If an inspector stops you and you don’t have MTPL with you, he can issue a warning the first time, but it happens that the fine arrives immediately. Please note that forgetting the insurance policy at home and not making it are completely different things, so the punishment will be different.

Many Russian drivers quite often move around the country with expired insurance policies, as they consider them not so important and significant.

Some people are pouting because the inspector will not pay attention to the validity period of the policy during the inspection. In the real situation, this is not the case. If you have expired insurance, it is considered that you do not have it at all, so the fine will be eight hundred rubles.

We must not forget about the case if the driver is driving and his name is not on the policy. For such a violation, a fine of five hundred rubles can be issued. Often Russian drivers try to include fewer people in the policy in order to reduce the insurance ratio in the event of an accident.

This is illegal because everyone who is driving is responsible to other road users. If his name is not included in the insurance, and he gets into an accident, he does not bear any financial responsibility, since such an event is not specified in the contract.

So, if a driver forgot his insurance policy at home, he will be given a warning or fined five hundred rubles. In order to convince the inspector that you really have insurance, you need to provide the insurance agent's phone number, company name and MTPL number.

If you have been issued a fine of eight hundred rubles, you can contact the head of the automobile inspection. To do this, you will need an application, to which you must attach a copy of the insurance policy. After this application is considered and the demand is recognized as legitimate, the fine may be reduced to five hundred rubles.

If the driver does not have a policy at all, the inspector will issue a fine of eight hundred rubles. You can pay for such a punishment at a bank or using a special application.

It happens that a driver drives during a period when the policy is not valid. For example, insurance is taken out by a summer resident who uses his car exclusively during the summer season. It is believed that the rest of the time he will not use the car. This is a very good insurance policy if you really only need the car for a certain period of the year. Therefore, if you are caught while the insurance is not valid, the fine will be five hundred rubles.

Deadlines for paying traffic fines

If the driver has committed an offense, and the traffic police officer recorded it and imposed penalties, then the required amount must be paid within 70 days, starting from the date of receipt of the decision. This period includes 10 days for appealing the illegal decision, followed by 60 days for payment.

If the violator did not manage to pay on time, he must additionally pay twice the original amount. Also, traffic police officers can impose administrative arrest for up to 15 days or perform economic work (up to 120 hours). In cases where an administrative violation was discovered through the use of technical devices (photo, video recording), arrest is not imposed on the violator.

The news about increasing fines is another fake. The federal law on amendments to the Code of Administrative Offenses has not been adopted and is not going to be adopted in the near future.

New penalties from November 20, 2021 are a lie. In 2021, there was also a massive wave of indignation among motorists, but even then the State Traffic Inspectorate denied the alleged innovations.

No one has any idea who exactly and who benefits from spreading false information, but the fact remains that every year everyone hears about the increase in fines from November 20, as well as about amendments to the Code of Administrative Offenses of the Russian Federation. In reality, there is no increase.

Let's figure out how amendments to the Code of Administrative Offenses occur.

1. Initially, deputies must develop a draft law, which will subsequently be submitted to the State Duma for consideration.

2. After this, the developed bill must undergo 3 readings in the State Duma, within which active discussions will be held on the feasibility of changes. Quite a lot of time passes between each reading.

3. If the developed bill is approved at all stages of readings (most of the deputies voted for its feasibility), it must be adopted by the State Duma.

4. At the next stage, the law, which must be assigned a number, is submitted for signature to the President of Russia.

5. After signing by the head of state, the document must be published on the official legal portal https://publication.pravo.gov.ru/.

6. After 10 calendar days or more time (if this is stated in the text of the bill), the Federal Law comes into force.

Only after all these actions can amendments be made to the Administrative Code, on the basis of which new fines are established.
