If Vladimir Vladimirovich signs the bill, adopted in three readings and approved by the Federation Council, toughening penalties for violating traffic rules, then new fines will come into force in the country from September 1, 2013.

In addition to the innovations provided for by the new law, which increases fines for traffic violations, in Russia, if the bill comes into force (expected from 09/01/2013), temporary driver's licenses, which are issued in the event of withdrawal of a driver's license or in cases of their loss, will be cancelled. The temporary driver's license coupon is being canceled as unnecessary, in connection with the launch of a unified central database of the State Traffic Safety Inspectorate throughout the country, which contains information on all driving documents, including data on all drivers deprived of their driver's license by judicial authorities.
From September 1, if a driver violates traffic rules that provide for the deprivation of a driver’s license, the traffic police officer will not confiscate the license, but will leave it in his hands. After the judicial authority makes a decision on deprivation of rights, information about this will go to the State Traffic Inspectorate database. In this case, if the driver does not surrender his license to the traffic police, at the first check by traffic police officers on the road, using the central database it will be established that the driver is driving a car while already deprived of his license, which will result in another punishment in accordance with the Code of Administrative Offences. RF.
Please note that the period of deprivation of rights will begin to be calculated only from the moment the driver hands over his license to the traffic police.

According to the head of the registration and examination department of the State Traffic Inspectorate of the Tyumen Region, Andrey Yartsev, the regional traffic police departments are ready to implement the innovation. Drivers who are deprived of their driving privileges will have to take exams.
In Tyumen, at the interdistrict department of the State Traffic Safety Inspectorate and the State Traffic Safety Inspectorate (St. 50 Let Oktyabrya, 63), drivers who have been deprived of their driver’s license will “retake” their exams on Saturdays. This can only be done after the full expiration of the deprivation period. There is no state fee for testing knowledge of the Rules. If you successfully pass the exam, the examiner will make an appropriate note in the traffic police information database, after which the driver’s license will be returned to the place where it was stored. At the same time, drivers who have been deprived of the right to drive for driving while intoxicated or refusing a medical examination for intoxication will also have to provide the traffic police with a medical certificate confirming the absence of contraindications to driving. On September 1, 2013, the Federal Law of July 23, 2013 No. 196-FZ “On Amendments to the Code of the Russian Federation on Administrative Offenses and Article 28 of the Federal Law “On Road Safety” comes into force.
This law increases the minimum amount of an administrative fine to 500 rubles for all traffic offenses.
For a number of offenses - in particular, for exceeding the established speed and driving through a prohibiting traffic light - the law introduces increased liability in the event of their repeated commission. These are some of the most serious traffic violations and a leading cause of fatal road traffic accidents, and drivers who commit them repeatedly will face significantly higher penalties.
The law also determined in what cases the fact of the use of substances that cause alcohol intoxication is established, while simultaneously increasing the liability for driving a vehicle by a driver who is intoxicated or who refuses to undergo a medical examination for intoxication.
Thus, the law once again emphasizes that the use of any amount of intoxicating substances by the driver is strictly prohibited, but at the same time establishes that the fact of using substances that cause alcoholic intoxication must be determined taking into account the possible total measurement error, which is 0.16 milligrams of absolute ethyl alcohol per liter of exhaled air.
At the same time, for the first time, it is envisaged to simultaneously combine such penalties as an administrative fine and deprivation of the right to drive vehicles. From September 1, 2013, for driving a vehicle while intoxicated or refusing a medical examination for intoxication, an administrative fine in the amount of 30 thousand rubles and deprivation of the right to drive vehicles for a period of 1.5 to 2 years will be applied simultaneously, and if In case of repeated violation, the fine will be 50 thousand rubles, and the period of deprivation of the right to drive will be 3 years.
In addition, in some articles, from September 1, 2013, the sanction provides for a minimum period of administrative arrest - 10 days.
The law also provides for the abolition of such a document as a “temporary permit”. Starting from September 1, if an offense is committed that entails deprivation of the right to drive, the driver’s driver’s license will no longer be confiscated on the road. The obligation to surrender a driver's license for a citizen deprived of the right to drive vehicles will begin on the day the court decision comes into force. He is required by law to hand over his driver's license within three working days.
If a citizen evades submitting a driver’s license after the court ruling comes into force, he thereby extends the period of deprivation of the right to drive, since any employee of the State Traffic Inspectorate, stopping him with a “license” in his hands and establishing from the database that the driver is deprived of the right to drive vehicles, will confiscate his driver's license so that the period of deprivation is calculated from the date of its confiscation, and will also initiate a case against this driver for driving a car by a person deprived of the right to drive, and will take him to court, since the sanction of this article, along with a fine in the amount of 30,000 rubles and compulsory work for a period of 100 to 200 hours, also provides for the possibility of applying administrative arrest for a period of up to 15 days.
At the same time, the law establishes that the return of driver's licenses to all drivers who have been deprived of the right to drive will be carried out only after checking their knowledge of the Rules of the Road, and after deprivation of the right to drive for driving a vehicle while intoxicated and refusing a medical examination for intoxication - also after an extraordinary medical examination.
