Electronic OSAGO policy
The most discussed innovation among motorists was the introduction of new MTPL policies. Now electronic, the policy is an integral companion of any driver. The document became “electronic” thanks to a QR code printed on the form. Thus, thanks to the innovation, road users can count on speeding up the procedure for receiving payments in the event of an accident. The code includes all the necessary information about the driver, his insurance company and the vehicle he is using.
Now, using a QR code, a traffic police inspector using a special application for a mobile phone can check the authenticity of an MTPL insurance policy online. If the policy is not fake, then the employee is provided with the following information:
- Insurance company data;
- Period of validity of the insurance policy;
- Series, number and date of receipt of the policy;
- Policyholder details;
- Car owner details;
- List of persons allowed to drive a vehicle;
- Basic vehicle details, including vehicle identification number (VIN) and registration plate.
Signs
A separate part of “Traffic Regulations Consultant” is devoted to theory, in particular road signs. There are eight sections dedicated to different groups of signs: warning, prohibitory, informational, prescriptive, etc. The user has both text and graphic information at his disposal.

ERA-GLONASS for motorists
In addition to modern technologies used in compulsory motor liability insurance policies, the legislation defines another way to quickly obtain up-to-date and reliable data on road accidents.
The ERA-GLONASS system, which is an emergency response algorithm, operates via a satellite network. This new product is capable of notifying about an accident and recording damage, pre-calculating the cost. Let us remind you that starting from 2021, “ERA-GLONASS” is installed without fail on all new cars produced for the Russian market. Important! The amendments do not provide for the obligation of motorists to install the ERA-GLONASS system in their vehicles. Installation will only be required when importing a car purchased abroad, both new and used. This provision is established by the technical regulations of the Customs Union.

Another theoretical section of the application is “Markup”. It consists of two parts (horizontal markings, vertical markings) and contains detailed information about graphic signs that are applied to the road surface, road structures and elements of road equipment.

Cost of car registration in 2018
Drivers will be unpleasantly surprised by the cost of vehicle registration; from 2021, the cost will increase by 50% and range from 850 to 2850 rubles, depending on the need to issue new license plates:
- Making changes to the vehicle passport “PTS” when registering the vehicle – 350 rubles;
- Issuance of a certificate for the unit (and other certificates) – 350 rubles;
- Issuance of a new certificate of registration of the “STS” car (at the State Traffic Safety Inspectorate) – 500 rubles;
- Registration and registration of transit numbers – 1600 rubles;
- Issuance of license plates for a new car (including when the owner changes) – 2000 rubles.
Important! When paying the state fee for registering a car through the State Services portal, a 30% discount is provided. Taking into account the discount, the cost of registering a car with the traffic police and obtaining new license plates will be 1995 rubles.
Changes in traffic rules in 2017-2018
Traffic regulations are constantly changing, you must constantly monitor their changes. The amount of fines is also constantly changing.

Traffic regulations clause 9.1(1)
introduced by Decree of the Government of the Russian Federation dated June 28, 2017 No. 761 and formulated as follows:
“On any two-way roads, driving in a lane intended for oncoming traffic is prohibited if it is separated by tram tracks, a median strip, markings 1.1, 1.3 or markings 1.11, the broken line of which is located on the left.”
The rules for driving through roundabouts have also changed; now priority is given to those driving in the circle itself; drivers entering such an intersection must give way to cars on it.
Traffic regulations clause 13.11(1) was introduced by Decree of the Government of the Russian Federation dated October 26, 2017 No. 1300 and is formulated:
“When entering an intersection where there is a roundabout and which is marked with sign 4.3, the driver of a vehicle is obliged to give way to vehicles moving along such an intersection.”
New road signs
In the near future, we will see a new road sign “Quiet Traffic Zone” , indicating a zone with a vehicle speed limit of 10-20 km. at one o'clock.
Let us remind you! Before the adoption of the innovation, the minimum speed limit was in effect in residential areas and permitted movement at speeds of up to 20 km. at one o'clock.
It is expected that such signs will be installed in crowded areas, near preschool and school institutions. At the same time, pedestrians will have the opportunity to move along any part of the road within the sign’s coverage area without the risk of receiving a fine for violating traffic rules.

Traffic Laws
The main part of “Traffic Regulations Consultant” is devoted to exam tickets (in fact, the list of tickets and progress in solving them is the first thing the user sees when entering the application).
Here you can see the volume of material studied (under each ticket there is a blue indicator bar and progress - the number of questions that the user answered correctly).
Each ticket contains a list of questions with multiple answer options.
If the user answers correctly, the corresponding question is marked with a check mark at the top of the display, if incorrectly - with a cross. In the upper right corner you can find a round button with a question mark. When you press the button, a ticket certificate with an excerpt from the corresponding traffic regulations opens.
Before you begin the learning process, you should familiarize yourself with the theoretical section called “Traffic Rules.” If you wish, you can study them as you go through the tickets, but the first method is more correct and logical: first we learn the theory, then we start practicing. There are 25 paragraphs in total, each of which contains several subparagraphs.
If such a volume of information seems too much for you, you can do it differently: study a certain point and immediately start practicing (the point where knowledge is tested with the material studied can be found in the “Topics” section). When all the topics have been studied, you can test your knowledge by solving the tickets.

“Beware of thy neighbor” - this is exactly what one can call an innovation that will allow the traffic police to issue fines for violations filmed on video by other road users and pedestrians. Of course, the procedure is made as convenient as possible, because this is a good way to top up your budget! Only 4 points and the “denunciation” reached the traffic police:
- Download and install the “People's Inspector” application on your phone.
- Register in the installed application.
- Take a photo or video recording of a traffic violation.
- Submit your application for consideration.

Traffic theory exam 2021
In order to pass the theory exam you need to answer 20 exam questions in 20 minutes. There are 800 questions in total and they are divided into four categories.

If there is a mistake in the exam, 5 additional questions from the same question category are given. If you make a second mistake in the same category, you will be given a “fail” grade.
You also cannot make 3 mistakes in different categories.
It's a bad idea to learn tickets mechanically, you need to understand the questions and answer them intelligently. Keep in mind that the exam will be stressful and because of this, exam takers often have problems. To avoid difficulties during the driving test, you need to have a confident knowledge of traffic rules.
The most convenient way to practice answering exam questions is using specialized applications on your smartphone or tablet.
Traffic rules constantly (several times a year) change, exam questions are also adjusted, during preparation, be sure to check which version of the book or application you are training with and check if there have been any changes; at the time of writing this text (March 2021), the questions are relevant dated January 2018.
Stopping and parking
We drive further and think about where we can stop or park without violating traffic rules. You cannot stop or even pick up or drop off passengers at railway crossings or in tunnels. Driving through intersections
If you have practical driving

When approaching an intersection, look at the signs and be prepared to change lanes in advance. It is advisable to choose the route in advance.
