What the law says

First of all, let's turn to the Rules of the Road, namely to Chapter No. 4, which provides for the responsibilities of a pedestrian. Since he, like the driver, is a participant in traffic, his behavior on the road is regulated in some detail:

  • You can cross the street only through specially designated crossings (ground, underground);
  • if there are none, then along the sidewalk line (if there is no sidewalk, along the curb line);
  • at controlled intersections, it is allowed to cross the road only when the traffic light permits or as directed by the traffic controller;
  • if there are no special markings (“zebra crossings”), the intersection should be approximately at right angles to the opposite curb, and not “diagonally”;
  • the pedestrian is obliged to assess the road situation and, having fully convinced himself of the safety and good visibility of his drivers of moving cars, begin to move;
  • a pedestrian crosses the road without special markings only when the road in both directions is clearly visible, visibility is not blocked by a number of parked cars, special equipment, buildings, etc.;
  • crossing the roadway is permitted only after the distance between the person and the approaching vehicle has been assessed;
  • You must not interfere with other road users or provoke emergency situations;
  • A pedestrian crossing the road must move without stopping, without stopping without good reason. You can often observe such “indecisive” people on the side of the road: it is unclear whether he intends to walk and has already made a movement with his body, but in the end he remains standing. In such situations, it is extremely difficult to understand whether a person will cross the road or not. The traffic rules directly stipulate that such behavior is unacceptable, as it misleads drivers and sometimes causes an accident;
  • when crossing at night outside the city, wearing special reflective signs or having objects with such a lighting effect is mandatory;

When imposing an administrative penalty on pedestrians for violating traffic rules, only two articles from Chapter 12 of the Code of Administrative Offenses of the Russian Federation are applied:
