Cost of vehicle inspection in 2021: table by region

How often should a vehicle be inspected?

The validity period of a technical inspection for compulsory motor liability insurance depends primarily on the type of vehicle:

Category B cars, motor vehicles, trailers and semi-trailers - 3, 5, 7 years after the year of manufacture. Then - every year .

Category C cars, training cars, cars equipped with special signals - every year .

Taxis, buses, trucks for transporting people, vehicles for transporting dangerous goods - every 6 months .

Drivers often have a question about whether they need to undergo a technical inspection if the car is 3 years old. In this case, it is necessary to undergo a technical inspection, because otherwise, they will not sell you a compulsory motor liability insurance policy.

Another popular question: “Do I need to undergo a technical inspection for a new car?” If the new car belongs to category B, then there is no need to undergo technical inspection in the first 3 years.

When and why do you need a technical inspection in 2021?

All passenger cars over 3 years old must undergo technical inspection in Russia. Before this, they are considered new and do not require technical inspection.

At the same time, up to 7 years, the technical inspection procedure is carried out once every two years, after that - annually. Thus, the inspection must be completed when the car is 3 years old, 5 years old, 7 years old, 8 years old, 9 years old, etc.

Based on the results of the technical inspection, a diagnostic card is issued, valid for one year. It is a necessary document when applying for an MTPL policy.

How much does a car inspection cost in 2021?

The cost of a technical inspection in 2021 depends not only on the type of vehicle, but also on the region (subject of the federation) where the inspection procedure is carried out.

For example, the price of a car inspection is in the range of 300 - 700 rubles, the cost of a truck inspection is 600 - 1000 rubles. This amount is paid directly to the organization conducting the vehicle inspection through the bank. There is no need to pay an additional state fee for technical inspection in 2021.

Therefore, to find out how much a technical inspection costs in your region, I recommend contacting the selected technical inspection operator (call by phone).

You can pay for the technical inspection at a bank branch or through special payment terminals. To do this, you need to select the point where you will undergo a technical inspection and find out its payment details.

Cost of technical inspection in 2021

Operator services are paid according to the contract. The price of a technical inspection, or rather its maximum limit, is regulated by the state. This is determined by Art. 16 Federal Law No. 170, the limit is set differentiated by the volume of work, vehicle category, and technological operations performed. Each subject adopts an act that regulates tariffs based on the general “Methodology for calculating the maximum amount of fees for technical inspection”, approved by Order No. 642-a of the Federal Tariff Service on 10/18/11. It has not changed since 2012, but does not contain specific numbers, only formulas. In St. Petersburg the tariff is 881 rubles, in Moscow - 720 rubles. To find out how much a car inspection costs in 2018 in a particular city, you need to find the corresponding resolution of the local authorities.

In some regions of Russia, there are benefits for weakly protected groups of citizens when paying for technical inspection. For example, in Moscow it can be passed free of charge at certain stations to owners registered in the capital for one car (Moscow Government Decree No. 666-PP dated December 29, 2011). Benefits apply to:

  • disabled people;
  • men over 60 years of age and women over 50 years of age;
  • Heroes of the USSR and the Russian Federation;
  • Knights of the Order of Glory.

Technical inspection points

The next important question is where to get a technical inspection? There are several thousand technical inspection points in Russia. You can choose the one closest to your home in the register on the website of the Russian Union of Auto Insurers:

Enter the name of your city and click the “Find” button. After this, your city will appear on the screen with the technical inspection points marked. For complete information about the technical inspection station, click on the blue mark on the map.

I would like to note that it is currently possible to undergo a technical inspection in any subject of the Russian Federation . Therefore, if you live on the border of two regions, you can choose the point where the inspection costs less.

What is taken into account during the inspection?

Another separate point in the amended law is that vehicles undergoing technical inspection are recorded on video.

In this case, the following points are recorded:
  1. Time spending.
  2. Number plates.
  3. The process of the procedure.
  4. Location.

This point has caused a lot of controversy, but there are also advantages. If you have any controversial issues, you can provide a video recording that you are honest before the law.

What is needed to pass the technical inspection?

To successfully pass the inspection, you will need a technically sound vehicle. In this regard, I recommend reading the list of faults and conditions under which the operation of vehicles is prohibited. This document describes what is checked during a technical inspection.

In addition, there are several requirements that require additional attention:

  • First aid kit for technical inspection . The first aid kit has a limited expiration date, so before going for an inspection, check to see if it has expired.
  • Fire extinguisher . The expiration date of a fire extinguisher for technical inspection is about 5 years and is indicated directly on the body. If necessary, the fire extinguisher must be replaced.

If you just bought a car, I recommend buying a motorist’s inspection kit . It contains a first aid kit, a fire extinguisher, a warning triangle and several other useful items.

One of the most popular reasons why a car fails inspection is a crack in the windshield . In this case, the crack should be located on half of the driver's glass in the wiper cleaning area. If the crack does not fall into this zone, you can pass the technical inspection with it.

What does the cost depend on?

Regular inspection is necessary for certain categories of vehicles, the operation of which poses dangers for road users. The cost of such a procedure depends on many factors, including the type of vehicle, the order of the procedure, and the region in which the diagnosis is carried out. According to the new rules, in 2021, category B cars, motor vehicles, and trailers manufactured no more than 3 years ago will be exempt from the mandatory procedure. Technical inspection is carried out to solve several problems:

  • Checking the technical condition of the vehicle and identifying faults;
  • Ensuring the safe operation of a car, motorcycle, trailer;
  • Registration of a mandatory insurance policy.

Considering these factors, motorists will not be able to get rid of paperwork at the traffic police. Having a technical passport and other documentation will allow you to resolve controversial issues in an accident in your favor. In particular, this will require a CASCO or OSAGO policy. And insurance companies do not issue them without a preliminary assessment of the technical condition of the car or motorcycle. Motorists should familiarize themselves with the new amendments to the current legislation that they will have to face in 2021:

  1. The result of the technical inspection is now recorded in the compulsory vehicle insurance policy (MTPL).
  2. The frequency of maintenance has been changed and now depends on the type of vehicle and its age.
  3. After 3 years from the date of release, the car must be regularly checked by companies licensed for mandatory diagnostics and testing.

A positive point for motorists is that traffic police inspectors no longer ask for a diagnostic card on the road, which is issued based on the results of a technical inspection. Instead, it is enough to have an issued insurance policy. However, this does not mean that the need for inspection disappears. Fines are still prescribed in the administrative code of the Russian Federation. The diagnostic scheme has replaced traditional coupons. Its advantages are that the database contains an electronic copy of the card, and the shelf life of the electronic sample is 5 years. The number is linked to the owner's identification information. If a document is lost, it can be easily recovered. When buying or selling a new car up to 3 years old, you will not have to re-issue a diagnostic card, because the information remains up-to-date.

Diagnostic inspection card

Based on the results of passing the technical inspection, a diagnostic card . This document is an A4 sheet, filled in on both sides and certified by the signature and seal of the technical inspection operator.

The diagnostic card contains the results of the technical inspection. If everything is in order with the car, you can use the diagnostic card to purchase an MTPL policy. Otherwise, you should eliminate the faults and come back for a technical inspection. Repeated verification procedure requires a separate payment.

If you have doubts about the authenticity of the diagnostic card, you can check the results of the technical inspection using the EAISTO database.

A technical inspection ticket will not be issued in 2021.

Car inspection in 2021: changes to the rules

Drivers can calm down; no major changes in the technical inspection of vehicles have been approved by the new Decree of the Government of the Russian Federation. The principle of technical inspection has not changed. A diagnostic card is required, which can be issued at any workshop chosen at its own discretion that has the right to do so; the law does not limit you in this. But it should be remembered that the organization that issued the diagnostic card bears full responsibility for its accuracy. For entering knowingly false information into a diagnostic card, the organization may be subject to administrative and criminal liability.

And yet, there are changes in the rules for conducting technical inspections, namely:

  • The list of faults that does not allow passing inspection has been expanded. Thus, it is unacceptable to tint external lighting devices, either with film or other means. It is prohibited to dismantle windshield wipers and windshield washers;
  • the presence of a complete first aid kit has become mandatory, as well as the presence of a fire extinguisher with a capacity of at least 2 liters;
  • in the absence of documents permitting changes to the design of the car, they will not be allowed for inspection. Therefore, if you have installed gas equipment, or have replaced individual parts from other car models, you need to formalize this. Installation of gas equipment is possible only at special enterprises that have permission and certificates for this type of work;
  • mandatory installation of studded tires on all vehicle wheels. For example, if you have winter tires installed, they must be on all wheels of the car and be the same model and size.

The time procedure for undergoing technical inspection has changed. Thus, for buses, the inspection duration has been increased by 5–7 minutes. The conditions for passing inspection for special vehicles are specified separately.

The form of the diagnostic card has changed. If you have an old-style card, then you do not need to change it until the next technical inspection.

The current inspection procedure is designed to ensure that technically correct vehicles are allowed on the country's roads, which will help reduce road accidents and reduce the number of casualties. In addition, technically sound vehicles will solve the issue of improving the ecological state of the environment.

Fine for lack of technical inspection

A fine for driving without a technical inspection can currently only be imposed on the driver of a passenger taxi, bus or truck intended for transporting people, or a vehicle for transporting dangerous goods. Its size is 500 - 800 rubles.

Other drivers are not subject to a fine for lack of technical inspection; in addition, it is not necessary to carry a diagnostic card in the car.

However, without a technical inspection it will not be possible to buy an insurance policy, which will entail a fine for the lack of compulsory motor liability insurance.
