Traffic police fines from November 20, 2021

For motorists, November 20 was another day when many messages appeared in the media and social networks about changes to traffic rules that came into force. At the same time, many comments from car owners said that most of them could not find detailed information. Despite this, the news spread widely, with each source interpreting the changes differently, which caused a lot of controversy. Basically, the media talk about innovations in such moments as:

Fine for the absence of a specialized “Spikes” sign when operating a car on studded tires;
Increased penalties for drivers who do not allow pedestrians to pass;
Changes to the rules for driving roundabouts;
Update of traffic police regulations;
Changing the amount of punishment according to the Plato system.

Many users drew attention to the inconsistency of information in different sources, and we decided to figure out what awaits motorists from November 20, 2021.

Having carefully studied all the information and official sources of the traffic police, we came to the conclusion that the information offered to Internet users is another “duck” that is not confirmed by facts. At the same time, you should not relax in advance, since changes did occur, but much earlier. And if you didn’t know about this, you already risked trying new punishments:

On April 4, a fine was introduced for the absence of a studded sign on a car with studded tires. This is due to the fact that this car has a reduced braking distance and the owner is obliged to warn drivers driving behind about this so that the latter keep an increased distance;
On November 8, the rules for driving roundabouts changed, which states that the driver must yield to all vehicles that are at a roundabout if the latter is marked with sign 4.3;
On November 10, the fine for not allowing pedestrians to pass was increased to 2,500 rubles.

At the same time, the update of the traffic police regulations took place on November 8, and from November 25, the training program in driving schools will include such duties as instructions on how to work with the ERA-GLONASS system, as well as rules for independently registering a traffic accident. These changes are interpreted in the order of the Ministry of Education and Science No. 1016.

Regarding the Platon system, it can be said that the proposal to increase fines was not considered and was adopted in the State Duma.

Specifically, no changes to traffic rules were planned for November 20, 2021.

Issuance of cars to disabled people: not accepted

Back in October 2021, a bill was introduced to the State Duma that provides for the restoration of the issuance of cars to disabled people at the expense of the federal budget. Let us remember that this practice was suspended in 2004. In addition to cars, the new bill provides for free conversion kits, including manual controls. Unfortunately, the bill was never adopted, which means that the issue of free transport for the disabled has again been postponed indefinitely.

Lack of technical inspection

A bill imposing a fine for failure to pass a technical inspection was also submitted to the State Duma for consideration in October 2021. Only in contrast to the above, this one was nevertheless accepted. Thus, from January 1, 2021, owners of all types of vehicles will be punished for lack of technical inspection. If for the first time negligent drivers face a fine of 500-800 rubles, then a repeated “puncture” threatens with deprivation of rights for up to 3 months, as well as a more significant fine of 5,000 rubles. It makes sense to arrange maintenance in a timely manner. Let us remind you that the 2021 traffic rules imposed a fine for lack of maintenance only for drivers of taxis, public transport, trucks, vehicles for transporting people and dangerous goods. Traffic police fines 2021 apply to owners of all types of vehicles who, according to the law of the Russian Federation, are required to undergo maintenance.

A ban on powerful cars for officials

For those who don’t know, let us remind you that Dmitry Medvedev signed a decree that imposes restrictions on the engine power of official vehicles intended for officials. From January 1, 2021, officials, as well as their deputies, are prohibited from purchasing, renting, leasing, or even using taxi services for cars with engine power exceeding 200 hp. The restriction also applied to the total cost of company vehicles. Now it should not exceed 2.5 million rubles.

How can you prove it?

This can be easily proven, as we mentioned above, by reference to current laws. So, there is an official website of legal information, which is used by many lawyers and legal professionals. For example, if you look at all editions of the Administrative Code (see the figure below), you will not find any date of November 20 there.
