Types of fines for public transport drivers

The concept of “public transport” includes buses, trams and trolleybuses. Often, due to requests from passengers, drivers stop in places not intended for stopping vehicles, which is fraught with punishment. Thus, the system of fines for persons operating public transport is regulated by Article 11.33 of the regulatory act of the Russian Federation on administrative violations.

Penalty for boarding or disembarking in non-designated areas

3. Parking at night of a bus, tram or trolleybus used for regular passenger transportation outside the designated areas -

entails the imposition of an administrative fine on the driver in the amount of five thousand rubles; for officials - ten thousand rubles; for legal entities - twenty thousand rubles.

Currently, all vehicles used for transportation must be provided with parking spaces. This obligation is imposed on legal entities and individual entrepreneurs by Article 20 of the Federal Law “On Road Safety”.

For using a bus for public transport that differs from the regular transport route provided by the map, a legal entity will receive a fine of 20,000 rubles. The official will also be punished (10,000 rubles).

Please note that for the violations listed in this article, individual entrepreneurs bear the same responsibility as legal entities.

Responsibility for drivers of route vehicles

Drivers of regular transport often encounter situations when passengers want to get off in the wrong place. If the disembarkation occurs outside the stop sign area, the carrier risks facing certain sanctions.

Such cases are regulated by the provisions of Article 11.33 of the Code of Administrative Offenses of the Russian Federation. Penalty for carrying out transportation without a route map

4. Using a bus, tram or trolleybus for regular transportation of passengers in the absence of a map of the route of regular transportation in the event that the presence of such a map is mandatory -

entails the imposition of an administrative fine on the driver in the amount of five thousand rubles; for officials - thirty thousand rubles; for legal entities - three hundred thousand rubles.

When transporting passengers, the driver must have a map of the regular transportation route. A route map is a special document that indicates route data (start and destination, route number, name), as well as information about the vehicle (type and class, environmental characteristics).

If the driver does not have a regular transportation route map, he will receive a fine of 5,000 rubles . Fines will also be imposed on the official responsible for the transportation, as well as the legal entity that owns the bus.

Responsibility for owners of private vehicles

In cases involving personal vehicles, drivers are most often held liable for stopping in the following places:

  • on a narrow section of the road where the passage of cars is difficult (an abandoned vehicle will block the view of other motorists);
  • at all intersections (except T-shaped);
  • closer than 5 meters from the pedestrian crossing zone or within it;
  • on overpasses;
  • on tram tracks;
  • on overpasses.

Depending on the type of offense, the driver will be subject to various penalties. Thus, the total penalty for stopping on an inappropriate section of the road for the purpose of disembarking people being transported ranges from 500 to 3,000 rubles.

It is important to know: residents of Moscow and St. Petersburg may face an increased fine. This is explained by the fact that in megacities, a vehicle left in the wrong place will create much more inconvenience for other road users than in small cities.

Fine for stopping at a bus stop - Part 3.1 of Article 12.19 of the Code of Administrative Offenses

Answer. In accordance with clause 1.2 of the traffic rules, “Stop” is a deliberate cessation of vehicle movement for up to 5 minutes, as well as longer if this is necessary for boarding or disembarking passengers or loading or unloading the vehicle.

Picking up and unloading passengers at public transport stops

Hello. This decision can be appealed and it is better to do this in court (no fees are charged for appealing traffic police fines). The traffic rules of the Russian Federation state: stopping is prohibited closer than 15 meters from the stops of route vehicles or parking for passenger taxis (except for stopping to pick up and disembark passengers, if this does not interfere with the movement of route vehicles or vehicles used as passenger taxis). Therefore, you did not violate the rules in this case, there is every chance of overturning this decision.

Imposing fines for disembarking passengers in the wrong place

The fines listed above cannot be imposed by traffic police officers. They are within the competence of employees of state transport supervision (Article 23.36 of the Code of Administrative Offenses) and employees of state control in the field of transportation of passengers and baggage (Article 23.36 2 of the Administrative Code).

Paragraph 12.4 of the Traffic Rules states:

It is prohibited to stop closer than 15 meters from the stopping places of fixed-route vehicles or parking for passenger taxis, indicated by marking 1.17, and in its absence - from the sign of the stopping place of fixed-route vehicles or parking for passenger taxis (except for stopping for boarding and disembarking passengers, if this does not create interference movement of route vehicles or vehicles used as passenger taxis).

The “General Provisions” section of the Rules also states:

Stopping is “the intentional interruption of the movement of a vehicle for a period of up to 5 minutes, or longer if necessary to board or disembark passengers or to load or unload a vehicle.”

Based on the above, it turns out that stopping at stops for route vehicles is still possible, but only if the following conditions are met:

  • the stop is associated with boarding/disembarking passengers;
  • there is no interference with the movement of route vehicles or vehicles used as passenger taxis.

If at least one of the conditions is violated, you will be held administratively liable under Part 3.1 of Article 12.19 of the Code of Administrative Offenses of the Russian Federation. Punishment is a fine of 1,000 rubles, and in the federal cities of Moscow or St. Petersburg - 3,000 rubles. That is, you cannot leave your car at a stop to run to the nearest store. Even if you return to the car in less than 5 minutes, you are still a violator, because your stop is not related to boarding and disembarking passengers. If you leave your car for a longer period, it may be towed to an impound lot.

The only exception: cases of forced stop due to a technical malfunction or danger created by the cargo being transported, the condition of the driver (passenger) or the appearance of an obstacle on the road. At the same time, you must remember that the same Rules require the roadway to be vacated as quickly as possible if the movement of other cars is impossible.
