In brief, the rules for transporting children on trains can be summarized in a few simple sentences:

  • If a child is already 7 years old, then he travels at an adult fare - unless he confirms that he has the right to certain benefits. The logic of the administration is that a passenger, even a very small one, traveling on an adult ticket, no longer needs to be accompanied by an adult.
  • Children under 7 years old can travel on commuter trains using a child ticket - either at a discount or completely free, but strictly accompanied by an adult. In any case, a travel document will be issued.
  • If a passenger occupies a separate seat, then it does not matter how old he is - the ticket will be paid in any case. You can travel for free for up to five years, and only on the condition that a separate seat is not required.
  • The only document required to purchase a child's train ticket is the passenger's birth certificate, issued on the territory of the Russian Federation.

A special document that gives the right to discounts when traveling on commuter trains is a school card. This is a special certificate of the established form, confirming that a certain person is indeed a student of a specific school in a given academic year (date required). In this case, the school that issued the document must indicate in it all its details, including the exact address, and the paper itself is supported by the school seal and the signature of the director.

This solution allows you to travel with discounts for up to 14 years.

Preferential travel for teenagers over 14 years old according to a similar scheme is provided for students of military schools, however, they will no longer need a certificate, but a more serious form of document - a certificate of entitlement to benefits.

Part 3 of Article 21 of the Federal Law:

3. The passenger is required to have with him a document that confirms the age of the child transported with the benefits of the fare specified in parts 1 and 2 of this article, and which must be presented upon the first request of the persons monitoring the fare.

Thus, the passenger must independently confirm the age of the child, for which he should take with him a birth certificate .

If the inspector has doubts about the age of the baby, he will ask to present the specified document. If the passenger does not have the document, then the fare will have to be paid in full.

Part 2 of Article 21 of the Federal Law:

2. In cases where the carriage of children in vehicles without providing them with separate seats is prohibited in accordance with the established procedure, the passenger has the right to transport with him two children under the age of twelve years with the provision of separate seats for them for a fee, the amount of which cannot be more than fifty percent of the freight charge.

So, if transporting children without providing separate seats is prohibited, then the following fare payment rules apply:

Rules for transporting children under 7 years old in a minibus

2. Transportation of passengers by minibuses.

2.1. Transportation in minibus mode is organized by the carrier in order to provide the population with increased comfort transport services due to:

— transportation of passengers only in seating areas;

— increased speed of communication compared to route transportation by public buses;

— stops along the route at the request of passengers anywhere along the route in compliance with the Traffic Rules.

2.2. As a route taxi, buses and minibuses of domestic and imported production can be used, which have been inspected for their technical and external condition by the city department of the state road safety authority and have received appropriate recommendations. The service life of domestically produced vehicles is 8 years, imported - 15 years.

2.3. If there are established passenger flows on the routes, traffic is organized according to schedules.

If the final destination of the route is the main one for passenger generation, and along the route there is an unstable passenger flow, traffic is organized at operational intervals as passengers accumulate.

2.4. Transportation is carried out to service transport connections between train stations, airports, hospital complexes, cemeteries, with city districts, shopping and cultural centers among themselves and with residential areas, residential areas with recreational areas, etc.

2.5. Transportation is carried out on routes combined with routes of other modes of transport, supplementing them during peak hours and carrying out main transportation during off-peak and at night.

3. Sale of tickets for passengers to travel by minibus.

3.1. The form of tickets for travel in minibus taxis is a single one, approved by the Ministry of Finance of the Russian Federation, on the proposal of the Ministry of Transport of the Russian Federation, and agreed with the interdepartmental expert commission on cash registers,

3.2. Tickets for passengers to travel in a minibus taxi are sold by drivers (conductors) directly when passengers board the vehicle.

3.3. In case of termination of the trip due to a technical malfunction of the vehicle or for other reasons, the carrier is obliged to reimburse the passenger for the cost of travel.

4. Travel conditions.

4.1. In a minibus taxi, the carrier is obliged to provide passengers with seating. Passengers exceeding the number of seats are prohibited.

4.2. Disembarkation of passengers from the bus is carried out at the request of the passenger at any place along the route in compliance with the Traffic Rules.

4.3. Traveling under the influence of alcohol and smoking in the cabin is not allowed.

4.4. For damage to the vehicle and equipment, the passenger is responsible in accordance with the procedure established by law.

5. Responsibilities of owners of vehicles performing passenger transportation in minibus taxi mode.

5.1. Ensure the safety of passenger transportation.

5.2. Organize control over compliance with the traffic schedule (schedule), capacity standards, and route.

5.3. Ensure uniform external and internal design of the vehicle.

5.4. Maintain the vehicle in technically sound condition and proper sanitary condition in accordance with the requirements of the Road Traffic Regulations.

5.5. Provide minibus drivers with uniform ticket products.

5.6. Ensure that drivers undergo daily pre-trip medical examinations and undergo routine vehicle maintenance.

5.7. Ensure compliance with the work and rest schedules for drivers established by the legislation of the Russian Federation.

5.8. Technical inspection of the vehicle is carried out twice a year at the State Road Safety Inspectorate of the Internal Affairs Directorate of the city of Bryansk.

5.9. Comply with these Rules and other regulations governing this type of activity.

6. Rights and obligations of the driver (conductor) of a minibus taxi.

6.1. The driver (conductor) is obliged:

— when boarding passengers, periodically remind them of the need to pay for the fare;

— be attentive and considerate to passengers;

— maintain cleanliness and order in the cabin, monitor the condition of the vehicle’s appearance;

— issue the passenger a uniform ticket confirming payment for the travel.

6.2. The driver has the right:

7. Rights and obligations of a minibus taxi passenger.

7.1. The passenger is obliged:

- pay for the travel and keep the purchased travel document (ticket) for the entire duration of the trip and present it at the first request of persons specially authorized to carry out control;

— notify the driver in advance of the need to stop the vehicle;

— keep the vehicle interior clean and tidy;

- know what is prohibited:

a) driving while intoxicated and smoking in the vehicle; open windows without the driver's permission.

b) carriage of flammable, explosive, poisonous, flammable, poisonous, fetid and caustic substances in hand luggage and baggage;

c) transportation of firearms without cases; objects and things that contaminate rolling stock and passengers' clothing; — know that packaging and transportation of luggage must completely exclude the possibility of causing any damage to passengers and the vehicle.

7.2. The passenger has the right:

— require the issuance of a ticket when paying for travel;

— carry with you free of charge one child under five years of age inclusive, if he does not occupy a separate seat.

To occupy a separate seat, a child under five years of age must purchase a ticket at the current fare.

When traveling with a passenger several children under the age of five years, tickets are purchased at the current fare for each child, except one, who is carried free of charge;

— carry hand luggage free of charge (without using it in seating areas and in the aisles between rows of seats).

8. Payment for travel.

Rules for free travel for children on public transport

All of the above benefits apply only to land transportation.

As for air transportation, the situation is significantly different. Only very young passengers - up to two years old - are entitled to a free flight; their parents must hold them in their arms and not take up extra space. So the rule also applies here: one child per adult. This only applies to domestic flights. Foreign departures are paid with a discount of up to 90%, depending on the airline.

If there are more children, then purchasing a separate seat is required. For passengers under twelve years of age, the ticket price is reduced by half.

Again, everything is decided by the type of transportation - suburban or intercity. Children under seven years of age with an accompanying adult are entitled to free travel on electric trains. On long-distance trains, one child under five years of age travels free of charge. Both here and here without the right to a separate place.

Despite the fact that a child can enter under a preferential category, a ticket for him must still be issued by the cashier.

Organized transportation of children means travel on a transport bus for a group of eight or more small passengers without parents or other legal representatives. There are no age restrictions in the norms.

Only buses that have been in operation for no more than ten years and are fully intended to transport passengers are allowed to transport children. It must be driven by a person with continuous experience of one year and with a category “D” driver’s license, who has not had any administrative offenses in the last year that would result in deprivation of rights. If a passenger paid for a seat for a child, but it is not equipped with seat belts, you need to demand a refund or write a complaint to the appropriate authorities.

When a minibus driver for some reason refuses free passage to a minor, this is illegal. It is necessary to inform the management of the carrier company about this.
